BACKGROUND: The property is located at the northwest corner of Coleman Loop Road (SR 1332) and NC 86 where Coleman Loop joins NC 86 at its southwest intersection. Adjacent land uses include undeveloped agricultural and residential land. There is one undeveloped PD-I1 zone at the southwest corner of the intersection. A portion of the 21-acre tract (3.948) acres is zoned Light Industrial (I-1) . The remaining property is zoned Agricultural Residential (AR) . The applicant proposes to rezone the remaining 17.052 acres from AR to I-1. A portion of the 21-acre tract (3.948) acres is zoned Light Industrial (I-1) and contains the existing building. The remaining property is zoned Agricultural Residential (AR) . The applicant proposes to rezone the remaining 17.052 acres from AR to I-1. The applicant plans to expand to the north of the existing building and parking area. The holding tank and drain field for the existing septic system are located outside the existing I-1 zone. This proposal would allow the septic system to be included in the I-1 zone. The property is in open field east of the existing Industrial building and small tree growth west of the building with electrical lines running along the northern boundary of the property. 026 The property has direct frontage on NC 86 and Coleman Loop - Road. Access to the existing building is from Coleman Loop Road. Coleman Loop is designated as a collector in the Comprehensive Plan and NC 86 is designated as an arterial. In 1993, the estimated daily traffic count on NC 86 was 8900. A traffic count for Coleman Loop Road was not available. The Land Use Element of the Comprehensive Plan has this property designated as Agricultural Residential and Rural Industrial Activity Node. The node has a 2640 foot radius from the intersection of Coleman Loop and NC 86. RECOMMENDATION: Article 20. 3.3 of the Zoning Ordinance requires that the Zoning Officer's recommendation be presented to the Planning Board within 30 days of receipt of an application. The 30-day period may be extended up to 60 days with the written consent of the applicant. The public hearing is the time scheduled for presentation of the zoning Officer's recommendation. Zoning Officer Recommendation The Zoning Officer has reviewed the application and all supporting documentation, and has found that the proposed rezoning would be consistent with the Comprehensive Plan. Provided the Planning Board and the County Commissioners find in the affirmative, the Zoning Officer recommends approval of the request. No decision on the application is made by either the Planning Board or Board of Commissioners at the public hearing. Instead, the Planning Board has 60 days within which to prepare and submit a recommendation to the board of Commissioners. Failure of the Planning Board to submit a recommendation within the required time shall be considered a favorable recommendation, without conditions. Administration Recommendation The Administration recommends that the proposed Zoning Atlas amendment be referred to the Planning Board for a recommendation to be returned no sooner than October 3, 1994.
