j The Board of Commissioners for the County of Orange, North Carolina, met in
(4 regular adjourned session at the County Courthouse in Hillsborough, North Carolina,
{'at eleven o'clock A.M., on May 25, 1967.
Present: Chairman Harvey D. Bennett, and Commissioners William C. Ray, Henry S.
1Walker and Ira A. Ward. 1

;{ At eleven o'clock A.M., the members of the Board of Commissioners for the
County of Orange met with the County Board of Elections of Orange County and the two
(Boards, as two separate bodies, separately received from the registrars and judges of
selection in the various precincts of the County of Orange the returns of the special
(bond election held on May 23, 1967.
After the returns of said special bond election had been canvassed by said Board!,
{(of Commissioners, such canvass being simultaneous with the canvassing thereof by the
(County Board of Elections in the same place, Commissioner Ward introduced the {
following resolutions which was read:

j Section 1. The returns of the special bond election held in the County of
(10range on May 23, 1967, having been received from the proper election officers and 1
j(having been canvassed, the Board has found and determined and does hereby declare: i
(a) That each registrar and judge for the special bond election held in the
(County of Orange on May 23, 1967, was duly qualified by law and had taken the
!I necessary oath.
(f (b) That the election officers had incorporated in their returns not only
(Ethe number of votes cast for and against the question submitted but also the number
lof voters registered and qualified to vote in each precinct in the election.
'( (c) That at said election there was submitted to the qualified voters of
!,(said County the following question:

I (a) That 13,254 voters were registered and qualified to vote at said 1

Upon motion of Commissioner Ward, seconded by Commissioner Walker, the
foregoing resolution entitled: "RESOLUTION CANVASSING THE RETURNS OF THE SPECIAL
BOND ELECTION HELD IN THE COUNTY OF ORANGE ON MAY 23, 1967, AND DETERMINING AND
DECLARING THE RESULT THEREOF" was passed by the following vote:
AYES: Commissioners Bennett, Ray, Walker and Ward .
Noes: None.
i Thereupon Commissioner Ward introduced the following resolution which was
read:

At a special bond election held throughout the County of Orange, North
Carolina, on May 23, 1967, 13,254 voters were registered and qualified to vote.
At said election 4,041 votes were cast for the order authorizing the County
of Orange to contract a debt and in evidence thereof to issue not exceeding
$3,000,000 School Building Bonds of said County for the purpose or providing funds,
with any other available funds, for erecting additional school buildings and other
school plant facilities, remodeling, enlarging, and reconstructing existing school f,
buildings and other school plant facilities and acquiring necessary land and equipme t
q therefor, to provide additional school facilities in the County of Orange to
maintain the six months' school term in said County as required by Section 3 of
Article IX Of the Constitution, and authorizing the levy and collection of a
sufficient tax for the payment of the principal of and the interest on said bonds,
and 2,323 votes were cast against said order', that a majority of the qualified voter of
said County who voted at said election voted in favor of the approval of said order,

At 11:00 o'clock a. m. the members of the Board of Commissioners for
the County of Orange met with the Board of Elections of Orange County and the two
boards as two separate bodies, received from the registrars and judges of election
in the various precincts of Chapel Hill School District of Orange County the
returns of the special election for supplemental tax, Chapel Hill School District,
Orange County, North Carolina, said election being held on May 23, 1967.
After the returns of said special supplemental tax election had been
canvassed by the Board of Commissioners, such canvass being simultaneous with
the canvassing thereof by the County Board of Elections in the same place,
Commissioner Ward introduced the following resolution which was read:

MENTAL TAX IN CHAPEL HILL SCHOOL
DISTRICT, ORANGE COUNTY, HELD IN THE
SAID DISTRICT ON MAY 23, 1967, and
DETERMINING AND DECLARING THE RESULT
THEREOF.
BE IT RESOLVED by the Board of Commissioners for the County of Orange:
Sec. 1. The returns of the special election for supplemental tax in
Chapel Hill School District held in said district on May 23, 1967, having been
received from the proper election officers, and having been canvassed, the Board
has found and determined, and does hereby declare:
a. That each registrar and judge for the special election for
supplemental tax held in the Chapel Hill School District on May 23, 1967, was
duly qualified by law and had taken the necessary oath.
b. That the election officers had incorporated in their returns not only
the number of votes cast for and against the question submitted, but also the number
of voters registered and qualified to vote in each precinct in the election.
c. That at said election there was submitted to the qualified voters
of said Chapel Hill School District the following question:

