PURPOSE: To award two housing rehabilitation contracts for the Orange County CDBG
Scattered Site Housing Rehabilitation Program.
BACKGROUND: The Housing and Community Development Department solicited bids from
qualified housing, rehabilitation contractors participating in the County's Housing Rehabilitation
Program for the general repair portion of the work specifications. Bids were also solicited from
lead based paint abatement contractors for items containing lead based paint as required by
federal regulation.
The informal bidding process is governed by the North Carolina General Statues §143-131 and
does not require a minimum number of bids. Additionally, present program procedures provide
that housing rehabilitation contracts be awarded to the lowest responsible bidder. Additionally,
all contractors participating in the County's Rehabilitation Program are required to utilize current
deconstruction and material recycling methods during the repair process.
Bids were solicited on November 8 and November 22, 2006 with a bid opening on December 5,
2006 with three bids received for the Overland Passage property. For the 216 W. Union Street
property, bids were solicited from participating contractors on October 11 and November 1,
2006 and with a bid opening on November 8, 2006 with two bids received for the lead
abatement work at 216 W. Union Street. Bids for the housing rehabilitation portion were
solicited on October 4 and November 1, 2006 with a bid opening on November 8, 2006 with a
total of three bids received for the project. Bid results are attached.
FINANCIAL IMPACT: Funds are provided by a CDBG Scattered Site Housing Rehabilitation
grant awarded by the N.C. Department of Commerce.
RECOMMENDATION(S): The Manager recommends that the Board award the following
housing rehabilitation contracts:

Exterior:
1. Trim all trees limbs hanging over roof located on the right rear
corner. Limbs to be cut off at the tree.
2. Install a new garage door with hand opener/lock. New door to open
close and lock properly. Stain or paint door to match existing exterior
finish. Apply a waterproof finish over stain to protect finish and door.
NOTE: Existing hardware and track may be used. Install all necessary
framing to secure track properly.
3. Replace approximately 36ft of damaged and loose wood siding.
Note: All damaged siding to be replaced with new wood matching
siding. Secure all loose siding with galvanized nails. Stain new
siding with matching stain.
4. Prepare all windows and windows frames for matching paint/stain.
Remove all loose paint, spot sand smooth and paint. Apply all
necessary caulking to fill all cracks. All paint/stain to cover
completely.
5. Install a new pressure treated frame for the sewage pump station
located on the right rear corner. Install pressure treated framing and
% inch pressure treated plywood walls. Re-install the existing shingle.
top on the new frame. All nails shall be hot dipped galvanized. _
6. Install a new door unit located on the left rear. Install a 6 panel
metal door unit with keyed lock and deadbolt. New door to open,
close and lock properly. Prime and paint door and frame to match
existing trim as close as possible. Note: Apply all necessary caulking
between brick-molding and siding. Install metal drip cap over door
frame to protect water intrusion. _
7. Install a 2x8 header for the 36" door unit in the garage.

Roof & Gutters:
Install a new 25-year shingle roof. Remove existing shingles
to the sheathing. Remove all exposed nails and prepare roof
for felt paper. Install brown eve starter, 15 lb felt paper, vent boots
and 25 year shingles. Note: Refer to manufacture specifications for
installation. Note: Do not damage existing step flashing around
chimney and at gable walls. Install all necessary flashing around
both top and bottom sections of the chimney to prevent water
intrusion.

2. Install a shingle type ridge vent on all ridges. Note: Refer to
manufacture specifications for ridge vent installation.
3. Install continuous aluminum gutters and over-sized downspouts on
all fascias. Note: All downspouts shall be connected to solid drain-
tile that extends not less than ten (10) feet from the foundation wall.
Note: If at ten feet from foundation wall if positive drainage do not
exist, the drain tile must extend until positive drainage is met.
Note: Special hangers will be required due to style of boxing. _
4. Install metal gutters guards on all gutters.
Wheelchair Ramp:
Remove the steps and handrails on the rear deck. Install a ramp
from the rear deck to a 5ft x 5ft landing centered over the sidewalk.
( Refer to Plan) Install a ramp from the landing toward the front
of the unit. The ramp width shall be 4ft in the clear. All wood
shall be pressure treated lumber. All nails and bolts shall be hot
dipped galvanized. Install 2x2 pickets placed 4" apart per code.
Install handrails on both sides of the ramp. All work to pass
inspection with the Orange County Inspection Dept. A permit
is required. _

Interior:
Carpet & Painting:
1. Remove all carpet from the unit.
2. Remove the wallpaper from the master bathroom walls. Prepare
walls where wall paper was removed. Wash to remove all glue.
Fill all damaged areas with filler and sand. Prime with a Kilz type
primer.

