PURPOSE: To consider a resolution recognizing Joe Hackney, North Carolina Speaker of the
House, for his positive legislative work which has been acknowledged at a national level.
BACKGROUND: The National Conference of State Legislatures and the State Legislative
Leadership Foundation selected Joe Hackney for the 2007 Excellence in State Legislative
Leadership Award. An independent, non-partisan selection committee representing the two
organizations as well as journalists, former legislators and scholars selected Hackney for the
award.
On January 24, 2007, Joe Hackney was elected North Carolina Speaker of the House. His
service as Speaker follows a time of turmoil, and Speaker Hackney has been credited with
restoring integrity to the chamber. The resolution acknowledges his impact locally as well as his
national recognition.
FINANCIAL IMPACT: None
RECOMMENDATION(S): The Manager recommends that the Board approve the attached
resolution recognizing North Carolina Speaker of the House Joe Hackney and authorize the
Chair to sign on behalf of the Board of Commissioners.

RESOLUTION RECOGNIZING NORTH CAROLINA
HOUSE SPEAKER JOE HACKNEY
WHEREAS, Joe Hackney has been elected by the citizens of Orange County for 14 terms,
representing 27 years as a public servant; and,
WHEREAS, he was elected North Carolina Speaker of the House on January 24, 2007; and,
WHEREAS, he has been credited with restoring integrity in a chamber tarnished by the actions of
several House members; and,
WHEREAS, he has shown commitment to protecting and strengthening the institution of the state
legislature through his diligence and statesmanship; and,
WHEREAS, Joe Hackney has championed new ethics legislation and fostered greater openness in the
. legislative process of North Carolina; and,
WHEREAS, an independent, non-partisan selection committee representing the State Legislative
Leadership Foundation and the National Conference of State Legislatures as well as
journalists, former legislators and scholars have selected Joe Hackney for the 2007
Excellence in State Legislative Leadership Award;
NOW, THEREFORE be it resolved that the Orange County Board of Commissioners does hereby
recognize the Speaker of the House Joe Hackney for his progress and commitment to
restoring the sanctity of the political process in the North Carolina General Assembly
while representing residents of Orange County.
