PURPOSE: To make a recommendation to the North Carolina Department of Transportation
(NCDOT), and the North Carolina Board of Transportation (NC BOT), concerning a petition to
add Governor Holt Street, Governor Sanford Street, Governor Martin Street, Governor Umstead
Circle, Governor Broughton Street, Governor Hunt Street, Governor Cherry Circle and Governor
Moore Street in Governors Grove Subdivision to the State Maintained Secondary Road System.
BACKGROUND: This request includes one (1) petition for eight (8) road additions to the State
Maintained Secondary Road System. The roads and their respective lengths and widths are as
follows:

Governors Grove Subdivision
Governors Grove Subdivision is located off of Governor Scott Road in the northwest part of the
county, east of Mill Creek Road and west of Efland-Cedar Creek Road, in Cedar Grove
Township (Attachment 1). The major subdivision, originally approved in 1992, is in Orange
County's zoning and subdivision jurisdiction. There are multiple phases to the project and, as a
result, multiple final plats. There are seven (7) final plats have been recorded for the
subdivision, one for each phase of the subdivision. The final plats were recorded between
October 4, 1994 and May 12, 1997 (Attachment 2).
The roads in Governors Grove Subdivision were designed to public road standards, but have
been private roads in the interim, intended to be public roads when conditions met NCDOT
maintenance responsibility and ownership criteria.
A total of 1.48 miles of roads in the subdivision, providing access for 75 lots, is being petitioned
for addition to the State Maintained Secondary Road System. All roads have a right-of-way
width of 50 feet, and a pavement width ranging from 18 to 20 feet.
NCDOT will use funding in the amount of $20,700 to perform minimal repairs on these roads as
provided for in Senate Bill 119, Session Law 2015-264, Section 29.17E.(d), which established
and funded a pilot program to improve paved or unpaved roads that are open to the public, but
are not currently part of the State system. The subject roads were selected based on local
knowledge of historical requests for maintenance and/or addition to the State system,
connectivity to the State system and desirable cost/benefit with regard to number of homes
served.
Inspection of roads in the Governors Grove Subdivision revealed pavement and vegetation
deficiencies (relating to ditch grades and right-of-way encroachments). Completion of these
repairs by NCDOT will result in the roads being eligible for addition to the State highway system,
with all other requirements having been previously met. NCDOT has requested that Orange
County expedite this application so that it can meet the deadline for the next North Carolina
Board of Transportation (NC BOT) meeting, and schedule the disbursement of the funds for this
project.
NCDOT has investigated this request and has submitted a petition to the Board of County
Commissioners (BOCC) for its recommendation (Attachment 3). North Carolina General Statute
§136-62 requires that road petitions for additions to the state system be made by the Board of
County Commissioners (BOCC).
Conclusion
The above-referenced application meets the criteria endorsed by the BOCC for recommending
acceptance of public roads into the State Maintained System for roads approved through the
governing jurisdiction's subdivision process (NCDOT Subdivision Roads Minimum Construction
Standards, January 2010).
FINANCIAL IMPACT: There is no direct financial impact to the County associated with this
item. NCDOT will incur additional maintenance responsibilities and costs.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is associated
with this item:

• GOAL: CREATE A SAFE COMMUNITY
The reduction of risks from vehicle/traffic accidents, childhood and senior injuries,
gang activity, substance abuse and domestic violence.
The addition of county private residential streets to the State Maintained Secondary Road
System results in positive outcomes related to the aforementioned goal.
RECOMMENDATION(S): The Manager recommends that the Board:
1. Forward the Petition for Addition to the State Maintained System to the NCDOT for Governor
Holt Street, Governor Sanford Street, Governor Martin Street, Governor Umstead Circle,
Governor Broughton Street, Governor Hunt Street, Governor Cherry Circle and Governor
Moore Street; and
2. Recommend the Department of Transportation accept the roads for maintenance as a State
Secondary Road.

Petition for Road Addition,recorded plat, and a location map for the above subject.
Funding in the amount of $20,700 has been allocated for the Department to perform minimal
repairs on these roads as provided for in Senate Bill 119, Session Law 2015-264, Section
29.17E.(d). Completion of these repairs will result in the roads being eligible for addition to the
State highway system,with all other requirements having been previously met.
This is being forwarded to you for consideration by your Board of Commissioners.
