PURPOSE:
To accept funds from the North Carolina Department of Crime Control and
Public Safety for the Crisis Intervention Team and to establish 1 . 5
positions for this program and . 5 full time equivalent positions for
the Violence Prevention - School Resources project .
BACKGROUND:
Crisis Intervention Team
The Sheriff' s Department has received notification that the department
has been awarded a two year grant, totaling $119, 681 to develop a
Crisis Intervention Team. The grant will partially fund one and one
half social worker positions to provide crisis counseling with youth
potentially involved with the legal system, training for law
enforcement officers regarding human services issues, and education for
schools and community groups.
The total first year budget for this program is $80, 671. Of this
amount, $59, 756 will be provided from this grant . The County' s match
is 35% of the grant amount, or $20, 915 . This match was budgeted in
the approved 1994-95 County budget and includes $9, 990 in Community
Based Alternative (CBA) funds, $8, 000 in County funds and the balance,
$2, 925 from in-kind rental space for this program. The second year
grant award is $59, 925 .
2
Violence Prevention/School Resource Officers
The Board of Commissioners approved on June 28, a project ordinance for
the Violence Prevention - School Resources program in the Sheriff' s
Department . The Board approved two Deputy I/Resource Officers for this
project . The grant also includes funding for one half time Safety
Coordinator position, although at the time the budget was approved, the
duties of this position had not yet been defined.
As the responsibilities of this position have been developed, it has
become apparent that this one half time position could be combined with
the one half time position funded through the Crisis Intervention Team
project . The functions of these two programs complement each other and
combined, provide greater coordination for the program.
RECONN3MATION:
The Manager recommends that the Board accept the grant funds from the
North Carolina Department of Crime Control and Public Safety and
establish 2 . 0 full time equivalent positions, with 1. 5 F.T.E. for the
Crisis Intervention Program and . 5 F.T.E. dedicated to the Violence
Prevention/School Resources grant project .
