PURPOSE: To award a housing rehabilitation contract for the Orange County HOME
Scattered Site Housing Rehabilitation Program.
BACKGROUND: The Housing and Community Development Department solicited bids from
qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation
Program according to the prepared work specifications.
The informal bidding process is governed by the North Carolina General Statues §143-131 and
does not require a minimum number of bids. Additionally, present program procedures provide
that housing rehabilitation contracts be awarded to the lowest responsible bidder. However, the
lowest bidder has notified the County of their unavailability to complete this job due to the
relocation of the business out-of-state. Therefore, the next lowest responsible bidder is
recommended .for approval. Additionally, all contractors participating in the County's
Rehabilitation Program are required to utilize current deconstruction and material recycling
methods during the repair process.
Bids were solicited on May 31', 2007 and June 19, 2007 with a bid opening on June 26, 2007.
Bid results are attached.
FINANCIAL IMPACT: The Orange County HOME Investment Partnership Program provides
funding for this program.
RECOMMENDATION(S): The Manager recommends that the Board award the following
housing rehabilitation contracts:

ROOF & GUTTERS
1. Remove the existing shingle roof and felt paper to the sheathing.
Note: After existing roof covering is removed; if fin•ther damage is discovered
the Owner, Contractor and Rehabilitation Specialist will meet to review the work,
determine a course of action and, if necessary, a cost for any additional work.
Insta1130 lb felt paper, new white eve starter, vent boots, matching sky-liglrts and
25 year shingles. Refer to manufacturer specifications for shingle installation.

2. Remove the existing gutters and downspouts. Install seamless aluminum gutters
and downspouts. Note: All gutters and downspouts shall be installed properly.

EXTERIOR:
1. Repair approximately 18' of damaged fascia on the center front and rear boxing.
Install matching thickness material- plywood or masonite etc. Install fascia using
galvanized nails. Prime new material with an oil based primer. Cover all fascia
and gable trun with white aluminum coil trim. Cover the gable soffit with solid
vinyl soffit. Install all necessary J-channel and utility trim to properly finish
boxing. Use proper nails far coil trim. (White)

EXTERIOR:
2. Repair the damaged vinyl siding on the right side gable. Install matching
vinyl siding.

3. Caulk all small holes in the vinyl siding and vinyl trim. Contractor
shall use 100% white silicone caulk. AlI holes to be filled properly and
smooth.
4. Remove the decking boards and handrails from the front porch floor
and steps. Note: Only remove the Band-grip section of the hand rails.
Install new pressure treated 2x6 material for the floor acid steps. Install
2x4 pressure treated for the handrails. Contractor shall use galvanized
screws for new wood installation.
5. Replace the center stringer on the front porch steps. Install pressure
treated lumber. Properly nail stringer to the porch band and level
with existing end stringers. ~
6. Remove four {4) steps heads from the side porch steps. Note: Refer
to Rehabilitation Specialist for boards to be removed. Install matching
pressure heated 2x61umber. Secure all loose boards and drive down all
exposed nails onside parch.
7. Prepare both front and side porches, steps and railings for paint. Remove
all loose paint. Prime with an oil based primer and apply two coats of
semi-gloss latex paint. Owner to choose color.

8. Repair the broken window on the right rear corner. Install matching

EXTERIOR DOORS/ STORM DOORS:
l . Remove the front door unit and storm door. Install a matching exterior
door unit and aluminum self storing storm door. Note: Contractor to confizxn
door dimensions. Door unit and storm Boar to be complete with keyed loclcset
and deadbolt, aluminum threshaid, intez7or casing, closure, vinyl sweep etc.
Note: Both doors to open, close and lock properly. Finish interior trim to match.
Note: Contractor to inspection sheathing and based when door is removed.
If damage is present, contact Rehabilitation Specialist for inspection.
Apply silicone caulk at bottom of opening before new door unit is installed.
Install aluminum flashing at sill to prevent water izitzusion.
2. Install a new self -storing aluminuun stonrz door on the side porch.
Storm door to be complete with screen, lock, closure and vinyl sweep.
Note: New door to open, close and lock properly.
3. Straighten the existing metal crawlspace door and prepare for paint.
Remove all rust using sand paper and wire brush. Spray a metal pruner
over all sanded areas. Spray a minimum of two coats of black metal
spray paint on both sides of the door. All paint to cover completely.
INTERIOR:
FLOOR COVERINGS:
1. Remove the carpet and pad from the following roon--s: Master Bedroom,
Master Bathroom Living Roorn/Den, Bedroom # 2 and Bedroom # 3.
Note: Remove carpet fi-om all closet and storage areas.
2. Install new carpet and pad in the following locations: Master Bedroom,
Living Room/Den, Bedroom # 2 and Bedroom # 3. Note: The carpet to cost not
less than $ 14.00 sq.yard. Install a minimum 61b pad. All carpet and pad
to be professionally installed. Owner to choose color. Refer to floor plan
for room sizes. Install carpet in all closets.

