WHEREAS, the Arts Commission administers the Spring and Fall Arts Grants Program to provide economic opportunities to Orange County artists and non-profit organizations coordinating arts projects benefiting the citizens of Orange County, WHEREAS, the Spring Arts Grants Program is supported by Arts Commission with funds from the Grassroots Program of the North Carolina Arts Council, an agency of the Department of Cultural Resources and the National Endowment for the Arts. WHEREAS, the Grant Recipient was selected by the Arts Commission to receive the Spring Arts Grant through the procedures duly adopted by the Arts Commission; and WHEREAS, both parties wish to promote and maintain the integrity and clarity of the Grant Recipient's ideas and statements and delineate the Grant Recipient's obligations to the County; NOW, THEREFORE, the County and the Grant Recipient, for the consideration and under the conditions hereinafter set forth, agree as follows: 1. Approved Grant Project, Grant funds are provided under this Agreement for the project ("Project") described in the Grant Recipient's Grant Application, attached hereto and incorporated herein as Exhibit A. 2. Grant Award. Grant funds in an amount not to exceed one thousand two hundred and fifty dollars ($1,250) have been awarded by the Arts Commission to the Grant Recipient for the approved Project. These funds must be matched at least dollar-for-dollar with cash from the Grant Recipient's funds not derived from either Orange County appropriations or the North Carolina Arts Council. 3, Contingency. This grant is contingent on North Carolina Arts Council Grassroots Program funding to the Arts Commission. Final decisions on Grassroots Program funds to the North Carolina Arts Council are subject to approval by the North Carolina General Assembly. 4. Responsibilities of the Grant Recipient I Revised June 2015 DocuSign Envelope ID: E006B9E0-6B06-40B4-8F37-243B8FA8D07E A. Implementation. The Project implementation shall take place between January 1, 2016 and December 31, 2016. The Project shall be implemented in the manner described in Exhibit A. Time is of the essence in the implementation of the Proj cct. B. Modifications to project. Grant Recipient shall present major changes to the original proposal, including but not limited to changes in design, implementation schedule and increase in Project budget by more than 10%, in writing to the Arts Commission for approval. Arts Commission shall approve or disapprove Grant Recipient's request for modifications within seven (7) days of receipt thereof. Consent to project modifications shall not be unreasonably withheld. Arts Commission's decisions shall be in writing. In the event the Arts Commission fails to approve or disapprove the requested modifications within the time stated herein,the modifications shall be deemed approved. C. Non—assignment. The grant cannot he assigned or transferred to a different project or artist without prior written approval of the Arts Commission. D. Records. Grant Recipient must maintain records and other evidence pertaining to costs incurred and revenues acquired during the Project implementation. Grant Recipient shall maintain financial records pertaining to the Project for three (3) years from the date of this Agreement, in case of audit. E. Use of Funds. Grant Recipient shall not use the grant funds to repay outstanding taxes or other debts of any nature. The grants shall be utilized solely for the purpose of implementing the Project and Project related expenses. F. Final Report. Grant Recipient shall submit to the Arts Commission a Final Report on January 13, 2017 . The Final Report shall be in the format required by the North Carolina Arts Council. Failure to submit the Final Report or late submission of the Final Report, for any reason, shall he grounds for denial and/or cancellation of grant funds for the Project and future grant proposals. 5. Responsibilities of the Arts Commission A. Payment. The Arts Commission shall release the grant funds in the amount of $1,250 to the Grant Recipient, 6. Publicity A. Acknowledgement. Credit must be given to the Orange County Arts Commission using the Arts Commission logo and if State funds are received to the North Carolina Grassroots Program in brochures, news releases, programs, and all other printed and online publications. Copies of such printed materials must accompany the evaluation report. When no printed information is used, verbal credit shall be given. "This program is supported by the Orange County Arts Commission, " ii. North Carolina Arts Council Funding. "This program is supported by the Orange County Arts Commission with funds from the Grassroots Program of the North Carolina Arts Council, a state agency." B. The Grant Recipient must enter all events, exhibits and performances open to the public and related to this grant award on the ExploreChapcll-lilIARTS.com website and display ExploreChapelHillARTS.com publicity materials (postcards, brochures, etc.) prominently and consistently at their venue or performance space. In addition, the Grant Recipient must add a link to the ExploreChapc1HillARTS.com (ExploreChapelHillARTS.com logo preferred) to their main webpage. The Grant Recipient shall contact the Orange County Arts Commission for replacement ExploreChapc1HillARTS.com publicity materials. 