PURPOSE: To amend the Orange County Classification and Pay Plan to add the new class of
Housing Programs Coordinator at Salary Grade 17.
BACKGROUND: As an element of the 2007-08 Orange County operating budget, the Board of
Commissioners approved on June 26, 2007 the creation of a new HOME Program Coordinator
position in the Housing and Community Development Department, effective July 1, 2007.
Among numerous other duties, the most significant responsibilities of this position will include:
Serving as Administrator of the HOME Investment Partnership Program on behalf of the
Orange County HOME Consortium in accordance with applicable HOME regulations.
Monitoring the activities of funded sub-recipients, including site visits and field inspections to
ensure quantity. and quality of work performed and compliance with contract specifications.
Maintaining the financial system for the HOME Program, coordinating financial management
of the program with the County Finance Department.
This new position does not fit into an existing classification in the County's Classification and
Pay Plan. Accordingly, it was necessary to review and develop a proposed classification for the
position before recruitment and selection of an employee can be undertaken. Personnel staff,
with major assistance provided by retired Orange County Personnel Director Elaine Holmes,
reviewed the duties and responsibilities of the position and compared the duties and
responsibilities to existing County positions.
Based on this analysis, Personnel staff recommend that the new position previously approved
by the BOCC be added to the Classification and Pay Plan as "Housing Programs Coordinator"
at Salary Grade 17. Salary Grade 17 has a hiring range of $39,677 - $51,552.

FINANCIAL IMPACT: Funding for this position is included in the approved budget for FY 2007-
08. As outlined in materials previously distributed to the BOCC during June 2007 budget
deliberations, the estimated full year cost (salary, benefits, and one-time start-up costs) of this
position for FY 2007-08 would be $58,245. However, as all costs will be covered through
federal Housing and Urban Development (HUD) Department grant funds, there will be no net
cost to the County from this position.
RECOMMENDATION(S): The Manager recommends that the Board amend the Classification
and Pay Plan to add the new class of Housing Programs Coordinator at Salary Grade 17.
JOB TITLE: Housing Programs Coordinator
DEPARTMENT: Housing and Community Development, Orange County
JOB SUMMARY: This position is responsible for administering the HOME Investment
Partnership Program.
MAJOR DUTIES:
• Serves as the coordinator of the HOME program for Orange County, including program
development, administration, and fiscal management.
• Completes funding applications and all required HUD reports.
• Develops draft contracts with program sub-recipients and administers the final approved
contract.
• Maintains program case files and records.
• Communicates with program funding recipients regarding project status.
• Monitors the activities of funded sub-recipients, including site visits and field inspections to
ensure quantity and quality of work performed and compliance with contract specifications.
• Serves as staff support to the HOME Program Review Committee, which includes one
elected representative from each jurisdiction.
• Maintains the financial (IDIS) system for the HOME program and coordinates financial
management with the Finance Department.
• Consults with the Housing and Community Development Director on the County's housing
needs and how the HOME program might address these.
• Assists the Director in the annual preparation of the Consolidated Housing Plan.
• Drafts Board of County Commissioner agenda abstracts for HOME program activities as
needed.
• Makes presentations to the Board of County Commissioners, local committees, boards,
and citizen groups.
• Provides information to the public about the HOME program and its eligible activities.
. Researches best practices for HOME program activities.

KNOWLEDGE REQUIRED BY THE POSITION:
. Knowledge of HUD program regulations and policies.

SUPERVISORY CONTROLS: The Housing and Community Development Director assigns
work in terms of detailed and specific instructions for on-going work and more general
instructions for one-time activities. Completed work is spot-checked for compliance with
established procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES: Guidelines include Housing and Urban Development rules and regulations,
relevant state laws, county ordinances, and department policies and procedures. These
guidelines are diverse but generally clear and specific. They may require some interpretation in
the application.
COMPLEXITY: The work is complicated by the need to reconcile federal and state program
regulations and deadlines with community needs to achieve the best possible outcomes for the
community.
SCOPE AND EFFECT: The purpose of this position is to provide effective administration and
staff support for the HOME program. Successful performance in this position helps ensure
affordable housing in the community by utilizing the funds available through the HOME program.
PERSONAL CONTACTS: Contacts are typically with co-workers, other County employees,
property owners and managers, program sub-recipients, human services agency
representatives, attorneys, elected officials, and the general public.
PURPOSE OF CONTACTS: Contacts are typically to give and exchange information, resolve
problems, assure services are provided, and negotiate matters.
PHYSICAL DEMANDS: The work is typically performed while sifting, standing, walking,
bending, crouching, or stooping. The employee occasionally lifts light and heavy objects.
WORK ENVIRONMENT: The work is typically performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.
MINIMUM QUALIFICATIONS: Knowledge and level of competency commonly associated with
the completion of a baccalaureate degree in a course of study related to the occupational field
and one year of related experience.
