B-G MPO Project List Map PURPOSE: To consider a resolution (Attachment 1) endorsing three (3) priority lists of transportation projects that are considered for inclusion in the 2018-2027 Statewide Transportation Improvement Program (STIP) within: • the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO), • the Triangle Area Rural Planning Organization (TARPO), and • the Burlington-Graham Metropolitan Planning Organization (B-G MPO) planning areas, respectively. Seven (7) DCHC MPO projects and three (3) TARPO projects that were initially endorsed by the BOCC at the June 2, 2015 meeting are not carried forward/included in the attached proposed resolution (All B-G MPO projects are included in the resolution.). BACKGROUND: The Board of County Commissioners previously approved an overall list of projects - the goal of this agenda item is to approve a priority ranking of a subset of these projects for funding through the MPO/RPO process to North Carolina Department of Transportation (NCDOT). Priority rankings are listed by NCDOT scores from highest to lowest with a few notable exceptions and were approved by the OUTBoard for submittal to the respective MPO/RPO organizations to engage in their internal prioritization processes. The OUTBoard discussion is detailed in Attachment 2. More information about the MPO/RPO and Orange County prioritization process is presented below. The projects are summarized in Attachment 3. 2 At the BOCC's June 2, 2015 meeting, the BOCC considered and approved three (3) lists of transportation projects incorporating all modes to submit to the DCHC MPO, TARPO, and B-G MPO transportation planning organizations for the portion of Orange County within those organizations' respective planning areas as part of the development of the 2018-2027 STIP. Those lists were subsequently submitted to each transportation planning organization for inclusion in each organization's submission of projects to the State for scoring under the Strategic Planning Office of Transportation (SPOT) P4.0 prioritization process. This process funds projects at three levels — the Statewide level, the Regional Impact level, and the Division Needs level. NCDOT scores projects at the Statewide funding level using a 100% data driven process. Only one project, the interchange improvements at 1-85 and Old NC 86 (SR-1009 — South Churton Street), was approved for funding at the Statewide funding level in SPOT P4.0. It was determined at the June 2, 2015 meeting by the BOCC that the transportation lists for the DCHC MPO, TARPO, and B-G MPO should be revisited upon receipt of the Statewide scores to create a prioritized list of projects for each transportation planning organization for submittal at other funding levels. More general information about the Strategic Transportation Investments law and the Strategic Planning Office of Transportation, such as information about different funding levels, scoring, and the Strategic Mobility Formula, can be found here: http://www.ncdot.qov/strategictransportationinvestments/ For more detailed information about the steps and timeline for the P4.0 process, see this document: http://www.ncdot.gov/download/strategictransportation investments/P4 Fact Sheet.pdf OUTBoard Prioritization Discussion Based on input from the OUTBoard at a special called OUTBoard meeting on April 4, 2016, a ranking of projects by priority was developed in order from highest NCDOT score to lowest by transportation planning staff. Despite the fact that transportation planning staff had not received NCDOT scores for Orange County projects, the OUTBoard discussed the projects in detail for each of the transportation planning organizations and ultimately decided to prioritize the projects in order of NCDOT ranking from highest to lowest score to maximize the likelihood of receiving funding for high scoring projects. However, the OUTBoard did conclude that the 1-40 widening projects in the DCHC MPO planning area were not ideal for funding at the Regional Impact level and that the NC 54 widening projects in the TARPO/DCHC MPO planning area were not desirable projects at all. As such, these projects were designated as the lowest priorities on the DCHC MPO and TARPO priority project lists, respectively. A summary of the OUTBoard's discussion is provided (Attachment 2). Transportation planning staff and the OUTBoard have provided the list of prioritized projects to the BOCC for review in tabular form (Attachment 3). This list includes both the