3. Prepare all painted surfaces for paint. Clean walls and trim with a
mild cleaner. Prime all bare wood and sheetrock with a construction
primer. Repair all damaged areas in sheetrock with filler and sand
smooth. Caulk all cracks with a latex caulk. Fill all nail holes with
painters putty. Paint the walls with flat latex paint. Paint the trim with
semi-gloss latex paint. NOTE: Bathroom walls & trim to be painted
with semi-gloss latex paint. All paint to cover completely. _
4. Install new carpet and pad on both floors. The CARPET to cost not less
than $ 14.00 sq. yard. Install a 6 pound pad. Install metal trim at all
door openings where carpet meets vinyl. Install carpet and pad in all
closets. Note: All carpet to be professionally installed.
Carpet to be re-installed in all locations where removed.
Price to include trimming the bottom of any doors that rub the new
carpet.
5. Prepare the front door unit for paint. Prime the front door with a
bonding primer. Paint the front door and jamb with semi-gloss latex
paint. The paint to cover completely.
Kitchen:
1. Remove all existing wall and base cabinets. Remove all existing
countellops.
2. Install new wall and base cabinets. Note: New cabinets to match
existing layout. Install factory made cabinets with hardwood face-
plates, doors and drawers. Price to include all hardware. Consult
homeowner for finish. (white or stained)

Kitchen:
3. Install new rolled back formica countertops. The new countertops to match
cabinet layout. Note: Consult homeowner to choose color. New countertops
shall be installed correctly. All joints shall be tight to prevent water
intrusion.
4. Prepare the floor for lauan plywood and a new vinyl floor. Clean
floor by removing all dirt and debris. Install Y4" lauan plywood and
a new vinyl floor. The vinyl to cost not less than $ 14.00 sq. yd.
Install a metal strip at closet door and where vinyl meets all carpet.
5. histall shoe molding at all wall and cabinet areas. Finish shoe
molding to match cabinet finish.
Master Bathroom:
1. Remove existing shoe molding. Install V4" lauan plywood and a
new vinyl floor. The vinyl to cost not less than $ 14.00 sq. yard.
Install metal trim at all door openings. Install new shoe molding
at all wall and cabinet areas. Prime and paint shoe molding. Prime
shoe molding with an oil primer. Paint shoe molding with
semi-gloss latex paint.
2. Install a five piece accessory kit in the master bathroom. Accessory
kit to include two, twenty four (24) inch towel bars, a soap dish,
tumbler holder, and paper holder. Note: Homeowner to choose finish.
( Chrome, brass, wood etc.) _
3. histall a new mirror of matching size in the master bathroom over
the vanity. Install a new section of mirror trim ( mirror sits in)
along top edge of vanity. Install proper fasteners at both top corners
into wall.
4. Install a molded marble vanity top/sink in the master bathroom.
Note: Contractor to verify correct length. Install a single lever
faucet, new drain line assembly/p-trap, supply lines and cut-offs.
Make all plumbing connections. Note: New faucet shall be a Delta
or pre-approved equal.

Master Bathroom:
5. Install a center face-plate on the bathroom vanity. Match the finish
as close as possible. Attach from interior of vanity.
6. Install two (2) stainless steel grab bars on both side walls around
the handicap commode. Install 1x6 painted trim screwed to the side
wails and attach the grab bars to solid wood trim. Note: One end
of grab bar should be screwed through 1x6 and into wall studs.
Consult homeowner for proper grab bar height. _
2ND Floor Bathroom:

1. Remove the wall mirror and all wall paper from the walls. Clean the
walls with a mild cleaner. Remove all wall paper glue and prepare for
primer. Prime the walls with a kilz type primer.
Reinstall mirror when all painting is complete.
2. Prepare the floor for new vinyl. Install %" lauan plywood and a new
vinyl floor. The vinyl to cost not less than $ 14.00 sq.yard. Install
metal trim at door opening. Install new shoe molding at all wall and
cabinet areas. Prime new shoe molding with an oil primer. Paint shoe
molding with semi-gloss latex paint. Caulk vinyl at tub using white
silicone caulk.
Staircase:
1. Repair loose handrail. Install all missing hardware and secure
to wall.
Plumbing:
Install a new double bowl stainless steel sink in the kitchen. Install
new strainers, drain line assembly/p-trap, supply lines and new
cut-offs. Make all plumbing connections.
2. Install a new single lever faucet on the kitchen sink. Note: Faucet
shall be a Delta or pre-approved equal. Make all plumbing
connections.

