The Hoard of Commissioners £or the County of Orange, State of North
Carolina, mat in regular aesaion at the Courthouse in Hillsboro, the usual
place of meeting, at 10 o~clock A. hi., on December 7, 1953.
}dembers Present: Sim L. Efland and R. J. !.i. Hobbs, Commissioner a.
Members Absent: R. 0. Forrest, Ch¢lrman of Board of Cortm:i ssi oners.
In the absence of Chr.inaan Forrest, Commis Senor Efland acted as Che irma[
and culled the meeting to ardor.
tdr. Ed Barnes, As aiatant County Anent appeared and made a fine report on
the Rur¢1 Progre es Program for the gear. He stated they were hoping to rvin
top state honors for this program.
IIpon motion, duly made end seconded, it was ordered that Caswell TraininE
9 chool be sent 55.00 as a Christmas donation.
R. Hume Claytor, County dog warden, appeared and reported on his work
for the past month.
Miss Annie Strowd, County Superintendent of Public Vlelfare, appeared and
presented an Aid to Blind Grant for Lucy Reed, requesting $20.00 per month.

Grant w¢s approved.
IIpon motion of Commissioner Hobbs, ee evaded by Commissioner Efland, the
following resolution was unanimously adopted;
RESOLVED, That Pthe reas two terms of Superior Court regularly scheduled
for Orange County during 1953 were cancelled, and wheraaa the civil issue
docket has become congested by reason of numerous cases now Wending which
have not been tried, and the Board of Commissioners being oT the opinion that
svecial civil terms of Superior Court era ne cessarp:
NOW, THEREFORE, the Board of Commis Sonars of Orange County do hereby
respect ifully aslc and request the Honorable P:, A, Devi n, Chief Justice of
the Supreme Court of North Carolinn, that a special one weak term of the
Superior Court of Orange County for the triel. of'ciVil cases be set to begin
on February 15, 1954, and that a special one week term of Superior Court of
Orange County for the trial of civil cases be set to begin tpiil 5, 1954.
It is further resolved that ¢ certified coop of th ie resolution be sub-
mitted to the Chief Justice.
Two representatives of the J, 1.i. "Cleminshaw Company appeared and reports
that the revaluation program was incompla to and that three of the top officia:
of the it company had lost their lives in a plane crash.
The Board expressed its Borrow of the tragedy and gave them until Docomb
15th at 7:30 P. h7. to make a final report on the revaluation program.

NOV1, THEREFORE, IT' IS ACCORDINGLY ORDERED that the Durham Sank ?e Trust
Comnanp, Hillsboro Branch, be, end the said Hank is hereby specifically desig
ncted as the official deposi tarp of the funds of Orange County for the period
beginning as of the first dap of December, 1953, and ending on the Pirat dap
of December, 195k.
It is understood that said des lgn¢tion is made on the same terms and con.
tions as is net forth in the depos Story agreement made between the Hoard of
Commla sinners of Orange Covntp and the Durham Sank & Trust Company dated the
9th dap of April,-1951, as to the depositing in escrow with The Fidelity Bank
of Durham, North Carol Sue, bonds of the kinds set forth in said agreement of
not le sa than 517$,000 par value, and upon the same terms end conditions as i
set forth in the depos Story agreement made between the Board of Commissioners
of Orange County and the Durham Hank & Trust Company, dated the 9th day of
April, 1951y as to the depositing in escrow with Ste to -Planters Bank & Trust
Comnanp of ~l chmond, Virgi nla, bonds of the kinds set forth in said agra ement
of not less than $500,000 par value.
It is further ordered that S. M.Gattis, County Accountant, and E. ht.
Lynch, Clarlc of the Supsrior Court, are her ebp directed to deposit daily in
the aforesaid Durham Hanle & Trust Company, Hillsboro Branch, app and all fund:
or money belonging to the County of Orange, on app subdivision thereof, race i~

or collected by them as recuired under the provisions of Section 153-135 of th
General Statutes of North Carolina.
Upon motion of Commisai over Hobbs, seconded by Commissioner Efland, the
contract of iY. ;d. Huss & Company, to audit Orange County funds for the peer ~ i
beginning July 1, 1953 and ending Juno 30, 1954, et a nrlce of 51,500, was _~
approved.
Upon motion of Commi saioner Hobbs, seconded by Commissioner Efland,
S. L4. G¢ttis was appointed Tez Supervleor for a term of one year.
1Sr. Gatos then recommedded that the following persons be appointed Tex
Linters for the coming year:

Chanel Hill - Lemuel Cheek

Eno - Ltrs. T. D. Griffin

Now, Therefore, upon motion duly made and seconded, the above persons
were appointed Liat Takers for the yo ar 1954•
Upon motion of Commissioner Habbs, seconded by Commis sl oner Efland, The
News of Ore,ge County and The C}~pe1 H311 'Ne ekly were author lzed to run a
2 X 4 ad in their papers for two weeks notifLging the publ lc where they cea
purchase copies of the history book 'orange panty 1752-1952". -
IIpon motion duly made and seconded, S. CI. Gatos was authorized to Have
e st¢mn made of hie signature for use in endorsing 4lelfara Checks only.
Upon motion duly made ¢nd seconded, all county employe ea ware granted
permisslon to close their offices at 1 o'clock P. .f., December 24, 1953
through December 27, 1953, in observance of the Christmas Holidays; also
January 1, 1954 in pose-vance of New Year's Deg.
