PURPOSE: To consider approving a change order that includes installation of a water storage
tank; use of a temporary generator; winter cover crop seeding; and spring field prep for the West
Ten Soccer Center. In addition, the change order includes a credit due to the Hunter Industries
irrigation products provided by the County and not the contractor as a result of the US Soccer
Foundation grant award.
BACKGROUND: In June of 2007, the Board awarded a contract in the amount of $530,463 to
Carolina Green Corporation, for field development and irrigation at the soccer complex. The
Board is being asked to approve a $118,552 change order that will cover the following items:
• $105, 582 is added to the contract to provide and install a 25,000 gallon fiberglass
underground storage tank (UST) that will be used to provide irrigation for the fields. The
UST was not part of the original bid since the capacity of the wells that would be used to
provide water for irrigation was unclear as was the location of the wells -both of these
factors are key in the determination of the price and sizing of the UST. Following
installation of the UST and associated piping (8-10 week lead time for delivery of tank),
the County will be able to reduce the expense of water used for irrigation, since the City of
Mebane water connection would only be used for irrigation if the wells became non-
functional
• $13,430 is added to the contract to seed two fields with winter rye, remove it in the spring
and prepare the fields for sprigging with Bermuda grass. Per previous discussion with the
Board, two fields were not ready for Bermuda sprigs by the deadline far their application.
Rather than install sod at substantial additional cost ($97,000+/-), a cover crop will be
planted for erosion control over the winter and then removed in the spring when it is
appropriate to plant the Bermuda sprigs.
• $620 is added to the contract to cover the cost of a generator, used for less than one
week, to operate the irrigation controller during the critical period between sprigging and
a
the provision of permanent power to the site. The sprigs required the immediate
application of water when they were initially installed.
• $1,080 is deducted from the contract. The Hunter Industries products provided as part of
the $50,000 US Soccer Foundation grant in addition to items included in the contract
were in the amount of $1,080.
FINANCIAL IMPACT: This change order falls within funding allocated by the Board in the
spring of 2007 and projected for this use. No additional funding is requested.
RECOMMENDATION(S): The Manager recommends that the Board approve a change order
in the amount of $118,552 for the work specified; and authorize the Manager to sign and report
this and other change orders that may occur within the project up to the amount of budgeted
funds.