7. Indemnity. The Grant Recipient agrees to indemnify and hold harmless the County, the Arts Commission and the North Carolina Arts Council and their officers and employees from any and all claims or actual injury, damage or loss to a person, or real or personal property that results from or is in any way connected to the use of the grant funds. 8. Independent Contractor. The Grant Recipient is an independent contractor and not an employee, agent or other representative of the County and/or the Arts Commission. Nothing contained in this Agreement shall he construed to create the relationship of principal and agent, or employer and employee, between Grant Recipient and Arts Commission or Orange County Government. Grant Recipient understands and agrees that he/she is not authorized to incur any expenses or any liability whatsoever on behalf of the County or the Arts Commission and has no authority, expressed or implied, to obligate or make representations on behalf of the County or the Arts Commission. In addition, Grant Recipient agrees to maintain his or her own worker's compensation insurance for himself/herself and his or her employees for the duration of the art work's installation. 9. Termination A. In the event of any of the circumstances set forth below(hereinafter referred to as "default"), the Arts Commission may immediately terminate this Agreement: (i) Any fraudulent representation in any verification required to obtain payment under this Agreement or other dishonesty on a material matter relating to the performance of services under this Agreement. (ii) Nonperformance, incomplete service or performance, or failure to satisfactorily perform any part of the Project or to comply with any provision of this Agreement, as determined by the Arts Commission in its sole discretion. 3 Revised June 2015 DocuSign Envelope ID: E006B9E0-6B06-40B4-8F37-243B8FA8D07E (iii) Failure to adhere to the terms of applicable county, state or federal laws, regulations, or stated public policy. B. In the event of default by the Grant Recipient, the Arts Commission has the discretion to elect to terminate this Agreement, in whole or in part and/or require the Grant Recipient to repay the grant funds within seven (7) from written notice of default or allow the grant recipient the opportunity to cure the default. This clause shall not be interpreted to limit the County's or the Arts Commission's remedies in law or in equity. 10. Miscellaneous. A. Entire Agreement. This Agreement and the attachments contain the final and entire understanding of the parties with respect to the subject matter of this Agreement. All modifications and amendments to this Agreement shall be in writing. This Agreement shall be binding upon the parties, their heirs, successors and assigns. B. Governing Law. This Agreement shall be interpreted in accordance with the laws of the State of North Carolina and the Orange County. C. Entire Agreement and Signatures. The parties have read this Agreement and agree to be bound by all of its terms, and further agree that it constitutes the complete and exclusive statement of the Agreement between the parties unless and until modified in writing and signed by the parties. This Agreement together with any amendments or modifications may be executed electronically. All electronic signatures affixed hereto evidence the intent of the Parties to comply with Article 11A and Article 40 of North Carolina General Statute Chapter 66. In this residency, students will use visual arts with an emphasis on animation techniques to explore emotional literacy, in connection with Gustafer Yellowgold s Show, a award-winning multi-media concert that students will attend for free at The ArtsCenter. From that modest first step and the extraordinary creative vitality of Carrboro, an amazing community educational organization using the arts began. During 2014, The ArtsCenter served 114,000 people, one third under the age of 18. Our work created a local economic impact estimated at $3,488,830, generating 111 full time jobs and $328,000 in state and local tax revenue. Our core services are The ArtSchool (serving 15 year olds through retirees) and our youth programs (serving pre-K through 15 year olds though AfterSchool Arts Immersion, Arts-In Education, ArtsCamp, School Shows, and Youth Art Classes). Additionally we serve audiences via theater performances, live concerts, and gallery exhibits. Many of these activities are implemented together with other community organizations, area businesses, area schools, and local governmental agencies and departments Mission: The ArtsCenter exists in order to inspire creativity and to enrich the lives of people of all ages. Current Programs and Services The ArtsCenter is organized into five programs: ArtSchool. ArtSchool