original score and the new prioritized score. Once the BOCC approves these priority project lists, the lists will 3 be submitted to the respective MPO/RPO to conduct their internal prioritization process and will then be submitted back to NCDOT for funding consideration. MPO/RPO Prioritization Process The procedure for prioritizing projects using local input at the MPO/RPO level is different for each of the three MPO/RPO organizations in Orange County. However, each organization takes the likelihood of receiving funding into account (consideration of historic funding levels, amount of current funding available, etc.) and includes some measure of local goals and priorities. Additionally, coordination with the NCDOT Division Engineers is paramount in determining that projects are broadly supported by both the public and the Division. This will help ensure that projects have the highest likelihood of receiving funding. Staff Project Ranking Process History The starting point for staff in generating these lists at the beginning of the SPOT P4.0 process in Spring 2015 was to carry forward those projects submitted as the County's project priorities to all three transportation planning organizations in the 2013 iteration of the SPOT Prioritization process (P3.0) and add new projects based on public input. For the DCHC MPO, a total of nine (9) highway projects and eight (8) bicycle and pedestrian projects were submitted to DCHC for consideration, as recommended by the OUTBoard and BOCC in May and June of 2015. DCHC, in taking the County, municipality, and division input into account, ultimately submitted 14 projects to SPOT P4.0 that fall within the Orange County jurisdiction of the MPO, of which six (6) are related to interstate improvements. Seven (7) of the projects that were endorsed by the BOCC at the June 2, 2015 meeting were not carried forward due primarily to the need for a 20 percent local match, but also for their low scores in the prioritization tool and the large number of other eligible pedestrian and bicycle projects in the DCHC MPO jurisdiction. These projects are listed below. 1) Eubanks Road bike lane installation 2) Mt. Carmel Church Road Bike/Pedestrian Improvements 3) Orange High School Road/Harold Latta Road Sidewalk Improvements 4) Orange Grove Road/I-40 Pedestrian Bridge and Supporting Sidewalk Improvements 5) Dairyland Road paved shoulders 6) Trail Connection from English Hill Lane to Buttonwood Drive 7) Trail Connection from Patriots Pointe to Timbers Drive For TARPO, the OUTBoard and BOCC approved nine (9) projects in all modes in the TARPO jurisdiction of Orange County for ranking and submission to the SPOT P4.0 process. Following the internal TARPO process, the list was reduced to eight (8) projects, with the deletion of the Buckhorn Road (SR 1114) Widening project. That project is included with the B-G MPO list. Segments of NC 54 account for four (4) of the projects. It is important to note that NC 54 was split into multiple projects and submitted to the SPOT P4.0 process as both a widening project as well as an operational improvement project. This was the result of extensive discussions between Orange County, NCDOT Division 7, TARPO, and the Town of Carrboro and allows for the evaluation of the scoring of both potential options by TARPO staff. The projects that were not carried forward in the TARPO process are listed below. 1) Orange Grove Road Paved Shoulders (From NC 54 to Arthur Minnis Road) 4 2) Dairy land Road Paved Shoulders 3) Orange Grove Road/Dodsons Crossroads Paved Shoulders Within the B-G MPO area of Orange County, three projects were approved for submittal to the MPO for prioritization by the OUTBoard and the BOCC. Of these three, all were carried forward through the B-G MPO process. The OUTBoard-approved and modified priority project lists to be carried forward to the Regional Impact prioritization category in the DCHC MPO, TARPO, and the B-G MPO areas of Orange County are described in Attachment 3 and presented in graphic form in Attachment 4, Attachment 5, and Attachment 6, respectively. This ranking strategy intends to optimize scoring output and corresponding funding probability. Considering the state scoring rubric, funding tier eligibility, and projects' need for local input points, these rankings are designed to maximize the competitiveness of Orange County projects in the SPOT P4.0 process, while taking local project desirability into account. FINANCIAL IMPACT: There is no immediate