A regular meeting of the Hoard of Commissioners for the County of Orange,
North Carolina, convened at tho Courthouse, in Hillsboro, North Carolina, the
re puler place of meeting, at 10:00 o'clock, A.y ., on Jenvary L., 1954•
Present: Cha?.rmen R. 0. Forrest, and Commies inners Sim L. Eflaad and
R. J. fil, Robbs.
Absent: None.
Cpmmiss Sonor Hobbs introduced the following resolution which v+as reed;
RESOLUTION PROVIDING POR THE ISSII.ANCE OP
580,000 COURTHOSISE BOND ANTICIPATION
ROTES
BE IT RESOLVED by the Board of Commissioners for the County of Orange:
Section 1. That the Board of Cvmmi ssione rs has determined end does
hereby find and declare:
(a) That en order authorizing 580,000 Courthouse ??onda was finally pass ei
on October 5, 1953.
(b) Thet none of the Bald bonds has been issued and no notes are out-
standing which were issued in anticipation of the sale of said bonds.
Section 2. That in order to anticipate the receipt of the proceeds of a
like amount of snid Courthouse Bonds, a temporary loan of 580,000 is hereby
authorized to be evidenced by negotiable notes of the County of Orange desig~-
neted 'bourthouse Bond Anticipation llote s", rvhich not ea shall be dated Februar;
1, 1954, shell mature annually, November 1, 520,000 1955 to 1958, inclusly e,
without motion of prior payment, end shell beer interest ab ¢ rate or rates
to ba determined by the Loc el Government Commission at the time the notes are
sold, not exceeding (~ per annum, the interest upon said notes to be payable
on S'ag 1, 1951 and semi-annually thereafter on the first days of '.,fay and
November in each year upon the presentation and surrender of interest coupons
to be attached to said notes. Said notes shall be payable as to principal
end Snterest et such bank or trust company, shall have such denominations
and bear such numbers, es may be fixed by the Chairman of the Board.
Section 3. That said notes shall be signed by the Chairman of the Board
of Commissioners and by the Ro gister of Deeds and ex officio Clerk of said
Board, under the corporate seal of said Board, end shall have endorsed thereon
the vmitten approval of the County Attorney, and the interest coupons to be
attached to said notes shall be oxecuted with the manual signature of said
Register o.'. Deeds end ez officio Clerk, and the form of said notes shall be

The County of Orange, North Carolina, is justly indebted and for value
re cel.ved hersby promises to pay to the bearer on the 1st day of November,

required to happen, exist and be performed by the Constitution and laws of
North Carolina precedent to and in the lssunnce of this note have happened,

Section I}. That said fi80,000 Courthouse Bond Anticipation Notes, and el
other Sadebtedna ss heretofore contracted in the current fiscal year, does not
exceed two-thirds of the amount by which the outstanding indebtedness of the
County of Orange was reduced in the preceding fiscal year.
Section 5• That the action of the bounty Attorney in applying to the
Local Government Commission for the advertisement and sale of seid notes be
end the same is hereby ratified and confirmed.
Cosrmiseioner Hobbs moved the passage of the foregoing resolution entitle

pas sad by the following vote:

Three road petitions wars presented, as follows: Road in Hillsboro Tovm
chip running behind Cerr's Super idarket to Depot Roe d; Road in Chapel Hill
Township rvnnitu; from N. C, High:vev X86 to Albert fiev111e; Road in Bingham
Township running from graded road ~ mile South bf Buclshorn to one mile west.
These pet i.tions were ordered filed until such time whon the Board can make
investigations.
R. Hume Clsytor, County Dog '..enden, reported that durinv, the year 1 53,
he had impounded 828 doge, shot 120, vaccine fed 2370, found homes for 108,
and gas sed~720.

apse ared end presented their annual tenor t. Air. Barnes pointed out some of

the highlights and turned the report over to the Hoard for rurther study.
Upon motion, duly mode and seconded, the Hoard praised Mr. 4Satheson,
1Ar. 3arnes ¢nd s11 agricultural worlcara who participated in the Rural Progreso
Program, pointing out that it was through their efforts that enabled Oren,ae
County to win first prize over all other counties in the State.
htiss Ruth Thompson, Home Demonstration Agent, end ?u'iss Kathryn Pritchett,
Assistant, presented ¢ summary of the work done through their office for the
year ending December 31, 1953•
Upon motion of Commissioner Hobbs, seconded by Commissioner Efland, fitr.
F. C. Id02"rOw was appointed Electrical Inspector for the southern part of th¢
county.
IIpon motion, duly made and seconded, it was ordered that Eonner D. Sawyer
attorney, be paid 5100.00 for defending Edgar Rice who was triad at the Dec-
ember term of Superior Court on ¢ charge of first degree murder.
IIpon motion of Cammlasioner Efland, seconded by Commissioner Hobbs, the
followinG changes were ordered in Aid to H11nd Grants: Nancy Thom¢s increased
from .5"8.00 per month to 511.00 per month; Annie Vincent decreased from F'20.00
per month to 59.00 par month.
31r. L. J. Phions, Chairman of Orange County Hi-Centennial Committee, sub-
mitted en itemized account of the cost of the Hi-Centennial page¢nt and the
Orange Covnty Aistory gooks less disbursements, which left a balance bf
?8,998.61 to be paid by the county.
IIpon motion, duly made, seconded end unexilmouslg passed, S. M, G¢ttis,
County Accountant wee authorized to pay the uanaid bills totaling 58,990:61
