ORANGE COUNTY BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: September 19, 2007 Action Agenda Item No. ~-~_ SUBJECT: Classification and Pay Plan Amendments -Add/Revise Various Classes DEPARTMENT: Personnel PUBLIC HEARING: (YiN) No ATTACHMENT(S): Class Specifications for Various Classes (to be provided under separate cover)) INFORMATION CONTACT: Michael McGinnis, Personnel Director 919-245-2552 PURPOSE: To amend the Orange County Classification and Pay Plan to add, delete, or revise various classifications. BACKGROUND: Section 5.1 of Article VI of the Orange County Personnel Ordinance provides that the Board of County Commissioners adopts the position classification plan and approves any amendment to: • Add or delete a class; • Change the title of an existing class; or • Revise the salary grade of an established class. Classification of Newly Approved Positions As an element of the 2007-08 Orange County operating budget, the Board of Commissioners approved on June 26, 2007 the creation of 9.1 new full-time equivalent (FTE) positions, with varying effective dates beginning July 1, 2007, throughout fiscal year 2007-08. Following the Board's approval action, the Personnel Department evaluated each new position to determine its proper placement in the County's Classification and Pay Plan. Some of the new positions fit into an existing classification in the County's Classification and Pay Plan, and accordingly, no additional Board action is required with regard to those positions. On the other hand, staff determined that six new positions approved by the Board included duties and responsibilities not properly covered by any existing classification. Therefore, it was necessary to review and develop a proposed classification for each position before recruitment and selection of an employee can be undertaken. Personnel staff, with analytical support provided under a contract with The MAPS Group, reviewed the duties and responsibilities of each position and compared the duties and responsibilities to existing County positions. The analysis was based upon, and was consistent with, background information provided to the BOCC during 2007-08 budget work sessions. Based on this analysis, Personnel staff recommend that the new positions previously approved by the BOCC be added to the Classification and Pay Plan as outlined in the table below: 2 NEW POSITION PROPOSED PROPOSED SALARY CLASSIFICATION SALARY GRADE RANGE Athletic Program Athletic Pragram Supervisor 16 $37,765 - Su ervisor $60,372 Environmental Health Environmental Health 14 $34,214 - Technician -Well Technician $54,694 Program & Indoor Air Qualit Staff Attorney Staff Attorney 27 $65,014 - $103,933 Water Resources Water Resources 22 $50,788 - Coordinator Coordinator $81,193 The Board has previously approved the classification of two other new positions for FY 2007-08 - Parks Conservation Specialist/Turfgrass Manager and Housing Program Coordinator - at the August 21, 2007 and September 6, 2007 BOCC meetings, respectively. Reclassification of Existing Positions Occasionally in local government, the duties, responsibilities, and other factors that potentially affect the accurate classification of a position evolve over time. Section 7.0 of Article VI of the Personnel Ordinance establishes the County's process for addressing such situations. Financial Services -The County Manager has decided to consolidate the major financial management functions of Orange County government -including finance, budget, debt management, and purchasing -under one director. With the planned retirement of the County's long-serving Finance Director at the end of November 2007, it seems prudent to modify the title of the existing Finance Director classification to one of Financial Services Director. This will allow County staff to recruit for the Finance Director's successor with a classification that reflects the broader responsibilities that will be assigned to the position by the County Manager. Landfill Operations - The Landfill Operations Manager position in the Solid Waste Department became vacant in June 2006. Personnel and Solid Waste have conducted several recruitment cycles that have failed to yield a successful candidate to fill the position. Of necessity, several of the most critical duties of the vacant position have had to be absorbed by the Solid Waste Operations Manager, the Landfill Engineer, and others. The Department has proposed, and Personnel concurs with, a reclassification of the vacant position to a lower salary grade. The reclassified position would retain supervisory responsibility for 12 personnel, but would have less rigorous requirements for technical landfill management expertise and for formal education. Inspections Division -Planning & Inspections Department -The Department requested review of four positions in the Inspections Division, noting that the duties and responsibilities of each had become more demanding since the County's 2001 Classification & Pay study. Significant changes in the Division's work environment that persuaded Personnel staff that reclassification of each position is warranted include, among others, the following: • increased number of inspection positions now in place; . • greater emphasis on and delivery of direct customer service; • enhanced technological capabilities for recording and reporting status of permit applications and inspections on individual properties/projects; • increased volume of commercial inspections; • stronger emphasis on pre-development review and plans examination; • greater integration of plans review efforts with other County and external agencies; and • increased responsibilities for accurate setting, collection, and budgeting of fees and fee revenue. Funding for the salary increases associated with the proposed reclassifications within the Planning & Inspections Department will come from existing departmental appropriations in the 2007-08 budget. There is no additional funding required for the proposed reclassifications of the positions in Finance or Solid Waste Management. RECOMMENDATION(S): The Manager recommends that the Board amend the Classification and Pay Plan, as outlined in the tables in the "Background" section of this abstract, to: • add 9 new classes (Athletic Program Supervisor, Environmental Health Technician, Staff Attorney, Water Resources Coordinator, Landfill/Transfer Supervisor, Building Services Manager, Chief Inspector and Plans Examiner, Permit Systems Analyst, Permits Coordinator); • delete 3 old classes (Landfill Operations Manager, Code Enforcement Supervisor, Permit Systems Developer) that will