FLOOR COVERINGS:
MASTER BATHROOM:
3. Remove commode. Note; Rehabilitation Specialist to inspection floor before
floor covering is installed. Install %a" lauan plywood over the existing floor.
Remove closet doors and track for floor installation. Properly nail new
plywood to the existing floor. Locate framing members for proper nailing.
Contractor to nail floor with proper fasteners.
4. Prepare floor for vinyl. Fill all joints, seams, holes with fzller and sand
smooth. Install a new vinyl floor. The vinyl to cost not less than $ 14.00
sq. yard. Install metal tz7m where vinyl meets carpet. Note: New vinyl
to be professionally installed. Install shoe inolding where vinyl meets all wail
and cabinets areas. Note: Install izew vinyl in the bathroom closet.
LAUNDRY/DINING ROOM:
1. Remove the existing vinyl in the laundry. and Dining room. Remove the
damaged sheathing/plywood to the framing mezxibers in the laundry room.
( Location- Washer /Dryer Area) Note: Rehabilitation Specialist to inspect
framing before new sheathing is installed. Install 5/8- 3/a" pressure treated
plywood in the laundry room. Nail plywood using galvanized nails.
2. Prepare the floor for %a" lauan plywood and a new vinyl Hoar. Install
'/a" lauan and a new vinyl floor. The vinyl to cost not less than $14.00
sq. yard. Install wide metal trim where the new vinyl meets the existing
vinyl in the kitchen. Install shoe molding al all wall and cabinet areas.
Shoe molding to be either pre-finished or prime and painted. Fill all nail
holes and caulk properly. Note: Vinyl to be professionally installed.

FLOOR COVERINGS:
BATHROOM & HALLWAY& FURNCE CLOSET:
1. Remove the commode, vinyl and plywood to the framing members.
Note: Two layers of sheathing in tlus location. Rehabilitation
Specialist to inspect framing before new sheathing is installed.
If further damage is present, the Owner, Contractor and Rehabilitation
Specialist will review the work and determine a course of action and, if
necessary, a cost for any additional work. Install 5/8" CD plywood in the
bathroom and hall. Install'/a"pressure treated plywood in the furnace room.
Install alI necessary framing to attach new plywood around tub/shower,vanity,
commode flange etc. Properly nail new sheathing acid prepare for vinyl.
Install''/a" lauan plywood and a new vinyl floor in the hall and bathroom.
The vinyl to cost not less than $ 14.00 sq. yard. Install either pre-finished or
painted shoe molding at alI wall and cabinet areas. Install metal trim where
vinyl meets the carpet in both bedrooms and kitchen floor.
INTERIOR DOOR UNITS:
Remove the following door units: Bedroom # 2, Bedroom # 3 and hall bathroom.
Install new prehurzg door units- 30"bedroom azid 24" bathroom.
All doors to be complete with casing, hinges and privacy locksets.
Doors and trim to be either pre-finished or primed and painted. AlI doors to open,
close and lock properly. Doors to be complete.
INTERIOR PAINTING:
1. Prepare the following rooms for paint: Bedroom # 2, Bedroom # 3 ;hall
the hall bathroom. Prepare and clean the walls for paint. Fill all holes and
damaged areas with filler.
Caulk all holes and prepare £or primer. Prime the walls and trim with
an oil based pz7mer. Paint the walls and trim in the batluoorn with semi-gloss
Latex paint. Paint the walls in the bedrooms and hall with flat latex paint.
Paint the trim with semi-gloss latex paint.

