PURPOSE: To consider approving a contract with Gary Merritt,mechanical engineer for engineering
services as it regards the design of replacement chillers for the New Courthouse.
BACKGROUND: Cooling of the New Courthouse is provided by two compressor units. These units
are original to the building. In July service personnel determined that one of the units was beyond
repair and would need to be replaced at a cost of approximately$10,000. Coincidentally, both units
were scheduled to be replaced after the 1994 cooling season;$50,000 was included in the 19942000
CIP for this purpose.
We requested quotations based on a scope of work defined by the Public Works director,from two
local mechanical engineers. Gary Merritt, Chapel Hill, has submitted the proposal which meets the
scope of work and is acceptable from a cost perspective. The scope of work upon which Mr.Merritt's
$4,900 fee is based includes the following:
Assess and design replacement packaged chiller unit for the New Courthouse;
Develop specifications to include all equipment,materials,supplies,auxiliary parts and labor
for a complete turnkey installation.
Specify and prepare construction drawings for all hook-ups and electrical requirements.
Provide specifications and drawings acceptable for bidding purposes.
Provide two inspections during the installation and one final inspection.
The engineer was requested to consider energy efficiency in the design of the specifications. Life
Cycle Cost Analysis will be submitted for the unit to be bid.
RECOMMENDATION: The Manager recommends that a contract be approved with Gary Merritt,PE,for
a sum of$4,900;and the Chair authorized to sign on behalf of the Board.

Chiller Replacement
Dear Wilbert:
I am pleased to offer my professional services on the above
referenced project. These services will be for providing
construction documents and specifications for the installation of
a replacement air cooled chiller. The documents will include
demolition and renovation mechanical work as well as any
necessary electrical amd site modifications that may be required.
This proposal includes attendance at the pre-bid and
pre-construction meetings, two construction observation visits,
and a final punch list walk-thru and follow up. Ten sets of
working drawings and specifications for distribution to bidders
are included in the lump sum proposal.
I offer the above professional services for the lump sum of
04900.00.
