PURPOSE: To provide an update on the timeline for presentation of potential implementation
methods concerning the NC Highway 57 Speedway Area Small Area Plan.
BACKGROUND: At the August 21, 2007 BOCC meeting the Board was asked to approve the
final version of the Small Area Plan. As part of staff's continuing effort to move this process
forward, work has already commenced on drafting various implementation strategies for review
and comment by the BOCC and various advisory boards, most notably the Planning Board and
the Economic Development Commission.
Staff hopes to provide further updates prior to the November Quarterly Public Hearing.
As the Board is already aware, there are six (6) typical steps involved with implementing
planning changes. These steps are as follows:
1. Small Area Plan Adoption with Recommendations. Staff Comment: This is where we
are currently in this process. The adoption of the NC Highway 57 Speedway Area Small
Area Plan will allow staff to begin working on implementing language for presentation at
a future BOCC Quarterly Public Hearing.
2. Land Use Plan Text. Staff Comment. Staff anticipates amending portions of the
existing Land Use Plan text to reference the creation of a rural economic development
area as recommended by the Highway 57 Speedway Area Small Area Plan Task Force.
3. Land Use Plan Map Staff Comment. Staff anticipates amending the existing Land Use
. Element Map to identify the rural economic development area along Highway 57 as
referenced within the adopted Small Area Plan.

4. Zoning Text Staff Comment. Staff is in the process of drafting the implementing
methodology, including the conditional rezoning process, to develop a rural economic
development area (REDA) for the NC Highway 57 area as referenced within the Small
Area Plan for review.at the November Quarterly Public Hearing.
5. Zoning Atlas/Map Staff Comment. Staff is in the process of drafting the necessary
zoning atlas amendment,.tentatively entitled the NC Highway 57 REDA, for review at the
November Quarterly Public Hearing. This amendment will require the notification of
surrounding property owners of the Public Hearing, including a detailed explanation of
how the REDA process will function. Staff has already prepared the necessary letters
and will send them out at the appropriate time.
6. Petitioner Application (pending -the petitioner in this case can be property owners if they
wish to avail themselves of this planning program).
FINANCIAL. IMPACT: There is no financial impact at this time; existing County staff will be
utilized in the small area planning process.
RECOMMENDATION: The Administration recommends that the BOCC receive this update
and direct staff to continue working on drafting implementation strategies for review at future
BOCC meetings.