MECIiANICAL:
Properly disconnect the existing ductwork and power to the hall heat pump.
Remove the heat pump and condensing unit. Supply and install a new split
system heat pump. Install a new equipment pad in the existing location, install
new refrigeration lines and drain lines. Unit to be sized in accordance with
ASHRAE/Manual "J" specifications. Attach existing ductwork to furnace.
Make all electrical and mechanical connections per code. A permit is required
for both elechical and mechanical and all work must pass inspection with Orange
County Inspections. Note: Filter grill area to meet code for size of unit.
Ali components to match properly. Install a new digital programmable
thermostat and new floor registers in all rooms. Note: Price submitted for HVAC
shall be a complete operational system.

ELECTRICAL:
1. Install a new exterior light fixture at the side door. Make all electrical
connections. Owner to approve finish. Fixture allowance $ 25.00

2. Install globes on all interior light fixtures. Owner to approve type/
finish. $
3. Install GFI protected receptacles in both bathrooms and kitchen.
All receptacles that require GFI to be installed. $
4. Install arc-fault intet7-upter circuits on the bedroom circuits.

S. Install a service receptacle/circuit within Oft of the condensing unit.
New receptacle shall meet code. $
6. Install two light fixtures in the crawlspaee controlled by a switch

ELECTRICAL:
7. Install a new vented exhaust hood in the kitchen. The exhaust shall'be
a minimum of 100 CFM. Attach the exhaust hood to the existing vent.
Make all electrical and mechanical connections. Owner to choose finish.
8. Install a new light kit on the ceiling fan in the living room. Make all
electrical connections. $
9. Replace all missing receptacle and switch covers in the unit. $
10. Remove and. replace the broken outlet in the Hall. Install new
receptacle and cover plate. $
11. Repair the loose duruner switch located between the kitchen and Den.
Secure ui box and install a new cover plate.
PLUMBING:
1. Install a new handicap commode in the hall bathroom. Install a new
cutoff, wax seal and commode bolts. Inspect existing flange before
new commode is installed. Make all plumbing connections and check
for leaks. ~
2. Re-install the commode in the master bathroom. Install a new wax
seal and commode bolts. $
3. Install new faucet handles on the ttib in the master bathroom. Install
matching handles. Repair small leak at tub spout. Install all necessary
seals/o-~•ings etc.

PLUMBING:

4. Install a new faucet ou the hall bathroom sink. Install a premium grade
faucet. Make all plumbing connections.
S. Install a freeze proof water spigot on the rear of the unit. Refer to
Rehabilitation Specialist for proper location.. Make all plumbing
connections. New water spigot to be secure on unit.
7. .Service the septic tank. Contact a licensed septic pumping company
to pump both septic tanks. Note:.Owner or Rehabilitation Specialist
must be on site during this work. ~ $

8. Install two (2) 24" towel bars in the hall bathroom. Refer to owner
for proper location. New towel bars shall be secure in wall. $
GENERAL REPAIRS:
1. Repair the damaged wall comer between the kitchen and Laundry/
Dining area. Repair the sheebrock and finish smooth. Install new corner
trim. Prime alid paint corner level with kitchen countertop. Prime and
paint new trim to match.
2. Repair the water stained ceilings around the existing sky-lights.
Remove all Loose and damaged ceiling texture and sheetrock. Re-install
and spray texture, Note: Trim maybe installed around opezung to cover
all joints and damaged sections. Note: Refer to Rehabilitation Specialist for
acceptable trim to be used. Prime and paint all new trim around sky lights.
3. Install a 6-mil vapor barrier in the crawlspace. Remove all debris
from ground before vapor barrier is installed. All poly to be clean
and installed flat on ground. $

GENERAL .REPAIRS:
4. Install 12 yards (Tandem Load) of soil around the unit. Fill low sections
with soil to provide positive drainage away from the foundation wall.
Note:. Rehabilitation Specialist to locate areas for fill. Slope soil away
from the unit, level as necessary. ~ Seed aiid straw exposed soil.
5. Install locksets on all doors with missing hardware, I.ocksets to match as
close as possible. Install privacy locksets on bedroom and bathroom doors.
TERMITE INSPECTION & TREATMENT:
1. Chemically treat the entire perimeter (interior & exterior foundation walls
and piers) for termites. Chemical Treatment to be performed by a Licensed Pest
Cout!•ol Company: Contractor to provide Rehabilitation Specialist and Owuer
with written proof and warranty of treatment.
