HomeMy WebLinkAboutAgenda - 09-19-2007-6bORANGE COUNTY BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: September 19, 2007 Action Agenda Item No.. f~ - .~ SUBJECT: Emergency Services/9-1-1 Center Upfit: Approval of Construction Manager at Risk DEPARTMENT: Purchasing PUBLIC HEARING: (Y/N) No ATTACHMENT(S): INFORMATION CONTACT: Draft Contract (Available for Review in Pam Jones 919 245-2652 the Clerk's Office) PURPOSE: To consider approving a contract not to exceed $6,500 with Resolute Building Company ("RBC"), Chapel Hill, NC for pre-construction services associated with Construction Manager at Risk (CMAR) for the upfit of a building on Meadowlands Drive, Hillsborough for use as the Emergency Services/9-1-1 Center. BACKGROUND: As authorized by the Board in June 2007, staff solicited proposals and interviewed for Construction Manager at Risk Services over the summer for both the Animal Services Facilty project and the upfit of a County-owned building for use as the Emergency Services/9-1-1 Center. Three of the five responding firms were interviewed for the work, with RBC deemed to be the best fit for the Emergency Services/9-1-1 Center Upfit project. Established in 1984, the Chapel Hill-based firm has a variety of projects that directly meet the expertise needed to convert the County-owned building on Meadowlands Drive, Hillsborough into a first rate Emergency Services/9-1-1 Center. Examples include the Mebane Police Station, Graham Police Station and the Chatham County Emergency Operations Center: Asa value- added component, RBC will be serving as CMAR for the Central Orange Senior Center/Sportsplex Renovation project, which is in close proximity of the Emergency Services/9- 1-1 Center. This proximity is expected to allow economy of scale, particularly through the supervision of both projects by RBC staff. The Board will recall that RBC served as the general contractor in the construction of the Pearl and Robert Seymour Senior Center, which opened for business in May 2007. RBC is also familiar with the CMAR method of project delivery, having entered into such types of agreements with the State of North Carolina. If appointed by the Board, RBC would join the development and construction team immediately and would provide pre-construction services in concert with the team during the design 2 development process, after which a Guaranteed Maximum Price ("GMP") contract would be developed for Board consideration. Upfit is expected to begin in late Fall for completion by Spring 2008. FINANCIAL IMPACT: In recognition of the substantial amount of work that is carried out by the contractor prior to a final GMP being set, a contract committing the County to pre-construction costs incurred by the contractor is forwarded for approval by the Board at the onset. This is an amount that would be rolled into the GMP when negotiations are successfully finalized, but is also an amount that would be paid to the Contractor in the event an acceptable GMP could not be negotiated. The pre-construction services contract amount for this project is $6,500.. As a reminder, $1.5 million has been allocated for the upfit of the Meadowlands building. A more precise funding plan will be presented when the GMP contract is presented for Board consideration within the near future. RECOMMENDATION(S): The Manager recommends that the Board approve a contract, subject to final review by staff and the County Attorney, not to exceed $6,500 for pre- construction services with Resolute Building Company, Chapel Hill, North Carolina to serve as the Construction Manager at Risk for the Emergency Services/9-1-1 Center upfit and authorize the Chair to sign on behalf of the Board.