at The ArtsCenter is Orange County's most comprehensive non- profit resource for continuing education in the arts on a non-degree, community basis. The ArtSchool now offers more than 400 classes in all artistic disciplines for all experience levels and ages, awards more than 15 scholarships annually, and offers work-study opportunities. Youth Programs. The ArtsCenter has provided artistically excellent, age-appropriate and accessible arts experiences to Triangle families for more than 30 years. Currently, The ArtsCenter offers the 90-event School Show Series, the SuperFun Series for family audiences, ArtsCamp in the summer, AfterSchool Arts Immersion and Arts In Education during the school day to area youth and families. Youth Arts Classes (YAC) include fine art classes for youth and workshops and camps year round in acting, drawing, painting, writing, photography, ceramics, dance, acting for the camera, improvisation and more Gallery. The Nicholson Gallery features the work of local and regional artists on a rotating basis. The Gallery exhibitions highlight the work of more than 100 local and regional artists in 12 exhibitions a year. The Emerging Artist Corridor exhibits 12 visual artists beginning their professional careers. Theatre. International theatre at its most local, ArtsCenter Stage showcases the work of emerging and established artists hailing from next door to around the world. ArtsCenter Stage is community-oriented theatre with a commitment to developing new artists and audiences. Concerts. The ArtsCenter presents approximately 60 concerts for adults each year, representing the spectrum of musical genres by touring artists including folk, blues, Celtic, rock, singer-songwriter, old-time, and bluegrass. Proposed Uses of Grant Funds As part of The ArtsCenter's Arts in Education Focus School program,all students in Orange County Schools' three Title 1 elementary schools and the alternative high school will participate in curriculum integrated Artist Residencies in the 2015-2016 school year.Through this program, more than 1,400 underserved children will get to work with professional teaching artists in their classrooms. In addition, classroom teachers in these schools have the opportunity to take part in professional development workshops, empowering them to integrate the arts in to their classrooms. The Focus School program began in 2008 and was designed to provide arts experiences to underserved youth in area Title 1 schools.Through a partnership with Orange County Schools,The ArtsCenter worked with Central Elementary from 2008--2009 to 2012-2W 3. Due to the success of the program, Orange County Schools asked that the program be expanded to include all three Title 1 elementary schools in the district (New Hope Elementary, Efland-Cheeks Elementary and Central Elementary in the 2013-2014 school year, and this expansion has continued into the 2015-2016 school year. New Hope Elementary, located in Hillsborough, has 58%free/reduced lunch and the highest English Language Learner population in the district. In February of 2016, teaching artist Amy Keenan Amago will conduct an Artist Residency with the five 41h grade classes at New Hope Elementary School. The ArtsCenter's Artist Residency consists of five days of workshops. Every grade level from the Title 1 schools is invited to register for a field trip to a School Show at The ArtsCenter, at which time they indicate the art form and curriculum focus they would like addressed during their Artist Residency. All School Shows connect to specific elements of the curriculum, and The ArtsCenter's Artist Residency Program allows students to study this related curriculum, which is correlated directly with the North Carolina Common Core and Essential Standards, with professional teaching artists in their classrooms.The Teaching Artist is paired with the grade level based on classroom 2 k DocuSign Envelope ID: E006B9E0-6B06-40B4-8F37-243B8FA8D07E The ArtsCenter Arts In Education Focus School Program teachers' choice of art form, and plans a residency that will weave together elements of the School Show, curriculum and art form,while preparing students to see the School Show at The ArtsCenter.The Artist Residencies and School Show tickets are provided at no cost to students and teachers. For many children, this is their first time seeing a live performance as well as working with a professional artist. By participating in alternative methods of learning, all students are able to reach their maximum potential because they are able to learn through the approach that fits their individual learning styles. The Teaching Artist for the New Hope Elementary 4th Grade Artist Residency is Amy Keenan Amago. For over twelve years, Amy has designed,written, and taught rich, original art curricula in a variety of educational settings (schools, museums, and community art centers), focusing on art production, art history, art criticism and aesthetics in accordance with state and national art learning standards. She holds an MA in Arts Education and is an instructor at