With 12 recent years of service on CHCCS Board of education, I am well informed of the needs for older school facilities capital investment, though naturally less re OCS. As a recent candidate for BOCC, I became much more familiar with the affordable housing needs and issues as well. As a former high school teacher and childbirth educator, I have some skills directlybrelated to the purpose of educating the public re bonds. The public also knows that I am honest and my word is good. Reasons for wanting to serve on this board: Communication with the public is essential to provide the facts and scenarios as voters consider approval of these bonds. I have a headstart via basic knowledge and would like to help the team in this effort. My two young grandchildren are mocing back to Orange Co in July so it is personal as well. I want them along with all of our schoolchildren to learn in schools that are up to basic code. The facilities do have an impact on learning. I also think our residents value having a diverse community. To preserve that, we need more affordable housing. Housing quality, or lack thereof, also directly impacts student learning. I was proud of the hearing speakers who made that connection instead of pitting schools against housing or seniors. These are all interrelated. I also have 12 years of service on the CHCCS Board of Education with detailed experience in areas such as personnel matters, legal issues, real estate and construction, evaluation of senior management, budgeting, and general boardmanship skills. Reasons for wanting to serve on this board: A friend told me that this board functions well and is a good way to be of service. I d like to continue to assist the residents of Orange County by serving. From my school board experience, I know that the ABC Board also funds alcohol education and prevention programming for both school districts. I d like to see this funding continue. Conflict of Interest: Supplemental Questions: Alcoholic Beverage Control Board Please list/explain your experience, either professionally and/or from other boards/commissions that you have in the areas of budget, personnel, and management. I served 12 years on the Board of Education for Chapel Hill-Carrboro City Schools. Three of those years I was vice-chair and three of those years I was Chair. I am also a CPA practicing in Chapel Hill with small businesses, individuals and nonprofits. This experience provides a great deal of experience in the areas of budget, personnel and managment. Because I am also a CPA, my board colleagues relied on me to review the monthly financial statements very closely and to ask questions when needed. The fye June 30, 2015 combined operating budget totaled $137,010,366.00. There is also a 10 year capital improvements budget and a couple of proprietary funds such as child nutrition. I know governmental accounting and have also done some international and local auditing in my professional career. I will be able to hit the ground running in terms of understanding and learning the budget oversight for the ABC Board. The school board sets policy as a primary function and also oversees and evaluates the Supt. The board reviewed teacher performance evaluations for the granting of career status each spring (tenure)and held closed sessions for student and personnel appeals. As the second largest employer in Orange Co after the UNC University/Hospital complex,we had a great deal of experience in the area of personnel matters. We also built three elementary schools and Carrboro High School during those 12 years as well as a science wing at Culbreth Middle. Each year other major projects such as ADA accessibility, roofing, etc were also part of the CIP. So I have some experience from the board level regarding construction and facilities management. We contracted for many of those services so I have some background with requests for proposals. We also worked with the Supt and senior leadership to develop a new strategic plan every five years. This included input from stakeholders and the public. Each school board member is also a liaison to several school improvement teams and district committees that provide input for the Supt and senior administrators (management.) In addition to the experience listed in the question above, please list the work/volunteer experience/qualifications that would add to your expertise for this board. Prior to serving on the school board, I was the President of the local autism society chapter, a webelos leader, and held about every position on the PTSAs possible, such as treasurer, thrift shop coordinator, president, hospitality etc. I learned how to run meetings, how to include everyone s opinion and involve a diverse parent population. I know how to recruit volunteers and 8 Page 3 of 3 Jamezetta Bedford love meeting new people. When I first graduated from college I was a public school math teacher. Later I taught childbirth education classes. I don t know if those skills will be of any use on this board or not. It did help with public speaking. What do you see as the responsibilities of this board, and what do you hope to accomplish if appointed? The ABC Board has a variety of responsibilities. These include evaluating the director, approving and monitoring a budget, and high level policy setting within parameters. There are 9 stores and an office so real estate matters such as leases and construction will arise. The Board should not get into the weeds but should work with the Director. Since employees are employees of the Orange County ABC Board and not of Orange County Government, there will be personnel responsibilities such as wages and benefits. Recently the ABC Board was able to provide the county living wage to its employees. As an independent political subdivision of the State of NC, I am sure there are other responsibilities related to serving on the Board such as collaborating with ALE. If appointed I would like to support the continuation of funding for prevention and education programs, in the schools and the county; to assist with financial policy to assure financial security and cash flow; and to learn if profits could also be used for mental health programming for rehabilitation. That may already be the case, and to coordinate this with our courts and jail services and social services. And, if ever needed, I d encourage the Board to collaborate with the BOCC on advocacy at the state level.
