Additions or Changes to the Agenda PUBLIC CH.~RGE The Baard of Commissioners pledges to the citizens of Grange County its respect. At carry time should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending person to leave the meeting until that individual regains personal control. Proclamations/Resolutions/Special Presentations a. Smith Level Road Task Force Report and Recoimnendations The Board «~~ill consider receiving a presentation from the Smith Level Road Task Force. 4. Consent Agenda a. Minutes The Board will consider correcting and/or approving the minutes from June 21, 26 and August 21, 27, 2007 as submitted by the Clerk to the Board. b. Appointments (1) Human Service Advisory Commmission -Reappointments The Board will consider making reappointments to the Human Services Advisory Commission. c. Motor Vehicle Property Tax Release/Refunds The Board will consider adoption of a refund resolution related to 48 requests fro motor vehicle property tax release or refunds in accordance with North Carolina General Statutes. d. Acceptance of 2007 Emergency 1~Zanagement Performance Grant (ENIPG) The Board will consider accepting the 2007 Emergency Management Perfornance Grant from the State Emergency Management Agency to help support the County emergency management programming and authorize the Manager to sign, pending final review by staff and the County Attorney. e. Fiscal Year 2007-08 Budget Amendment #2 The Board will consider approving budget ordinance and capital project ordinance amendments for fiscal year 2007-08. f. approval of Financing Arrangement and Fund Balance Appropriation for Orange Rural Fire Department No. 1, Inc. to Purchase a Replacement Fire Rescue Truck The Board will consider approving a request from Orange Rural Fire Department No. f, Inc. to enter into a financing arrangement to purchase a fire rescue truck and authorize the Chair to sign the appropriate documents. g. Forest Service Contract for Fiscal Year 2007-08 The Board will consider approving the annual agreement between Orange County and the North Carolina Department of Environment and Natural Resources (DENR} for protection, development, reforestation, management and improvement of forestlands located in the County and authorize the Chair to sign, subject to final review by staff and the County Attorney. h. License Agreement between State University Railroad Company and Orange County for the Extension of Public Sewer to the Orange County Landfill The Board will consider aL~thorizing the County Manager to execute the License Agreement between State University Railroad Company and Orange County for the extension of public sel~~er to the Orange County Landfill, subject to final review by the County Attorney. i. Leal Advertisement for Joint Plannin6 :area Public Hearvia -October 25, 2007 The Board will consider the legal advertisement for items to be presented at the Joint Planning Area Public Hearing scheduled for October 25, 2007 j. Resolution Endorsing Congestion Mitigation and Air Quality (CMAQ) Grant Agreement with the NC"DOT The Board will consider a resolution to accept conditions set forth in a Congestion Mitigation and Air Quality (CIVIAQ) Agreement with the North Carolina Department of Transportation (NCDOT} and authorize the Manager to sign, subject to final revie«-~ by staff and the County Attorney. ~. Contract Award, Agreement for Construction Manager at Risk Services, Central Orange Senior Center and Sportsplex Renovation The Board «~ill consider approval of an Agreement for Construction Manager at Risk Services, ("Agreement") with Resolute Building Company as Orange County's Construction Manager at Risk ("CI~~IAR") for the construction of the Central Orange Senior Center and Spoi-tsplex Renovation and authorize the Chair to sign. b. Emergency Services(9-1-1 Center Upfit: Approval of Construction Manager at Risk The Board twill consider approving a contract not to exceed $&,500 with Resolute Building Company ("RBC") for pre-construction services associated with Construction Manager at Risk for the upf"it of a building on Meado«~~lands Drive, Hillsborough for use as the Emergency Ser-~Tices/9-1-1 Center. c. Classification and Pay Plan Amendments -Add/Re«se Various Classes The Board «~•ill consider amending the Orange County Classification and Pay Plan to add, delete, or revise various classifications. d. Pleasant Green «~'oods Phase 3 -Preliminary Plan The Board «~ill receive the Administration and Planning Board's recommendations and consider a decision on the Preliminarti~ Plan for Pleasant Green ~?Voods Phase 3 Subdivision. e. Animal Ser~zces Facility -Chanel Hill Jovit Planniii~ Transition Area Zo~wi~ Atlas Amendment The Board will consider approval of the request to rezone a 5.48 acre site on the south side of Eubanks Road between the Orange County land fill and Millhouse Road. f. Comprehensive Plan [lpdate Phase I The Board will consider recognizing that the revised County Profile Element and draft goals, as recommended by the Planning Board, are acceptable and should be used during Phase II to guide the completion of the remaining Elements of the Comprehensive Plan. g. Lease Approval: Solid Waste Administrative Offices The Board will consider approving a lease for approximately 1,600 square feet of space at the Courtyard at Cedar Falls on Weaver Dairy Road to be used for Solid ~~G'aste Department administrative offices for approximately one year, beginning November 1, 2007 until completion of the new Solid Waste Operations Center and authorize the Manager to execute the lease, subject to final approval by the County Attorney. h. Adjournment Note: Access the agenda through the County's web site, www.co.orange.nc.ar.s Orange County water supply reservoir water levels Available information as of 11:00 A141, Thursday, September 13, 2007 Lake Orange • Water level 60" below spilling. • Water storage capacity remaining is 55.7% (264 million gallons) • Approximately 93 days of water supply remaining (at Capacity Use specified release rate) • Current Eno River flow at the Hillsborough gage is averaging approximately 2.8 cfs {1,810,000 gallons per day), which is slightly below the median flow for this time of year.. • Phase 3 Eno River Capacity Use withdra«~al restrictions have been in effect as of September 5~` 1~'est Fork Reservoir (as of 9/7/07) • Water level is 35" below spilling • Water storage capacity remaining is 85.3% • Approximately 285 days of water supply remaining (assuming Town's current demand [averaging 1.4 mgd [2.2 cfs] over the last few weeks] and current releases for streamflow augmentation of 0.65 mgd [1.0 cfs] minimum]) • Since 9111/07, the Town has been releasing 2.2 mgd [3.4cfs] into the river for the last week (0.2 mgd [0.4 cfs] more than required for its own use and its minimum instream flow release) to help preserve Eno instream flow and water level in Lake Orange. The NC Drought Management Advisory Council drought map, updated September 13, 2007, shows all of Orange County to be in the area characterized as "extreme drought" in terms of climatic conditions. 2. Given that Orange Alamance's ~~~ithdrati~~als are now averaging well below historical levels; Piedmont 11~Iinerals withdraws are but a tiny traction of its historical levels of withdrawal; and excess releases by Hillsborough, the «~ater level at Lake Orange, though low, is well above historical expectations, given the cui7-ent lack of rainfall.