become unused on the effective dates noted; and • retitle 1 class (Finance Director to Financial Services Director) on the effective date noted. JOB TITLE: Athletic Programs Supervisor DEPARTMENT: Recreation and Parlcs, Orange County Updated 091907 JOB SUMMARY: This position is responsible for providing technical and supervisory guidance in the delivery of athletic programs in the County. MAJOR DUTIES: o Manages, supervises and evaluates temporary staff and volunteer coaches. o Keeps up to date program and special event staff and volunteer records. o Works with the Athletic Manager in the annual preparation, administration and monitoring of the Division's operational program and special events budget. o Organizes, facilitates, and coordinates, with the support, consultation and cooperation of local groups and organizations, community special events such as softball tournaments. o Creates strong and effective linkages and recruitment with/of local groups, organizations and volunteers, in order to work collaboratively on initiatives of common interest that include building physical fitness, teamwork skills, and social skills through active athletic participation. o Provides athletic registrants/parents with after hours registration and staff contact. o Provides updates and accurate information to web master on practice schedules, game schedules, registrations and all other athletic materials. o Manages athletic list serve. o Assists with marketing efforts for league and tournament play at the Department's Athletic Special Facilities and for the marketing of naming rights and sponsorships of the facilities. o Provides specialized instruction or direction on the layout of numerous complex field- liningpatterns required at athletic venues. o Provides specialized direction and delivery of materials related to training and development resources for staff, coaches, instructors and volunteers in a variety of sports and athletic activity areas. o Recommends, develops and implements athletics program and facility policy for the Department and for partner entities. o Performs other related duties as assigned. SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over a variety of part-time seasonal employees as well as contracted agencies. MINIlVIUM QUALIFICATIONS: o Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. o Level of proficiency working with athletic programs, preferably in a public setting, including program plaru~ing and supervisory tasks, usually associated with three years experience. o Possession of or ability to readily obtain a valid driver' s license issued by the State of North Carolina for the type of vehicle or equipment operated. Updated 091907 JOB TITLE: Environmental Health Technician DEPARTMENT: Health, Orange County JOB SUMMARY: This position provides field testing work collecting mandatory and voluntary water samples, traclcing and reporting the results of water samples, and conducting basic indoor air quality assessments, and in-office consultation and face-to-face education for residents with questions regarding water samples and indoor air quality. MAJOR DUTIES: o Water Sampling Program o Collects water samples at the request of homeowners and as required for new wells. (Includes Bacteriological, Organic, and Inorganic analyses as well as special samples.) o Makes basic assessment of the water supply to assure that the sample is from a protected source. o Compiles laboratory results of water analyses and enters information into the database. o Generates reports as needed of water sampling results. o Logs location of sampling point using Global Positioning System (GPS) handheld receiver. Uploads GPS information into the geodatabase. o Schedules and collects samples for County owned water supplies in accordance with the sampling requirements. o Assists in special environmental health surveys and studies as directed by Environmental Health Director and/or Supervisor. o Assists in preparing base information, tabulating data, and preparing preliminary reports. o Well Construction Program o Conducts grouting inspections of new wells as needed. Verifies proper placement and depth of grout during the inspection. o Logs location of new well using GPS handheld receiver. Uploads GPS information into the geodatabase. o Participates in educational activities for homeowners and their neighborhood groups regarding the proper maintenance of their water supply systems. o Assists in the use the department's well video camera to diagnose well problems. o Indoor Air Quality Program o Provides basic indoor air quality assessments for homeowners who experience problems with mold, radon, or other envirommental complaints. o Maintains a daily log of activities and enters them into the database. o Other duties o Acquires appropriate education and training in the areas of indoor air quality and private water supplies. Environmental Health Technician Page 2 of 3 o Provides in-office consultation and face-to-face education for residents with questions regarding water samples, water treatment, and indoor air quality. o Assists citizens with general environmental health complaints, depending on nature of complaint, may verify and refer to the appropriate agency. o Enters data into and help maintain manual and electronic files and databases. o Provides limited backup duties to administrative support staff and to the water Environmental Health Specialist. o Makes own daily schedule of appointments, sets daily priorities and balances workload within the workweek o Performs other related duties as assigned. WORK ENVIRONMENT: The work is typically performed outdoors with some in-office work. The employee is exposed to noise, dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, pests and insects, and occasional cold or inclement weather. MAJOR DUTIES: o Provides scientific expertise and reports to County agencies, advisory boards, departments and the general public on water resources issues and questions, such as assessment of droughts and floods, water resource protection policy, the nature of the County's surface water hydrology and ground water hydrogeology (and the inter- relationships between the two), and interpretation of current and future studies and research in all areas of water resources. Interprets trends and implications from the data and reports, and recommends courses of action such as evaluating the state of the County's water resources, and assistance in planning for sustainable use and development of the resource . o Plans, designs and helps implement programs (such as a well observation network to monitor ground water) in