PURPOSE: To consider making appointments to the Animal Services Advisory Board.
BACKGROUND: The following information is for Board consideration:
• Appointment to a second full term (Position #2) "Veterinarian" representative for Dr.
DeWana Anderson expiring 06/30/2019.

Last night at its meeting the Animal Services Advisory Board(ASAB)spoke with several
applicants for at large position on the ASAB that is expected to become vacant effective
July 1, 2016.. This is the position currently occupied by Caroline Green who has
communicated that she is not available to be reappointed for another board term.
By a vote of 6 to 2 the ASAB is recommending Edmund Tiryakian. Their decision was
based not only upon Mr. Tiryankian's experience in law and finance and prior interest in
animal welfare but the opportunity to increase the gender diversity of the ASAB. Hilary
Cooper received 2 votes based upon her prior experience as a volunteer with Orange
County Animal Services, current involvement in animal rescue, and ongoing interest in
animal welfare.
The ASAB was impressed with the excellent qualifications of all of the applicants who
attended the meeting. Also present were Katie Rosier, who excused herself from further
consideration upon learning the length of the appointment, and Heather Payne.

H RESOLUTION REQUESTING APPOINTMENT TO THE
ORANGE COUNTY ANIMAL SERVCIES ADVISORY BOARD
WHEREAS, it is necessary to appoint a volunteer to a seat reserved on the Orange County Animal
Services Advisory Board for persons residing within the Town of Hillsborough; and
WHEREAS, by state statute and county ordinance, the Orange County Board of Commissioners has the
authority and responsibility to appoint members to the Animal Services Advisory Board; and
WHEREAS, the current applicant wishes to serve a First term as the Town of Hillsborough representative
on the Animal Services Advisory Board;
NOW, THEREFORE, THE BOARD OF COMMISSIONERS OF THE TOWN OF HILLSBOROUGH
RESOLVES:
Section 1. The Orange County Board of Commissioners is respectfully requested to appoint the
following individual to the vacant Town of Hillsborough seat on the Animal Services Advisory Board,

away from a cat sitter, recovery) process. As an attorney, I have written on TNR policy, and
continue to monitor legal developments on animal issues. I have 10+ years of experience in
management, both corporate experience from before law school and in my current position. I
am passionate about animals, their welfare, and the policies and statutes that concern them.
Reasons for wanting to serve on this board:
I feel passionately about the needless killing going on in our shelter and those nationwide. While
Orange County continues to make progress, we have not committed to becoming a no-kill
locale -something which I think is within our grasp with the right focus and fundraising. While
the five-year plan on community cats is a good start, the lack of specificity and commitment to
implementing programs which have been successful elsewhere is a shame. A commitment to
go no-kill could be used to galvanize the community to action and to raise the funds necessary.
If Los Angeles, CA, can do it by 2017 (through NKLA), we should be able to achieve the same
goal by 2020. NKOC (No Kill Orange County) can be a reality.