financial impact associated with this item except that projects specifically categorized as bicycle and pedestrian projects will require a 20 percent local match from the County and will require the County to expend any costs related to right-of- way acquisition and project management and administration. All bike and pedestrian projects require a resolution or letter of commitment from Orange County indicating the County will provide the local match if the projects are selected for funding. SOCIAL JUSTICE IMPACT: The following Social Justice Goal(s) are related to this item: GOAL: CREATE A SAFE COMMUNITY The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang activity, substance abuse and domestic violence. GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY The creation and preservation of infrastructure, policies, programs and funding necessary for residents to provide shelter, food, clothing and medical care for themselves and their dependents. RECOMMENDATION(S): The Manager recommends that the Board approve/endorse the resolution (Attachment 1) to reconfigure the lists of priority transportation projects submitted to the DCHC MPO, TARPO, and the B-G MPO, respectively. Attachment 1: Resolution Endorsing a Prioritized List of Transportation Projects for 5 Resubmission for State Funding RES-2016-036 ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS A RESOLUTION ENDORSING ORANGE COUNTY'S PRIORITIZED LIST OF TRANSPORTATION PROJECTS FOR CONSIDERATION FOR FUNDING AT THE REGIONAL IMPACTS LEVEL OF THE 2018—2027 STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM THE BURLINGTON-GRAHAM AND DURHAM-CHAPEL HILL-CARRBORO METROPOLITAN PLANNING ORGANIZATIONS (BGMPO AND DCHC MPO)AND THE TRIANGLE AREA RURAL PLANNING ORGANIZATION (TARPO) WHEREAS, the North Carolina Board of Transportation (BOT), every two years, prepares a Statewide Transportation Improvement Program (STIP) that identifies transportation projects to be implemented over the next ten years with State and Federal funding; and WHEREAS, the North Carolina BOT solicits input from the public for prioritizing transportation projects of local and regional importance to be funded at the Regional Impacts level in the FY 2018-2027 STIP; and WHEREAS, Orange County gives priority to identified safety needs on existing roads and bridges, to transportation projects that encourage alternatives to automobile travel, to projects that minimize adverse impacts on the natural environment and cultural sites, and to those projects that foster economic development; and WHEREAS, Orange County strongly encourages the North Carolina Department of Transportation (NCDOT) to design all highway projects, where appropriate, to accommodate bicycle and pedestrian traffic to provide alternative means of transportation that may result in reduced automobile traffic and related air and water impacts; and WHEREAS, Orange County encourages the NCDOT to design all new or replacement bridges with sufficient clearance to allow wildlife to cross safely under them, and to allow pedestrian passage along any existing or planned trail-system connectors; and WHEREAS, Orange County has outlined its transportation priorities within the BGMPO, TARPO and DCHC MPO planning areas in attachments to this resolution; NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners that the Board endorses the following prioritized list of transportation projects to be resubmitted to the MPO/RPO organizations and to the State and to ultimately be considered for funding at the Regional Impacts level in the FY 2018-2027 STIP. Durham-Chapel Hill-Carrboro MPO: 1) I-40/NC-86 Interchange Improvements: Improve interchange at 1-40 and NC 86. 2) I-85/NC 86 Interchange Improvements: Reconstruct interchange at 1-85 and NC 86. 3) NC 86 Improvements North of Hillsborough: Widen NC 86 from U.S. 70 Bypass to north of NC 57 to four (4) lanes with intersection improvements at U.S. 70 Bypass and NC 57. 4) 1-85 from Mt. Herman Church Road to Durham County Line Widening: Widen one lane in each direction. 5) NC 54 and Neville Road Intersection Improvements: Improve the intersection of NC 54 and Neville Road. Attachment 1: Resolution Endorsing a Prioritized List of Transportation Projects for 6 Resubmission for State Funding 6) 1-85 from 1-85/1-40 Split to east of the NC 86 Interchange Widening: Widen one lane in each direction. 7) Dimmocks Mill Road Rail Crossing Improvement and Bellvue Street Closure: Improve current Dimmocks Mill Road grade separation (#735154S) and close Bellvue Street (#735152D). 