conjunction with staff in other departments, to provide an `early warning system' for the County incases of droughts and floods and other impending water resource emergencies, and provide for long-term measurement of trends. o Coordinates new water resources research and studies, such as watershed technical studies, and coordination of the proposed feasibility study required beginning in 2008 to meet new Jordan Lake watershed nutrient management rules. o Convenes and facilitates a Water Resources Interdepartmental Team, to ensure information-sharing and coordination among the different departments and stakeholder agencies with responsibilities in water resources . o Evaluates, reviews and analyzes water resources reports and studies conducted at the national, state and regional level, alzd participates in such state and regional water resource programs as the County point of contact and liaison. Serves as the County's representative on the many state and regional water initiatives and work groups that affect the County's water supply (such as the Jordan Lake watershed stakeholder group, Upper Neuse River Basin, or the Triangle J Water Resources Advisory Committee), and reporting on the implications for Orange County from these initiatives to a variety of County boards and staff. o Expands and augments the existing Geographic Information System (GIS) water resources database, allowing greater use of this mapping and data tool for water resources planning . Up ated 091907 JOB TITLE: Permits Coordinator DEPARTMENT: Planning and Inspections, Orange County JOB SUMMARY: This position oversees the issuance of building, electrical, plumbing, and mechanical permits and coordinates approvals from other agencies, following appropriate approvals through the issuance of the Certificate of Occupancy (CO). Worlc includes solving problems with the permits and assuring all appropriate steps have been followed. MAJOR DUTIES: o Reviews permits for accuracy, determining which trades, zoning and other permits and reviews are needed and routing to appropriate staff and agencies to assure review on a timely basis; tracks permits through the approval process. o Coordinates with staff in the department as well as other departments, agencies and functions such as Environmental Health, Solid Waste, Land Records and Fire Marshal's Office; assesses fees; assures all appropriate approvals and fees are collected before CO is issued. o Enters permit information concerning various county approvals into systems and tracks data related to permits; notifies applicants of missing information needed before permits can be completed. o Works out issues arising with projects after permit issuance such as plans modifications, additions to project, withdrawal or suspension of project; serves as liaison between the field inspectors and the permit holder. o Is certified as a Code Compliance Officer in order to sign and issue permits; notifies applicants of approvals or of additional information needed; after assuring that all needed approvals have been obtained, signs and issues permits, collects fees. o Advises commercial permit applicants of various requirements for projects at each project level. o Notifies customer of all approvals needed and advises on ways to facilitate permit issuance. o Oversees the work of Permit Technicians, assuring quality data entry and information provided; makes data corrections; provides desk coverage when needed. o Answers questions from permit requesters and deals with complaints regarding the permitting and inspections process. o Worlcs with other staff in commercial plans review meetings; advises on permit requirements and processes. Permits Coordinator Page 2 ~~ o Updates Inspections web page; updates and keeps supplies of forms; creates handouts and brochures. o Verifies contractor licensure. o Maintains permit and inspection files. o Performs other related duties as assigned. KNOWLEDGE REQUIRED BY THE POSITION: o Expert knowledge of the NC Building Codes and NC Administration and Enforcement requirements., and of building inspection and permit acquisition process. o Knowledge of relevant county ordinances and regulations. o Knowledge of modern office practices and procedures. o Ability to deal with the public and co-workers with patience and sensitivity. o Ability to read building plans. o Ability to multi-task. o Slcill in maintaining files. o Skill in performing mathematical calculations. o Skill in entering data accurately and rapidly. o Slcill in operating such office equipment as a computer, typewriter, calculator, facsimile machine, and copier. o Slcill in utilizing environmental and building code software. o Slcill in dealing with the public. o Skill in oral and written communication SUPERVISORY CONTROLS: The Building Services Manager assigns work in terms of general instructions. Completed work is reviewed for accuracy and compliance with instructions and procedures. GUIDELINES: Guidelines include state and county building codes, relevant county ordinances and regulations, fee schedules, and department policies and procedures. Frequent interruptions contribute to the complexity of the work. SCOPE AND EFFECT: The purpose of this position is to track and accurately issue building, electrical, mechanical, and plumbing permits, and to assure other required permits are issued before a CO can be issued; to track permits, which helps assure timely and correct issuance of permits and good customer service, and which also contributes to the efficient operation of the department. PERSONAL CONTACTS: Contacts are typically with co-workers, property owners, contractors, architects, project managers, plumbers, electricians, builders, other county and municipal employees, and the general public. PURPOSE OF CONTACTS: Contacts are typically to give and exchange information and provide services, to educate citizens and contractors in the permitting process; to resolve permit issues; to obtain approvals from all required departments; and to assist office staff and inspectors with the permitting requirements and in using permitting software. PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table. WORK ENVIRONMENT: The work is typically performed in an office. SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None. MIIVIMIJM QUALIFICATIONS o Possession of or ability to obtain Building Inspector Level I certification by the State of NC and successful completion of NC Administration and Enforcement Code course. o Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent. o Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for two or more years.
