PURPOSE: To approve a petition for voluntary annexation of the Sportsplex Field House site to
the Town of Hillsborough and, upon County Attorney review, authorize the Chair to sign the
petition and related documentation.
BACKGROUND: In 2013, the Board authorized the purchase of 2.88 acres of property
adjacent to the Orange County Sportsplex for the purpose of constructing a proposed 50,000
square foot field house structure to support its growth in the areas of turf field, sport court, and
indoor fitness activities. The Board appropriated funds for the construction and operation of this
project within its FY2015-20 Capital Investment Plan (CIP). The Board also authorized the
Sportsplex mezzanine project, appropriated within its FY2014-19 CIP, to be potentially
combined within the field house for efficiencies in operation and cost.
Staff is currently evaluating the Board-authorized Request for Qualifications ("RFQ") submittals
of qualified design-build firms to design and construct the facility. Parallel with this process,
staff recommends this voluntary annexation petition (see Attachment 1, "Annexation Petition")
to allow for more favorable utility services, property line setback requirements, potential
stormwater management benefits, and potential parking benefits for the new facility.
Should the Board approve this petition, the Town of Hillsborough Board of Commissioners will
consider the action through a public hearing process scheduled for July 2016 and a decision
item during its September 2016 regular meeting.
FINANCIAL IMPACT: There is no financial impact associated with this item.

• GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND
ENVIRONMENTAL POLICIES
The fair treatment and meaningful involvement of people of all races, cultures, incomes
and educational levels with respect to the development and enforcement of
environmental laws, regulations, policies, and decisions. Fair treatment means that no
group of people should bear a disproportionate share of the negative environmental
consequences resulting from industrial, governmental and commercial operations or
policies.
RECOMMENDATION(S): The Manager recommends the Board approve a petition for
voluntary annexation of the Sportsplex Field House site to the Town of Hillsborough and, upon
County Attorney review, authorize the Chair to sign the petition and related documentation.

To the Board of Commissioners of the Town of Hillsborough, North Carolina.
1. As evidenced by the signature of its Chair below, the Orange County Board of
Commissioners, the elected representatives of Orange County, the owner of certain real
property referenced and described herein, respectfully requests that the area described in
paragraph 2 be annexed to the Town of Hillsborough,North Carolina.
2. The area to be annexed is contiguous to the Town of Hillsborough, North Carolina and
the boundaries of such territory are as follows:
Being all of a certain portion of land situated in Hillsborough Township, Orange County, North
Carolina, bounded on the north by the northern half of US 70 Business, on the east by Wanda
Braxton (PIN 9874718275), on the south by George Horton Enterprise, LLC (PIN 9874719144)
and Orange County (PIN 9874711038) and on the west by Orange County (PIN 9874711038)
and being more particularly described as:
Beginning at a computed point in the centerline of US 70 Business, said point being located N
69°15'39" W 337.25' from the centerline intersection of said US 70 Business and Meadowland
Drive; thence, leaving said computed point S 13°05'02" W 22.65' to an existing iron pipe
within the right-of-way of said US 70 Business, said pipe also being the northwest corner of
Braxton; thence with said Braxton S 13°05'02" W 296.98' to an existing iron pipe on the
northern property line of Horton Enterprise, LLC; thence with said Horton N 70°26'58" W
75.15' to an existing iron rod at the northeast corner of Orange County; thence with said Orange
County's northern and eastern lines the following four calls: N 69°11'51" W 99.10' to an
existing angle iron,N 69°43'22"W 100.21' to an existing iron pipe,N 69°25'45"W 98.31' to an
existing iron pipe and N 08°06'08" E 306.12' to an existing iron pipe within the right-of-way of
US 70 Business; thence N 08°06'08" E 26.59' to a computed point at the centerline of US 70
Business; thence with said US 70 Business centerline the following three calls: S 66°58'37" E
101.07' to a computed point, S 68°32'30" E 99.88'to a computed point and S 69°14'58" E
202.10' to the point or place of beginning containing 2.824 acres more or less as shown on two
surveys by Riley Surveying, PA titled "Physical Survey Lots 19-22 and Physical Survey Lots
16-18 (portion of 15) of C.P. Whitfield Farm Subdivision" prepared for Orange County, dated
October 7, 2013.
