BACKGROUND: Pursuant to North Carolina General Statutes Chapter §136-11.1, the NCDOT Division 7 Engineer has notified Orange County of five transportation improvements that have been approved for Spot Safety funding by the NCDOT Division 7 Board of Transportation member. The NCDOT requests that Orange County submit a written resolution expressing the County's views on each project. These projects, as shown in the location map on page 3, were chosen because a cost/benefit analysis of areas having high crash rates or recurring accidents of a specific type indicated the proposed improvements would yield highest benefits at these locations. The proposed improvements have proven effective for enhancing safety and improving traffic flow in areas having similar geometric designs. FINANCIAL IMPACT: There is no direct financial impact associated with this item. RECOMMENDATION(S): The Manager recommends that the Board approve the Resolution Endorsing Safety Improvements to Enhance Safety and Improve Traffic Flow. 2 ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS A RESOLUTION ENDORSING PROPOSED ROAD IMPROVEMENTS TO ENHANCE SAFETY AND MORE EFFICIENT TRAFFIC FLOW WHEREAS, North Carolina General Statutes Chapter §136-11.1 provides that the North Carolina Department of Transportation inform all municipalities and counties affected by a planned transportation project, and request each affected municipality or county to submit within 45 days a written resolution expressing their views on the project; and WHEREAS, North Carolina Department of Transportation Division 7 Engineer has provided Orange County with notice of five proposed projects to enhance safety and provide more efficient traffic flow in the affected areas of the County; and WHEREAS, Orange County supports improvements to the transportation network that enhance the safety for all modes of travel; NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners that Orange County endorses the following transportation projects proposed by the North Carolina Department of Transportation: 1. Raise the elevation of the vertical curve to improve sight distance at SR 1007 (Mebane Oaks Road) and SR 1100 (Bradshaw Quarry Road); 2. Construct a left turn lane at the intersection of NC 54 and SR 1952 (White Cross Road); 3. Construct a left turn lanes in both directions on NC 54 at SR 1102/1951 (Dodson's Crossroads/Butler Road); 4. Construct a left turn lane at the intersection of NC 54 and SR 1945 . (NevilleRoad); and 5. Construct a left turn lane at the intersection of NC 54 and SR 2016 (Southern Drive).