The ArtsCenter as well as at the North Carolina Museum of Arts. Amy is also an accomplished visual artist. She has been an Artist in Residence at several local schools before joining The ArtsCenter's Arts in Education Program.She also has many years of experience using Visual Thinking Strategies (VTS) with students as well as creating and teaching STEAM-focused lessons for students of various ages. Amy is a member artist of the Durham Arts Guild as well as the National Arts Education Association. During this Artist Residency, the New Hope Elementary 4th grade classes will attend Gustafer Yellowgold's Show, an award-winning multi-media concert that emphasizes emotional literacy through song and animation. In the classroom, students will work with Amy on a visual arts project involving animation and emphasizing concepts developed during the performance.They will learn art techniques that correlate with the NC Essential Standards as well as exploring elements of curricula from the Common Core. Student works will be displayed in the school library after the residency. Amy and The ArtsCenter's School & Family Programs Coordinator will meet with classroom teachers from New Hope's 4th grade for a planning session to review goals and discuss residency logistics in December of this year. Following the residency, The ArtsCenter will digitally distribute classroom teacher evaluations to assess the effectiveness of the experience, as well as communicate regularly with teachers and administrators during and following residencies. Additionally, curriculum assessments are administered following all residencies to measure academic growth on the material covered during residencies. The assessments are created with collaboration from classroom teachers, teaching artists and The ArtsCenter's School & Family Programs Coordinator. The ArtsCenter has successfully implemented 51 residencies in area schools over the last several years through the Arts in Education program, 37 of which have been Focus School Artist Residencies. Furthermore, as mentioned above, The ArtsCenter has successfully carried out the Focus School program in Orange County's Title 1 schools for the past 7 years. Visual art education provides children with a wide skill set, teaching innovation, creative problem-solving, and spatial reasoning, among other important skills (PBS). Visual art residencies are particularly effective for enhancing math, language arts and science lessons. • Ceramics artist Jason Abide led a visual arts residency connected with the School Show Storytelling by Donna Washington at Central Elementary School. Jason is a veteran ceramics teacher who works with children year-round at The ArtsCenter. The 3rd grade attended Storytelling on April 30th. The classroom teachers and Art teacher at Central worked with Jason to develop a residency based on the life-cycle of a plant, which children had been studying in class. Each student created a series of 4 ceramic tiles representing the life-cycles. After the residency, Jason created mosaics from the students' ceramic tiles and installed them in the school as a permanent exhibit. • Also at Central, actor and puppetry artist Cameron Prevatte completed a residency with the 4th grade classes. Music Music can enhance classroom learning by energizing learning experiences, aiding in memorization and understanding, increasing attention, building community, and allowing children time for creative expression (Johns Hopkins University). • Musician Charles Pettee returned to the PreK and Kindegarten classrooms at New Hope Elementary this year to lead a residency in connection with The ArtsCenter's presentation of The Rainbow Fish, a musical by ArtsPower. During the residency, Pettee read the story of The Rainbow Fish and introduced students to characters through song, connecting each character with a different musical instrument, Children were prepared to attend the performance and learned the themes of the story, such as sharing and community, through this residency. Dance and Movement Dance and movement are often used to teach about world cultures in our residencies. Students and teachers appreciate this time to get up and move around, which helps students connect with each other, builds confidence, and gives children a creative outlet (The Inspired Classroom). Dance and movement are very popular choices for our Artist Residencies! • Dance and theatre artist Katie Moorehead worked with the Kindergarten classes at Central Elementary, emphasizing shapes and rhythm. Students created shapes with their bodies and each other, learned about tempos and levels, and danced to African music before attending the School Show Jabali African Acrobats at The ArtsCenter. • For the 2nd grade classes at Central, creative movement instructor Virginia Danford taught a residency exploring the relationship between vibration and sound. Students learned to work together through improvised movement exercises and explored world cultures through dance and music. Dramatic Art Drama is another popular choice for our residencies.