8) U.S. 70 East/I-85/I-40 Connector: Modify the 1-85/1-40 Connector (SR 1239) interchange at U.S. 70 to provide access from all directions. 9) Extend SR-1006 (Orange Grove Road) from SR-1006 (Orange Grove Road) to US70A: Construct Orange Grove Road Extension (Orange Grove Road to US 70A) with sidewalks and bicycle lanes. Construct a grade separation at intersection of Orange Grove Road Extension and NCRR. 10)South Churton Street (Old NC 86) Improvements: Widen South Churton Street (SR 1009) from 1-40 to U.S. 70 Business to multiple lanes with congestion management, limited access, bicycle and pedestrian, and aesthetic improvements. 11)Eno Mountain Road/Mayo Street at Orange Grove Road: Realign the intersection of Eno Mountain Road (SR 1148) and Mayo Street (SR 1192) with Orange Grove Road (SR 1006) and make safety improvements. 12)Homestead Road Bike Lanes and Sidewalks: Improve Homestead Road (SR 1777) from Old NC 86 (SR 1009) to NC 86 to include bicycle lanes and sidewalks in sections of the corridor where they do not exist. 13)1-40 Widening from 1-40/1-85 interchange to NC 86: Widen 1-40 from four (4) lanes to six (6) lanes from the 1-40/1-85 interchange to NC 86. 14)1-40 Widening from NC 86 to U.S. 15-501: Widen 1-40 from four (4) lanes to six (6) lanes from NC 86 to U.S. 15-501/Durham County line. Triangle Area RPO: 1) NC 54 Operational Improvements (Orange Grove Road to Old Fayetteville Road): Implement operational improvements along the corridor to address congestion, safety, intersecting street turning movement delays, and the lack of gaps in traffic for side street access to the facility as an alternative to widening the facility to four (4) lanes. Improvements may involve signalization at problem intersections, additional dedicated left and right turn storage at side streets along the facility etc. 2) NC 54 and Orange Grove Road Intersection Improvements: Improve the intersection at NC 54 and Orange Grove Road to improve operations along the NC 54 corridor. 3) Old Greensboro Road Paved Shoulders: Widen Old Greensboro Road (SR 1005) from Carrboro's extra-territorial jurisdiction (ETJ) to the Orange/Alamance County line to include four (4)-foot paved shoulders. 4) Efland-Cedar Grove Road Improvements: Widen Efland-Cedar Grove Road (SR 1004) from Highland Farm Road (SR 1332) to the northern property line of the U.S. Post Office north of Carr Store Road (SR 1352) from a two (2)-lane, 20-foot cross section to a 24-foot cross section with straightening of the roadway where needed, improvements to turn lanes, and the incorporation of bicycle facilities. Burlington-Graham MPO: 1) Buckhorn Road (SR 1114) Widening: Widen Buckhorn Road from U.S. 70 to West Ten Road (SR1144) to multiple lanes with bicycle and pedestrian facilities. 2) Mattress Factory Road Extension to U.S. 70: Extend Mattress Factory Road northward across East Washington Street and the NCRR/Norfolk Southern railroad right-of-way to intersect U.S. 70 and close the existing railroad crossover road connecting East Washington Street and U.S. 70 approximately 240 feet to the east of the intersection of Mattress Factory Road and East Washington Street. 3) Mattress Factory Road Interchange: Construct a new interchange at the existing grade- separated crossing of Mattress Factory Road and 1-85/1-40. The bike and 43 pedestrian is only eligible in the division pot.Alex Castro asked,whether multi lane with pedestrian and bicycle 44 facilities is just modernization? 45 46 Matt Day explained that multi lane means that they are adding extra lanes so they are saying to make it a 4 lane 47 road. 48 49 Jeff Charles said that,while they are doing that, they wanted to go ahead and put the bicycle lanes in.As it is in the 50 MPO jurisdiction, it can potentially get funded. 9 51 52 Max Bushell explained that highway projects can get funded in any of the three categories. 53 54 Matt Day said that you're allowed to add bicycle as an incidental piece of a highway project. 55 56 Max Bushell said that NCDOT does not build roads anymore without two foot shoulders. That is the new standard 57 58 Matt Day added to Max's comment that the new standard applies only to a new road. Road repaving projects, Matt 59 continues, do not have to include the addition of two foot shoulders. 60 61 Jeff Charles said that Orange County is not going to get a lot of new roads. Everything is about resurfacing and 62 making things bicycle friendly. 