BACKGROUND: At the March 22, 2016 Board of County Commissioners' meeting, the Board established the Bond Education Committee, along with adopting a charge for the Committee, in preparation for a November 8, 2016 bond referendum for Orange County. The Board also directed the Clerk to the Board to begin advertising and other efforts to identify potential appointees to the Committee. The Board delayed consideration of appointing Co-Chairs for the Committee until after appointments to the Committee occurred. Information on various individuals who have submitted applications to be considered for appointment to the Committee is attached. As the Board considers appointments to the Committee, the Manager is also moving forward with contracting with a vendor to assist the Bond Education Committee with developing, revising, finalizing and printing educational brochures, signs, electronic media and other materials. For the two most recent educational efforts related to County referenda, the County paid: • $33,925 to Jennings & Company in FY 2010-11; and • $49,900 to Sheer Associates in FY 2011-12. 3 Depending on the scope of work negotiated with the vendor, the total cost of the vendor contract and all efforts related to the Committee's work may be up to $50,000. The Manager recommends the Board allocate $20,000 from the Board of Commissioners' 2015-16 Contingency account to fund the initial costs of the Committee's work. To provide the other necessary funding, the Manager's proposed 2016-17 budget will include an additional recommended appropriation of $30,000 for Bond Education Committee activities, vendor services and informational materials. This balance of the funding will be subject to final approval by the Board of County Commissioners. As the Committee (and/or sub-committees) undertake work and develop cost estimates for the production and distribution of materials, the Manager may recommend additional appropriations, if needed, for Board consideration. Lastly, and in an effort to safeguard against any unintentional "advocacy" materials being developed, the Manager recommends that the Board authorize the Manager to review and approve all final materials developed by the Committee to confirm content is accurate and complete and maintains an educational purpose. FINANCIAL IMPACT: Public funds may be spent to present factual information to voters about the proposed bonds, the projects expected to be financed by the bonds, and the circumstances and needs that have given rise to the bond referenda. Public funds may not be spent on campaigns either to promote or defeat passage of any bond order presented to voters. Depending on the scope of work negotiated with the vendor, the total cost of the contract and all efforts related to the Committee's work may be up to $50,000. Pending any alternative direction from the Board, staff will present a budget amendment at the May 17, 2016 meeting to allocate $20,000 from the Board of Commissioners' 2015-16 Contingency account to fund the initial costs of the Committee's work. The Manager's proposed 2016-17 budget will include an additional recommended appropriation of $30,000 for the Bond Education Committee activities, vendor services and information materials and will be subject to final approval by the Board of County Commissioners as part of FY 2016-17 budget deliberations. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to this agenda item: • GOAL: ENABLE FULL CIVIC PARTICIPATION Ensure that Orange County residents are able to engage government through voting and volunteering by eliminating disparities in participation and barriers to participation. RECOMMENDATION(S): The Manager recommends that the Board: 1) Review and consider appointing applicants to the Committee as the Board determines appropriate; 2) Review and consider appointing Co-Chairs of the Committee as the Board determines appropriate; 3) Authorize the Manager to review and approve all final materials developed by the Committee to confirm content is accurate and complete and maintains an educational purpose; and 4) Provide any feedback to the Manager regarding the proposed funding plan outlined above to support the Committee's work and assistance through a vendor. 4 Bond information outlets • Assist in designing and implementing a process for information meetings with civic groups, non-profit agencies, neighborhood associations, and other interested parties in the community • Ensure that equal access to information is provided to all individuals and groups, regardless of their position for or against any bond order to • Encourage all eligible voters to Conflict of Interest: No. 26 Page 2 of 4 Matt Hughes Durham Technical Community College Board of Trustees Background, education and experience relevant to this board: As someone who worked in higher education and with the State Superintendent of Public Instruction, I know firsthand how critical it is that we have a higher education system that works for everyone.At DPI I worked with Superintendent Atkinson as she sought greater cooperation with the Community College system as part of an effort to provide students with more opportunities while still in high school. At UNC, our students take courses in their local communities over the summer to attain credit for coursework towards their degree and many students attend the community colleges before coming to the University for their junior and senior years. In both institutions the community college system is critical for the success of every student, our economy, and the state. Reasons for wanting to serve on this board: Throughout my experiences I have learned how the community college system is an important, and occasionally overlooked, piece of our public education system. The community college system is at an intersection for students who are exploring careers, preparing for four year institutions, seeking job training, or simply furthering themselves. I have witnessed students who were able to attain their certification as a CNA, allowing them to work during their college years while also pursuing their RN degress. That is because of programs offered by our community colleges. They go into four year institutions with a significant leg up on their campuses and in their programs. Other students attend community colleges during their high school years while earning credit that allows them to both earn credit to graduate high school and earn credit towards their bachelor degree in our state universities. I am committed to the success of our community colleges because of the role it plays for state s students. We need someone to serve as our representative on the DTCC board who is committed to that success, but also committed to working with both of our county s school systems to ensure students know of and have access to all of the opportunities to DTCC provides. Additionally, I am committed to the goal of making our students college, career, and citizenship ready and believe that DTCC and all 50 of our state s community colleges are an integral part of that mission. Just as important to our community is the opportunity to enhance job training and skills development. As we work to bring more businesses to Orange County, they will require potential employees with the skills and training required. DTCC is a vital asset to growing our local talent pool right here in Orange County that will allow our county and our residents to compete with communities across the state and country.As a trustee, I will be 100% committed to ensuring we stay ahead of the game when it comes to job skills development for DTCC generally and the Orange County campus in particular. I believe that I would bring those skills to the Bond Education Committee and contribute to developing effective materials, building coalitions, and deploying a multi-media campaign to secure passage of the bond orders. I have served as a fellow with Equality NC and as an outreach coordinator for Action for Children NC. In both capacities, I was tasked with heading outreach on our public information campaigns around non-discrimination and juvenile jurisdiction respectively and understand the complexities of what make a public information campaign successful. I hold a Masters in Social Work from UNC-CH, with a focus on Policy, Planning and Community Practice, which has trained me to evaluate and communicate the needs of a community to enact positive change. I have also served 6 years on the Chapel Hill Public and Affordable Housing Board, 2 as Chair, and understand our local housing crisis and the organizations involved in the bond. I am very active in the school community as a middle school PTSA president and parent of 3 school aged children,which lends to a large network of parents across Chapel Hill and Orange County. Prior to my role at Phillips Middle School, I was a member of the Estes Hills School Improvement Team (SIT)for 4 years, 2 as chair, and have a deep knowledge of the capital needs for schools across the two districts. I have attended many CHCCS and Orange County Board of Commissioners meetings over the past 10 years and understand the series of events that has led to the bond referendum. I volunteered for early voting polling sites every day during the primary as well as 12 hours on election day and have an up to date sense of what type of information voters are seeking. I have experience with various communication platforms including 1000+ listservs, local media and social media. Reasons for wanting to serve on this board: I would like to serve on the Education Bond Committee to ensure the Orange County electorate understand the implications of their vote in November.
