PURPOSE: To make a recommendation to the North Carolina Department of Transportation
(NCDOT), and the North Carolina Board of Transportation (NC BOT), concerning a petition to
add Founders Ridge Drive in Chancellors View Subdivision to the State Maintained Secondary
Road System.
BACKGROUND: This request includes a petition for one (1) road addition to the State
Maintained Secondary Road System. The road and its respective length and width are as
follows:

Chancellors View Subdivision
Chancellors View Subdivision is located off US 15/501 in the southeast part of the County, south
of NC 54 and west of Old Lystra Road, in Chapel Hill Township (Attachment 1). The major
cluster subdivision was originally approved on October 11, 2004. The subdivision was not
annexed by Chapel Hill but is located within the Town's Extraterritorial Zoning Jurisdiction (ETJ),
and was developed and approved subject to the Town's zoning and subdivision regulations.
Communications with Chapel Hill Planning staff indicate that there are no known subdivision
violations.
The final plat for the subdivision was recorded on September 15, 2006 (Attachment 2).
Founders Ridge Drive was designed to public road standards, but has been a private road in the
interim, intended to become a public road when conditions met NCDOT maintenance
responsibility and ownership criteria.

Founders Ridge Drive has a length of .24 mile, providing access for 24 lots, 10 of which are
developed with 2 more lots under construction. The road has a right-of-way width of 45 feet,
and a pavement width of 22 feet. There is a t-turn around, the stub-out to the adjoining
undeveloped property.
NCDOT has investigated this request and has submitted a petition to the Board of County
Commissioners (BOCC) for its recommendation (Attachment 3). North Carolina General Statute
§136-62 requires that road petitions for additions to the state system be made by the Board of
County Commissioners (BOCC).
Conclusion
The above-referenced application meets the criteria endorsed by the BOCC for recommending
acceptance of public roads into the State Maintained System for roads approved through the
governing jurisdiction's subdivision process (NCDOT Subdivision Roads Minimum Construction
Standards, January 2010).
FINANCIAL IMPACT: There is no direct financial impact to the County associated with this
item. NCDOT will incur additional maintenance responsibilities and costs.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is associated
with this item:
• GOAL: CREATE A SAFE COMMUNITY
The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang
activity, substance abuse and domestic violence.
The addition of County private residential streets to the State Maintained Secondary Road
System results in positive outcomes related to the aforementioned goal.
RECOMMENDATION(S): The Manager recommends that the Board:
1. Forward the Petition for Addition to the State Maintained System to the NCDOT for Founders
Ridge Drive in Chancellors View Subdivision; and
2. Recommend the Department of Transportation accept the road for maintenance as a State
Secondary Road.
