HomeMy WebLinkAboutAgenda - 08-21-2007-4pORANGE COUNTY BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: August 21, 2007 Action Agen a Item No. --- -~ SUBJECT: Agreement Renewal Between UNC Hospitals and Orange County for the Senior Wellness Program DEPARTMENT: Aging PUBLIC HEARING: (Y/N) No ATTACHMENT(S): INFORMATION CONTACT: Agreement Jerry Passmore 245-2009 PURPOSE: To consider an agreement renewal to.receive $25,000 from the University of North Carolina (UNC) Hospitals for its co-sponsorship of the Department on Aging's Senior Wellness Program from July 1, 2007-June 30, 2008. BACKGROUND: In 1994, the Friends of the Chapel Hill Senior Center received funding to implement a Wellness Program at each of the Orange County Senior Centers and rural community centers. This three-year project funded by the Kate B. Reynolds Foundation ended June 30, 1997. Due to the success of the program, UNC Hospitals funded the full cost of the Wellness Coordinator position through contractual agreement with Orange County for the next eight years. However, in Fiscal Year 2006, UNC Hospitals reduced its level of support as part of the overall hospital cost-cutting measures. This renewal will maintain existing programs and assist in implementing new programs to promote the health and well-being of seniors, such as community education, fitness, screenings and flu shots. The United Way continues to provide operating expense support for this public/private partnership. This item was not scheduled for Board consideration prior to July 1, 2007 due to concerns regarding potential actions by the NC General Assembly and potential impacts of the State budget. Staff has since determined that there were no actions at the State level which would delay proceeding with this contract. FINANCIAL IMPACT: UNC Hospitals will reimburse Orange County $25,000 for part of the $58,200 salary and fringe benefits costs for the permanent, full-time Senior Public Health Educator who directs the Wellness Program. The balance of the position is covered with general,funds and was included in the FY 2007-2008 adopted budget. The contract amount has remained at the same level for the past two years. RECOMMENDATION(S): The Manager recommends that the Board approve the agreement and authorize the Chair to sign the agreement renewal between UNC Hospitals and Orange County for the continuation of the Wellness Program. STATE OF NORTH CAROLINA UNCH#649 COUNTY OF ORANGE CONTRACT RENEWAL THIS CONTRACT RENEWAL made effective the 1St day of July 2007, by and between The University of North Carolina Hospitals, hereinafter referred to as "The Hospital" and Orange County, for and on behalf of the Department of Aging, hereinafter referred to as "The County." WITNESSETH: WHEREAS, a Contract has previously existed between the same parties which are parties to this Contract Renewal, the subject matter of said previously existing Contract being The Hospital's provision of financial and other resources to The County in support of existing and new senior health and wellness programs, and it being dated July 1, 1997; and WHEREAS, the parties to this Contract Renewal desire to continue and renew the relationship set forth in the previously existing Contract. NOW, THEREFORE, in consideration of the mutual promises and agreements and any sums to be paid, the parties agree that the previously existing Contract is hereby renewed and reaffirmed on identical terms and conditions except as set forth below: 1. The term of the Contract~will begin on the 1st day of July 2007 and end on the 30th day of June 2008. 2. The parties agree that The Hospital will provide funding in the amount of $25,000 to support the salary and benefits of a full-time Wellness Program Coordinator, payable in monthly installments within thirty (30) days of The Hospital's receipt of an invoice from The County.
