Purpose
To approve proposed budget ordinance amendments and grant project ordinances.
Background
General Fund
Health Department
1. On June 6, 1994, the Board of Commissioners approved an amendment to the 1994-95 Health
Department Consolidated Contract for the EPSDT program. This amendment, totalling $10,000, provides
"bridge" funding to continue this outreach program ("Health Check") and the two permanent time-limited
positions associated with this program through September 30, 1994. The attached grant project
ordinance, Early and Periodic Screening, Diagnosis and Treatment (EPSDT) Outreach Program Grant
Project Ordinance, reflects the additional funds.
Sheriff Department
2. On August 8, 1994, the Board of Commissioners approved a bid award for the purchase of ninety 45
caliber semi-automatic pistols for the Orange County Sheriffs Department. The anticipated expenditure
for weapons and accessories is$56,272. Drug forfeiture money ($28,814), donations ($11,349), money
from the sale of weapons ($15,151), and unanticipated forfeitures ($958)will be used to finance this
purchase. The attached budget amendment allocates these funds for this purchase.
3. The Orange County Sheriffs Department is the recipient of a two year North Carolina Department of
Crime Control and Public Safety grant to enable the County to establish a Crisis Intervention Team. On
August 8, 1994, the Board of Commissioners accepted these funds and established 2.0 full time
equivalent positions (1.50 FTE for the Crisis Intervention Program and .50 FTE for the Violence
Prevention/School Resources Program). The total first year budget for the Crisis Intervention Program is
$80,671. Of this total, $59,756 will be grant funds with the remaining $20,915 being County match. This
match, which was included in the County's 1994-95 approved budget, is comprised of$9,990 in
Community Based Alternative (CBA) funds, $8,000 in County funds, and $2,925 from in-kind rental space
for this program. The attached grant project ordinance, Crisis Intervention Program Grant Project
Ordinance, reflects the receipt of first year funding. The Violence Prevention/School Resources Program
Grant Project Ordinance is also attached and reflects the additional grant funded .50 FTE position
approved by the Board on August 8.

Miscellaneous/Debt Service
4. The original budget ordinance for fiscal year 1994-95 included $37,500 in the Miscellaneous
(Appropriation) function. This amount was, however, allocated for payment of debt service. This
technical amendment transfers this amount from the Miscellaneous Appropriation function to the Debt
Service function.
Housing and Community Development
5. Orange County has been awarded additional funds for its Housing (Section 8) programs. These funds,
totalling $64,987, are for the Voucher Program. The attached grant project ordinance, Section 8 Block
Grant Program Grant Project Ordinance, reflects the additional funds received.
Recommendation
The Manager recommends that the Board of County Commissioners adopt the proposed budget ordinance
amendments and proposed grant project ordinances.

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159
of the General Statutes of North Carolina,the following grant project is hereby adopted
Section 1. The project authorized is the Early and Periodic Screening,Diagnosis and Treatment(EPSDT)
Outreach Program as awarded to the Orange County Health Department by the North.Carolina
Department of Environment,Health and Natural Resources.
Section 2. The officers of the County are hereby directed to proceed with the grant project within
the grant document,the rules and regulations of the North Carolina Department of
Environment,Health and Natural Resources and the budget contained herein.
Section 3. The following revenue is anticipated to be available to complete this project:
Intergovernmental —EPSDT Outreach $53,500
Section 4. The following amount is appropriated for this project:
Homan Services — EPSDT Outreach $53,500
Section 5. This ordinance supersedes all previous EPSDT Outreach Program Grant Project Ordinances.
Section 6. The finance officer is hereby directed to maintain within the Grant Project sufficient
specific detailed accounting records to provide the accounting to the grantor agency
required by the grant agreement and federal and state regulations.
Section 7. Funds may be advanced from the General Fund for the purpose of making payments due.
Reimbursement requests should be made to the grantor agency in an orderly and timely
manner.
Section 8. Copies of this grant project ordinance shall be made available to the finance officer for
direction in carrying out this project.
Section 9. Positions authorized through this grant project ordinance include:
1.00 Full—Time Equivalent Social Worker I position
1.00 Full—Time Equivalent Medical Office Assistant position
Both positions are authorized through September 30, 1994. Subsequent funding beyond September
30, 1994 is contingent upon a reimbursement plan sufficient to cover the expenses of the
program.
Section 10. This project period began July 1, 1993 and goes through September 30, 1994. Subsequent funding
beyond this date is contingent upon the availability of funds sufficient to cover expenditures.

Violence Prevention - School Resources

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159
of the General Statutes of North Carolina,the following grant project is hereby adopted
Section 1. The project authorized is the Violence Prevention— School Resources Program as awarded to
the Orange County Sheriff's Department by the Drug Control and System Improvement
grant. The primary purpose of this program is to stabilize the school community,using
resource officers(deputies)to implement violence prevention strategies. The mission of the
program will be to establish local law enforcement as an active prevention resource in
addition to its role as a responsive enforcement agency.
Section 2. The officers of the County are hereby directed to proceed with the grant project within
the grant document,the rules and regulations of the Drug Control and System Improvement
grant and the budget contained herein.
Section 3. The following revenue is anticipated to be available to complete this project:
Intergovernmental— Violence Prevention(School Resources) $76,614
General Fund Operating Match (County Costs) $25,538
Total Revenue $102,152
Section 4. The following amount is appropriated for this project:

Section 5. Seventy five percent of this project is funded by grant funds. The required 25%match for this

specific detailed accounting records to provide the accounting to the grantor agency
required by the grant agreement and federal and state regulations.
Section 7. Funds may be advanced from the General Fund for the purpose of making payments due.
Reimbursement requests should be made to the grantor agency in an orderly and timely
manner.

Crisis Intervention Team

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159
of the General Statutes of North Carolina,the following grant project is hereby adopted
Section 1. The project authorized is the Crisis Intervention Program as awarded to the Orange County
Sheriff's Department by the North Carolina Department of Crime Control and Public Safety.
The primary purpose of this program is to establish a crisis intervention team which will
provide counseling for youth who have the potential to become involved with the legal system;
provide training for law enforcement officers regarding human service issues;and,educate
school and community groups.
Section 2. The officers of the County are hereby directed to proceed with the grant project within
the grant document,the rules and regulations of the North Carolina Department of Crime
Control and Public Safety grant and the budget contained herein.
Section 3. The following revenue is anticipated to be available to complete this project:
Intergovernmental — Crisis Intervention $59,756
General Fond Operating Match (County Costs) $20,915
Total Revenue $80,671

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159
of the General Statutes of North Carolina,the following grant project is hereby adopted
Section 1. The project authorized is the Housing Authority project as described in the work statement
contained in the grant agreements between this unit and the U.S.Department of Housing and Urban
Development. This project is more familiarly known as the 1994-95 Section 8 Grant Project.
Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant document
the rules and regulations of the U.S.Department of Housing and Urban Development and the budget
contained herein.
Section 3. The following revenue is anticipated to be available to complete this project:

Section 8. Copies of this grant project ordinance shall be made available to the finance officer for direction in carrying out
this project.
Section 9. This ordinance shall be in effect from the date of adoption through June 30, 1995.
