Goals and Priorities PowerPoint Bonnie Hammersley County Manager (919) 245-2306 PURPOSE: To review the goals and priorities established during the Board of Orange County Commissioners retreat on January 29, 2016 in advance of the BOCC consideration of the County Manager's recommended FY2016-17 Capital Investment and Operating Budget. BACKGROUND: The BOCC Retreat Planning Committee wanted to establish policy priorities that would guide decision making for the coming year. The BOCC established those priorities at their annual retreat in January 2016 and many of them are reflected in the recommended FY2016-17 Capital Investment Plan and Operating Budget. FINANCIAL IMPACT: This abstract is to provide information to the Board of County Commissioners. As such there is no additional financial impact. SOCIAL JUSTICE IMPACT: GOAL: ENABLE FULL CIVIC PARTICIPATION Ensure that Orange County residents are able to engage government through voting and volunteering by eliminating disparities in participation and barriers to participation. RECOMMENDATION(S): The Manager recommends that the Board review the information as provided and consider the goals and policy priorities in the upcoming budget deliberations. ORANGE COUNTY Board of Orange County Commissioners ( BOCC ) BOCC RETREAT FOLLOW-UP 1 GOALS AND PRIORITIES 1 April 2016 r BOCC RETREAT FOLLOW- UP Goal is Ensure a community network of basic human services and infrastructure that maintains, protects, and promotes the well-being of all county residents. 1) AFFORDABLE HOUSING (5 VOTES) • Decent, standard housing options for all residents regardless of household income level. • Funds to develop targeted number of units (set numerical goal). • Develop explicit plan to inform bond expenditures and other BOCC affordable housing funding. BOCC RETREAT FOLLOW- UP Goal 1: (continued) 2) FAMILY SUCCESS ALLIANCE (3 VOTES) • Additional support to expand FSA • All County departments coordinate with efforts of FSA 2) COMMUNITY CENTERS (3 VOTES) • Decentralize community resources through community centers • Provide food, hot meals, and essential services to residents in need. • Complete Cedar Grove community center and explore service expansion for community centers. 3) NON-PROFIT FUNDING (1 VOTE) • Review process and adequacy of dollar amount. BOCC RETREAT FOLLOW- UP Goal 1: (continued) 3) AGING/MENTAL HEALTH (1 VOTE) • Convening including state legislators on serious gaps in quality and quantity of long term senior care, especially low-income seniors. • Thorough review of services from Cardinal. 3) TRANSPORTATION (1 VOTE) • Identify initiatives or ways to leverage current programs to help break cycle of poverty • Employment as articulated by staff(crossed with transportation as relevant). • Survey of unmet transportation needs for education and employment needs of low income residents, used to prioritize additional services. BOCC RETREAT FOLLOW- UP Goal Z : Promote an interactive and transparent engaging system of governance that reflects community values. 1) OUTREACH/INTERNET ACCESS (3 VOTES) • Continue upgrades to IT and explore new outreach methods, including old school methods, use of multiple language efforts. • Expand Internet access through County hotspots or incentives to private parties. BOCC RETREAT FOLLOW- UP Goal Z: (continued) 2) RESIDENTS ACCESS TO COUNTY (2 VOTES) • Human answering phone • Rumor page - stop bad information flow • Make the website functional • Communicate the role of a County Commission 2) INTERGOVERNMENTAL FUNDING FORMULA (2 VOTES) 3) INCREASE DIVERSITY ON BOARDS & COMMISSIONS (o VOTES) BOCC RETREAT FOLLOW- UP Goal : Implement planning and economic development policies which create a balanced, dynamic local economy, and which promote diversity, sustainable growth, and enhanced revenue while embracing community values. 1) PARTNERSHIPS (2 VOTES) • Reinvigorate joint planning with neighbors • Partnerships with other governments, staff, and residents BOCC RETREAT FOLLOW- UP Goal : (continued) i) ECONOMIC DEVELOPMENT (2 VOTES) • Clarify what types of development are wanted and what infrastructure is needed • Increase in the number of living wage jobs or opportunities for gainful employment (salaried positions) and options. i) SUB-ECONOMIC DEVELOPMENT (2 VOTES) • Continue good work to fund priorities in other goals. • Target small business loan/grant fund to identified needs (i.e., childcare). 2) REVISIT COUNTY FAIR (o VOTES) mummilim BOCC RETREAT FOLLOW- UP Goal q.: Invest in quality County facilities, a diverse work force, and technology to achieve a high performing County government. 1) HOUSING LIVING WAGE FOR ORANGE COUNTY STAFF (4 VOTES) 2) SUPPORT THE MANAGER'S INTERNAL STRATEGIC INITIATIVES TO ENSURE QUALITY IMPLEMENTATION OF ALL KEY PRIORITIES (3 VOTES) BOCC RETREAT FOLLOW- UP Goal q.: (continued) 3) IDENTIFY DEFINITE FACILITY NEEDS OR CONSOLIDATIONS (oVOTES) 3) HONOR HISTORICAL CONTEXT IN DECISIONS AND COMMUNICATION (o VOTES) • Manager committed to implementing this idea when preparing agenda abstracts • Institutional memory (internal) • County's cultural heritage BOCC RETREAT FOLLOW- UP Goal : Create, preserve, and protect a natural environment that includes clean water, clean air, wildlife, important natural lands, and sustainable energy for present and future generations. 1) INCLUDE LOCAL AGRICULTURE AS KEY TO UNMENTIONED "OPEN SPACE." (6 VOTES) BOCC RETREAT FOLLOW- L ' ° Goal 5: (continued) 2) DEVELOP PLAN FOR RESIDENTS AND FARMERS AND BUSINESSES TO PREPARE FOR AND ADJUST TO EFFECTS OF CLIMATE CHANGE (1 VOTE) 3) BEGIN PLANNING RE: WATER RESOURCES AS ORANGE COUNTY CONTINUES TO GROW AND DEVELOP (o VOTES) BOCC RETREAT FOLLOW- UP Goal 6: Ensure a high quality of life and lifelong learning that champions diversity, education at all levels, libraries, parks, recreation, and animal welfare. 1) EDUCATION: AT-RISK CHILDREN (5 votes) • Increase support to expand pre-kindergarten services • Continue to close the achievement gaps and end the school to prison pipeline. BOCC RETREAT FOLLOW- UP NEXT STEPS: 1) The BOCC will formally approve retreat minutes. 2) The Manager will recommend funding for priority related budget initiatives in the FY2016- 17 budget. 3) The BOCC considers FY2016- 17 budget recommendations for funding of policy initiatives. 4) The Manager's office will facilitate staff teams to create implementation strategies for the policy priorities funded in the adopted budget. ___ ....
