PURPOSE: To consider the legal advertisement for items to be presented at the Joint Planning
Area Public Hearing scheduled for October 25, 2007.
BACKGROUND: The Board of County Commissioners reviews proposals to be considered at
public hearing for consistency with general County policy and presentation format. The following
item is proposed for consideration at the October 25, 2007Joint Planning Area Public Hearing.
1. Orange County Solid Waste- Transfer Station and Convenience Center -Chapel Hill
Joint Planning Transition Area Zoning Atlas Amendment
Purpose: To hear public comment on the proposed rezoning of a 122.9 acre tract on the
north side of Eubanks Road and a 7.9.5 acre tract on the south side of Eubanks Road from
Rural Transition (RT) to Materials Handling (MH). The rezoning request is to accommodate
the construction of the Orange County Solid Waste Transfer Station on the north side of
Eubanks Road (old landfill property) and the relocated solid waste convenience center on
the south side of Eubanks Road (current landfill property). The sites are located within the
Chapel Hill portion of the Joint Planning Transition Area.

Size: 202.4 acres total
Location: To the north (122.9 acres) and south (79.5 acres) of Eubanks Road
between Millhouse Road and Rogers Road
Identification: Chapel Hill Township, PIN #'s 9870-68-0669 (TMBL 7.18..1A) and 9870-66-
2911 (TMBL 7.18..1)
The zoning atlas amendment requires the approval of the Orange County Commissioners
and Chapel Hill Town Council.

FINANCIAL IMPACT: Other than advertising costs, there are no direct financial impacts
associated with the approval of this item.
RECOMMENDATION(S): The Administration recommends APPROVAL of the proposed
October 25, 2007 Joint Planning Area Public Hearing legal advertisement.
NOTICE OF JOINT PLANNING PUBLIC HEARING

A public hearing will be held in the Southern Human Services Center, 2501
Homestead Road, Chapel Hill, North Carolina on Thursday, October 25, 2007 at
7:30 P.M. for the purpose of giving all interested citizens an opportunity to speak for
or against the following items:
1. Orange County Solid Waste Transfer Station and Convenience Center -
