SUBJECT: Orange County Resolution in Support of the City of Charlotte Non-Discrimination
Policy

PURPOSE: To consider a resolution in support of the City of Charlotte's non-discrimination
policy.
BACKGROUND: On February 21, 2016 the Charlotte City Council approved amendments to
the city's Non-Discrimination Ordinance. The City Council added marital and familial status,
sexual orientation, gender expression and gender identity to the list of protected characteristics.
Orange County supports the right of local governments to articulate their own community values
of inclusion without interference or suppression by the General Assembly.
FINANCIAL IMPACT: None
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable
to this agenda item:
•. GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND
INEQUITY
The fair treatment and meaningful involvement of all people regardless of race or color;
religious or philosophical beliefs; sex, gender or sexual orientation; national origin or
ethnic background; age; military service; disability; and familial, residential or economic
status.
RECOMMENDATION(S): The Manager recommends that the Board consider approving the
attached resolution in support of the City of Charlotte's non-discrimination policy, authorize the
Chair to sign on behalf of the Board, and direct the Clerk to the Board to send copies to the City
of Charlotte, Orange County's legislative delegation and to the North Carolina General
Assembly.

RESOLUTION IN SUPPORT OF
THE CITY OF CHARLOTTE
NON-DISCRIMINATION POLICY
WHEREAS, the Charlotte City Council, on February 21, 2016, approved amendments
to the city's Non-Discrimination Ordinance; and,
WHEREAS, the Council added marital and familial status, sexual orientation, gender
expression and gender identity to the list of protected characteristics in the
existing Non-Discrimination Ordinance; and,
WHEREAS, the Orange County Code of Ordinances currently prohibits discrimination
based on race, color, religion, sex, national origin, age, disability, familial
status, and veteran status; and,
WHEREAS, Orange County supports a community where all people are treated fairly,
valued and accepted; and,
WHEREAS, Orange County stands with those who struggle against social injustice;
and,
WHEREAS, Orange County supports the right of local governments to articulate their
own community values of inclusion without interference or suppression by
the General Assembly;
NOW, THEREFORE, be it resolved that the Orange County Board of Commissioners
does hereby support the Non-Discrimination Policy implemented by the
Charlotte City Council and join them in striving for social justice for all.