3. Install a new handicap commode in the master bathroom. Install
new supply line, cutoff, wax seal & flange bolts. Make all

panel to breaker box in kitchen. NOTE: Price to include all GFI
receptacles, arc-fault breakers, hard-weed smoke detectors.
All work to pass Current Electric Code. An Electrical Permit is
required.
2. Replace approximately 5 damaged switch and receptacle covers in
the unit.
Repair the circuit for the front exterior light fixture beside garage
door. (wire damaged)
4. Install a new exterior light fixture at the back door. ( garage door)
Light fixture allowance- $ 25.00
Consult owner for color / finish.
5. Install a motion detector light fixture located beside the garage door.

6. Install a recessed lens cover for the closet light fixture in the master
bedroom. Note: Lens cover shall properly fit recessed can light.
7. Install a new vent-less exhaust hood for the oven. Consult owner
for color. The new exhaust hood to be complete with 2-speed fan
and light. Make all electrical connections.
Miscellaneous:
1. Repair the hole in the front overhang located beside the front porch.
Remove the damaged section ( approx 12" x 24") Install all necessary
framing to attach matching plywood soffit. Finish to match existing'
trim. _
Termite Inspection & Treatment:
1. Provide a termite inspection and treatment. A licensed Pest Control
Company must perform this work. Chemically treat the entire perimeter .
of the crawlspace and exterior foundation walls. Contractor to provide
owner and Rehabilitation Specialist with written proof of inspection,
treatment and warranty of treatment.

This set of work specifications outlines work items that were found to contain lead in
concentrations above acceptable levels as set in the U.S. Department of Housing and
Urban Development (HUD) standards. It is recommended, that any lead hazard
remediation work be conducted by workers who are certified by the state to perform lead
abatement work..
Leadhazard remediation work must be preformed in compliance with the regulations
issued by the Secretary of Housing and Urban Development set forth in 24 CRF Part 35,
et al and all applicable rulers and any others issued there-under, and all applicable
Federal, State and local rules and regulations, regarding notification, -evaluation and
reduction oflead-based paint hazards. in residential structures undergoing Federally:
Assisted construction or rehabilitation and require the elimination of lead:-based paint
hazards. Every contractor or subcontractor, including painting, pursuant to which such
Federally-assisted construction•ofrehabilitation is performed, shall include appropriate
provisions complying with requirements for notification, evaluation and reduction of
lead based paint hazards.
The contractor shall be allowed to include in the cost of the project the allowable fee for
one (1) complete clearance inspection of the xemediation work performed. The cost of
any additional clearance inspections which may be necessary will be born directly by the
contractor.

Note: Prior to conducting Lead-Based Abatement activities, all personnel associated
with the project should review and fully understand the requirements of ALL
applicable local, state and federal regulations that may apply to the worksite.
Worksite Preparation:
Ground Containment:
Before construction, construct a worksite perimeter curb of
2x4 timbers, ten feet from the house exterior. Create an outer
barrier of flags and/or plastic tape 3 feet on center and 20 feet
from the worksite. All warning signs must remain posted until
clearance is passed. ( Both exterior door frames)
2. During the period of work on the exterior door frames, attach a
layer of 6-mil poly to the door opening to prevent lead dust and
paint chips from migrating into the unit.
Pre-Clean:
Pre-clean the location ( window sill) in room # 5 ( rear right bedroom)
Refer to the Risk Assessment / Lead Paint Inspection- HEPA vacuum
this location to remove all lead dust.
Clearance Examination:
1. After completion of all work that disturbed LBP and any other lead
hazard reduction activities, a qualified person shall perform a
clearance examination. Work disturbing lead-based paint is not
considered complete until clearance is achieved.

