PURPOSE: To consider awarding a bid to LeChase Construction Services, LLC, Durham,
North Carolina in an amount not to exceed $2,168,090 for the construction of the Solid Waste
Operations Center on Eubanks Road, Chapel Hill.
BACKGROUND: The Solid Waste Operations Center, which will be located adjacent to the
landfill on Eubanks road, has been under design for the last 2 years. The approximately 9,000
square foot building will include offices for all solid waste staff and amulti-purpose room with
capacity of approximately 75 people. The Board approved the final design of the building in
April 2006.
Bids for the project were received on September 13. Of the four bidders responding, LeChase
Construction Services LLC is the apparent low bidder. Five alternates that used reclaimed wood
from various county projects were included in the bid specifications. The building will be
constructed using the reclaimed wood as outlined in the alternates, except for that contained in
Alternate #4. Alternate #4 called for use of reclaimed wood as structural members in the
engineering wood room trusses. However, based on conversations with a manufacturer, it does
not appear that the commercial truss makers will agree to engineer, manufacture and accept
liability for roof trusses made of reclaimed wood. In collaboration among the architect,
contractor and County staff, recommendation is made to accept the base bid and the other four
alternates, all of which will utilize reclaimed wood in one form or another.
The project is expected to be completed within 270 days of the Notice to Proceed. Assuming
the contractor is able to submit bonds, insurance and other contract information in an expedient
manner, the project should be completed in late-Summer 2008. As a reminder, the Board has
previously approved cone-year lease for office space for the Solid Waste administrative staff
from November 1, 2007 through October 31, 2008 in order to fulfill the University's requirement
to vacate the current location by October 31, 2007 so the remediation of the hazardous waste
dumpsite could begin.
FINANCIAL IMPACT: Bids are awarded in an amount not to exceed $2,168,090. Funds in the
amount of $2.2 million were included in the recent alternative financing package approved by
the Commissioners. The complete project costs including design, construction and other owner
responsibilities associated with construction can be met by the available funding.
RECOMMENDATION(S): The Manager recommends that the Board award a contract for
construction of the Solid Waste administrative offices to LeChase Construction Services, LLC, in
the amount of $2,168,090; and authorize the County Manager to execute and report to the
Board change orders as may be required up to the amount of the project budget.

The bid opening for construction of the Orange County Solid Waste Operations Center
concluded September 13. 200?, with proposals from four general contr-actor-s. We have
reviewed the proposals and recommend award of the contact to the low bidder, LeChase
Construction Services. LLC, as follows:
Base Bid $2,227,900.
Altemate I -deduct (,24.630.)
Altemate 2 -deduct (35, 180.)
Altemate 3 - no change 0.
Alternate 5 - no change 0.