63 64 Max Bushell suggested that ultimately what we really need to decide here is the top three projects in each category, 65 as those are the projects likely to receive funding. 66 67 Heidi Perry asked if this is the list they had already come up with earlier in the year? 68 69 Max Bushell said that no, it is not. It is the list he put together based on his assessment and the prioritization process 70 used in the last round of prioritization. Ultimately, at this level, the projects that will likely get funded are mostly 71 interchanges or highway projects. 72 73 Art Menius asked about the necessity of improvement on i Hwy 54. 74 75 Abigaile Pittman explained that the corridor study that they are doing has been designed to answer the question as to 76 what is really needed on Hwy 54. 77 78 Matt Day explained that what the Board needs to think about with these rankings is what they believe is the most 79 important should be ranked high. He continued by stating that since they don't have the scores, it may be advisable 80 for the group to identify the projects they don't like, and then just accept the NCDOT rankings from highest score to 81 least for the remainder of the projects, then place the projects they don't like at the bottom of the list. He stated that 82 this is what Chatham County did. 83 84 David Laudicina explained that he travels Hwy 54 often and in the morning it is pretty congested and that people who 85 work in Chapel Hill often times cannot afford to live there, so they are commuting and taking Hwy 54 in to work. 86 87 Heidi Perry asked if it is congested from the lack of another lane or because there isn't smooth traffic flow. 88 89 David Laudicina thinks that it is a traffic flow issue and that signal improvements may be able to help. 90 91 Alex Castro agrees with Heidi that signalization could improve Hwy 54 more than adding lanes would. 92 93 Jeff Charles said that signalization causes a lot of potential problems and that it is not a simple fix. 94 95 Max Bushell explained that he needs to break number two under TARPO into two projects. 96 97 Matt Day explained that DOT required they leave the widening project in there. 98 99 Max Bushell said that from what he is hearing, the operational improvement project should be a top priority. 100 101 Matt Day agreed with Max Bushell. 2 10 102 103 Jeff Charles asked how many of the projects on the list have a chance of getting funded. 104 105 Max Bushell said that for DCHC not very many of these are likely to get funded, based on the level of competition 106 between projects across the funding region. For TARPO however they do need a complete prioritized list. 107 108 Amy Cole asked if they are talking about construction with the on-ramp and off-ramp or are they talking about the 109 actual overpasses on 1-85 and Hwy 86. 110 111 Matt Day said that generally with an interchange project you're replacing the bridge and the ramps all at the same 112 time. 113 114 Amy Cole asked if the bridge will be widened and accessible for bicycles and pedestrians. 115 116 Matt Day said typically yes. 117 118 Jeff Charles asked if they can wait on voting until they see the scores from NCDOT. 119 120 Heidi Perry explained that if they waited they wouldn't be able to give input. 121 122 Matt Day said that the TARPO meeting when they will actually vote on it is May 19th so if the Board meets before that 123 day you can submit comments then. 124 125 Max Bushell said that he thinks the top three or four will be funded. 126 127 Matt Day said that from his experience interchange projects, interstate widening projects, and intersection projects 128 scored well. 129 130 Max Bushell explained that since they have spent an hour on this already he suggested they move the two 1-40 131 projects to the bottom of the list as the group did not think those should be funded at the Regional Impact level and 132 then they should go with the NCDOT scores in order from most to least for the remainder of the projects, because 133 this is one small part of a larger public process and this will maximize the funding to Orange County. 134 135 Alex Castro asked if someone could restate the motion. 136 137 Max Bushell said the motion is to accept the NCDOT scoring as is in the DCHC MPO, but with the two 1-40 projects 138 at the bottom and to otherwise rank the projects based on NCDOT scoring. For the TARPO, he said we rank the 139 projects based on NCDOT scoring but the NC 54 widening projects will go to the bottom.