Exterior Door Jambs:
1. Remove storm doors from both exterior door units.
2. Remove all loose chipping / peeling paint from both exterior metal
door frames. Wet sand and feather edges and prepare for a lead block
primer approved for metal. Prime both door jambs with a lead block
bonding primer. Paint both door frames with semi-gloss latex paint.
The paint shall cover completely. _

1. The work shall require the coordination and relocation of personal
belongings away from the work area. It is the responsibility of the
Lead Paint Contractor to contain all lead dust from spreading throughout
the unit.
2. All lead paint debris including paint.chips and wood shall be double
bagged and goose neck tied in 6-mil poly. All debris shall be properly
labeled and disposed of at a Licensed Landfill.
3. A copy of the Lead Abatement Contractor's License shall be submitted
to the Orange County Housing/Community Development Office.
4. All Permits and Applications shall be acquired before work is to begin.
Note: A Lead Abatement Permit is required for this work at 216 W. Union St.

4. Install continuous aluminum gutters and downspouts on all
fascias. Install over-sized downspouts on the four corners.
Note: Gutters shall be properly installed and sloped.
Install solid drain tile below grade to both rear downspouts.
The drain tile shall terminate with positive drainage away from
the unit. Install splash blocks on both front downspouts.
Color shall be white.
S. Install pressure treated railings and handrails on the front porch.
Install handrails on both sides of the front steps. Install 2x2

1. Remove the bed molding, ceiling tiles, sheetrock and lx4 stripping
to the ceiling joists in all rooms except living room.. Prepare the ceiling
joists for %Z" sheetrock. Remove all existing nails and install %a" sheetrock
on all ceilings and finish smooth. Prime the new sheetrock with a new
sheetrock construction primer. Paint the ceilings with bright white
latex ceiling paint. All paint shall cover completely.
2. Repair the damaged ceiling texture on the living room ceiling. Remove
the damaged texture and prime bare sheetrock with a kilz type primer.
Spray using repair texture. Spray paint the entire ceiling with bright
white ceiling paint. NOTE: Paint must be sprayed not rolled.

2. Remove the flue and patch sheetrock. Note: Chimney is still
being used to vent furnace. Flue must be capped off with a fire

Remove the commode, sinklvariity and tub. Remove the wall
covering to the framing.
2. Remove the door unit, sub-floor and floor joists. Note: Floor
joists maybe doubled in areas where unable to remove. Install
# 2 pressure treated matching 2x8 framing. New framing to span
from foundation wall to center girder. Install all necessary blocking
around tub and commode flange. Install % inch sub-floor and 518.
inch under-layment. A permit is required for floor framing. _
3. Install wall blocking for grab bars in the tub/shower area. Consult
homeowner for correct height and location. Note: Rehabilitation
Specialist to inspect blocking- before covering is installed.

4. Reframe bathroom door opening to receive a 36" door unit. Install
new header and filler studs. Install a 36 inch 6 panel pre-hung interior

5. Install %2" MR sheetrock on the walls and ceiling. Finish the
sheetrock smooth. Prime the sheetrock with a new sheetrock

6. Install a tub/shower surround. Install a water tight seal where
surround meets tub. Glue surround to sheetrock and block wall
using proper adhesive. Install proper water proof trim where
tub/shower surround meets the window. Caulk surround
at tub using 100% tub/shower silicone caulk.
7. Install two grab bars in the shower area. Install a 36 inch and
a 24 inch grab bar. Note install proper fasteners to support
grab bars.
Install 3 V4" molded baseboard in the bathroom. Prime the new
baseboard with an oil based primer.
9. Install a new vinyl floor in the bathroom. The vinyl to cost not less
than $ 14.00 sq. yd. Install new shoe molding and metal trim. Prime
shoe molding with an oil based primer. Caulk vinyl at tub area. _
10. Install a five piece accessory kit in the bathroom. Kit to include
two, twenty four inch towel bars, a soap dish, tumbler holder and
paper holder.
11. Install a surface mount medicine cabinet.
12. Prepare all surfaces for paint. Paint the walls, ceiling, doors and
trim with semi-gloss latex paint. All paint shall cover completely.

Paint the walls and trim with semi-gloss latex paint. Paint the block

6. Install new 4'/a" molded baseboard in the kitchen. Prime new
baseboard with an oil based primer.
7. Install approximately nine (9) linear feet of wall cabinet and six
