Dear Commissioners,
At the Board's April 19, 2016 regular meeting, petitions were brought forth which were
reviewed by the Chair/Vice Chair/Manager Agenda team. The petitions and responses are
listed below:
1) Review and consider a request from Bill Crowther, resident, for the County to refund fees paid
to the County as part of the bridge replacement for the Mountains to Sea Trail.
Response: Manager and Attorney to confer on options.
2) Review and consider a request from Andrew Dykers, resident, for the County to
establish a new website, linked to the Board of Elections webpage, with a memorable
URL that would provide voters with information and links to candidate websites, provide
a discussion area for candidates, etc.
Response: Clerk's Office to work with Elections Director.
3) Review and consider a request by Commissioner Rich that the Board consider a
resolution asking the N.C. General Assembly to increase per pupil funding.
Response: Item scheduled for May 5, 2016 Board meeting.
4) Review and consider request by Commissioner Rich that the Board provide direction to
staff regarding the development of an amendment to allow food trucks.
Response: Planning staff and Attorney have already begun work on amendments.
5) Review and consider a request by Commissioner Jacobs that the Board receive a
status update on the planned renovation and expansion of the Eubanks Road
Convenience Center.
Response: To be provided as an Information Item.
6) Review and consider a request by Commissioner Jacobs that the Board discuss
providing direction to staff regarding making all public property open and available for
use by the general public.
Response: Manager to work with staff to develop options.
7) Review and consider a request by Commissioner Dorosin and Chair McKee that the
Board discuss a potential review of current district/at large voting system for the Board
of Commissioners.
Response: Manager's Office to work with Attorney's Office to develop reference
materials in preparation for fall 2016 work session discussion.
8) Review and consider a request by Commissioner Dorosin that staff develop a listing of
the economic development impacts of HB 2 on Orange County.
Response: Info to be compiled, including any available information on missed
opportunities.
9) Review and consider a request by Commissioner Price that staff provide an update
during budget discussions on single stream vs. mixed recycling programs and whether
the County's program has been working, cost effective, etc.
Response: Update to be provided.
10)Review and consider a request by Commissioner Pelissier that staff incorporate a Link
Government Services Center into the County website that the public can use to access
North Carolina Association of County Commissioners' legislative updates regarding the
N.C. General Assembly's activities.
Response: Completed.
