PURPOSE: To report on security issues associated with the Court facility in Chapel Hill.
BACKGROUND: The following issues have been identified as it regards security in the court facility
in Chapel Hill:
Insufficient holding area for inmates awaiting court appearances;
Additional security needed for Clerk of Court's office;and
Additional security needed for the District Attorney's office, located in the basement of the
facility;
Although these issues will be thoroughly explored by the Justice Facilities Study Group,and long term
solutions suggested,we propose that these interim measures be taken immediately;
Discuss with Chapel Hill use of additional space within the building for the purpose of
establishing a holding cell for 840 inmates. Establish a secure holding area.
Recently plexi-panels were installed to create a separation between the public and the Clerks.
We will explore with the assistance of the Clerk's office,what additional measures are appropriate,both
from a structural and procedural perspective.
Investigate structural and procedural modifications which can/should be made to enhance
security in the District Attorney's office.
RECOMMENDATION: The Manager recommends that the Board receive report as information.