Shall there be levied and collected within the area constituting the
Chapel Hill School District an additional special tax, over and above
the present 20C per hundred dollar property valuation special tax now
in effect, increasing said 200 per hundred dollar valuation special
tax to not exceeding 35c per hundred dollar property valuation within
said area, to further supplement the current expense funds from State
and County allotments and thereby operate schools of the Chapel Hill
Administrative Unit within the Chapel Hill School District of a higher
standard by supplementing any item of expenditure in the school budget.
d. That no complaints have been made to this Board against the regularity
of said election.
e. That said election and the registration therefor were duly and properly
held in accordance with law.
Sec. 2. The following schedule correctly shows the designations of the
several precincts at which said election was held, the number of voters registered
and qualified to vote in each precinct in the election, the number of votes cast 1
in each precinct in favor of the question submitted, the number of votes cast
against such question, and the totals of such numbers.

Thereupon Commissioner Ward introduced the following reolution which
was read:
RESOLUTION ADOPTING A STATEMENT OF THE RESULT
OF THE SPECIAL ELECTION FOR SUPPLEMENTAL TAX,
CHAPEL HILL SCHOOL DISTRICT, HELD IN THE DISTRICT
ON MAY 23, 1967, AND PROVIDING FOR THE RECORDING,
FILING AND PUBLICATION THEREOF.
BE IT RESOLVED by the Board of Commissioners for the County of Orange:
Sec. 1. The Board of Commissioners has prepared and does adopt the
following statement of the result of the special election for supplemental tax in
Chapel Hill School District held in said District on May 23, 1967:

HILL SCHOOL DISTRICT, ORANGE
COUNTY, NORTH CAROLINA,
on May 23, 1967.
At a special election held in the Chapel Hill School District, Orange
County, North Carolina, on May 23, 1967, 7,899 voters were registered and qualified
to vote.
At said election 3,196 votes were cast for the supplemental tax not
exceeding 35C per one hundred dollar property valuation within said district for
supplementing the current expense funds from State and County allotments and
thereby operate schools of the Chapel Hill Administrative Unit within the Chapel
Hill School District of a higher standard by supplementing any item of expenditure
in the school budget, and 1,486 votes were cast against said proposed increase
in supplemental tax. That a majority of the qualified voters in said special
school district who voted at said election voted in favor of the approval of said
supplemental tax, and that said tax increase thereby approved is in force and effect.
This statement is given by order of the Board of Commissioners for the
County of Orange.

Sec. 2. When the foregoing statement shall have been signed by a
majority of the members of this Board and the latter shall be recorded in the
minutes of the Board and such statement shall be filed in the office of said
Clerk and published by said Clerk once in The News of Orange County, a newspaper
published in Orange County. A notice substantially in the following form, with
the printed signature of the Clerk appended thereto, shall be published with the
foregoing statement:
TO THE CITIZENS AND TAXPAYERS OF CHAPEL HILL SCHOOL DISTRICT:
No right of action or defense founded upon the invalidity of the election
mentioned in the foregoing statement shall be asserted, nor shall the validity
of such election be open to question in any court upon any ground whatever, except
in an action or proceeding commenced within thirty days after the publication of
the foregoing statement.

immediately certify a copy of this resolution to the County Board of Elections of

At the conclusibrr of the Special School Bond election and the Special
Supplemental Tax Election for Chapel Hill School District canvass the Board of
Commissioners reconvened in the Commissioners room to meet with representatives
of the Town of Mebane. Those present were Marvin Walker, Mayor, Jack Phelps and
Jack Self, Town Commissioners; and Lawrence Alley, Consulting Engineer, for the
industrial park water project. Mr. Alley announced the results of the bid
openings for said project and gave the following recommendations:
1. That all contracts be awarded to the low bidders.
2. That the water lines be constructed of cast iron pipe.
3. That the sewer line be installed at the alternate location_
