BACKGROUND: Planning staff and Hillsborough Planning staff met on August 24, 2007 with a group of citizens interested in seeking passenger rail service in Hillsborough to share knowledge, history and perspectives regarding establishment of a train stop. According to an article in The News of Orange County, passenger rail service in Hillsborough ceased in March of 1964 when the Southern Railroad discontinued daily service between Greensboro and Goldsboro. The article did not state when the station was demolished, however. The initial impetus of the group is to establish an AMTRAK stop in Hillsborough. The group is also seeking support to plan for future Triangle Transit Authority (TTA) commuter rail service to Hillsborough. The group discussed pros and cons of a train stop in Hillsborough, location options, actions needed to establish a train stop, and next steps. The proposed course of actions (next steps) are: • To obtain support of the local jurisdictions (Hillsborough and Orange County) through commitment of staff time to pursue this idea; • To obtain support of the local jurisdictions to contact NCDOT and AMTRAK to discuss issues and actions required to establish a Hillsborough train stop; • To contact other committees and organizations to further gauge interest by local citizens and businesses; and • To obtain a letter or resolution of support to submit to the North Carolina Division of State Contracts to request that AMTRAK determine the feasibility of adding a Hillsborough stop to an existing (Carolinian, Piedmont service) or planned future rail service. Over 366 local supporters of a train stop in Hillsborough have signed a petition asking AMTRAK (National Railroad Passenger Corp.), the Special Transit Advisory Committee (STAC), North Carolina Department of Transportation (NCDOT), North Carolina Railroad (NCRR), Orange County Government, Hillsborough Town Government, Triangle Transit Authority (TTA) and "any other appropriate agencies/entities" to work together towards establishing a train stop in Hillsborough. The Hillsborough Board of Commissioners, on September 10, 2007, authorized staff, the mayor and board members to make contact with other agencies to determine interest and steps needed to K pursue the endeavor. The Can-boro, Board of Aldermen, on September 18, also endorsed a resolution in support of the Hillsborough train stop. FINANCIAL IMPACT: There is no immediate direct financial impact associated with this item. Future impacts are unknown at this time. Karen Lincoln and/or Karen Markovics, transportation/land use planners, would be the County staff to assist in this effort. RECOMMENDATION(S): The Manager recommends that the Board authorize staff participation to research establishment of a Hillsborough train stop. July 23, 2007 Dear Board of Commissioners Town Hillsborough North Carolina, 27278 Thanks to the developers for giving /setting aside a section of the Collins/Boone property for community use. I would like to encourage the Town Board to include a train stop (multi -use: Amrak and local commuter transit) at this site. It is foreseeable that parking could be designed with multi -use in mind, e.g. daytime commuters and shoppers, then evening ball field parking. I am submitting for the public record this evening 366 signatures to date of people who have indicated they would like to see a train stop here in Hillsborough sooner than later. Many of these people have also indicated they are aware of the trains that already go through Hillsborough, where they go, and would take them if they stopped in Hillsborough. 326 of these signatures were obtained by just casually leaving a petition on the counter at CupAJoe's, a small coffee shop in Hillsborough, over the past 7 weeks. The other 40 were obtained at Walkable Hillsborough Day, June 2. So for the most part, this sampling of strong interest has. come without any special promotion - from people who have voluntarily expressed an interest in a train stop here having spotted this petition in downtown Hillsborough since early June. On. behalf of these petitioners and myself our thanks again to the developers and the Town Board for their efforts to use their creativity in considering and ultimately developing this set -aside acreage for the community already here and.the people that will move to this property with several purposes in mind, including a multi -use train stop.
