PURPOSE: To approve the salary of the new Orange County Elections Director.
BACKGROUND: Section 163-35 of the North Carolina General Statutes contains provisions for
the appointment, compensation and duties of a County Director of Elections. Whenever a
vacancy occurs in that office, it is the responsibility of the County Board of Elections to submit
the name of the person it recommends to fill the vacancy to the Executive Director-Secretary of
the State Board of Elections, who shall issue a letter of appointment.
Barry Garner, Orange County Elections Director since 2006, terminated employment effective
November 9, 2007. The Orange County Board of Elections conducted a successful national
search. The Board voted unanimously to recommend to the State Board of Elections that Tracy
Reams be appointed to succeed Mr. Garner as Elections Director for Orange County effective
January 2008.
NCGS Section 163-35 provides that the County Board of Elections recommends the salary of
the Director of Elections, which is approved by the Board of County Commissioners. The
Orange County Board of Elections has recommended that the salary for Tracy Reams be set at
$75,000, which is between the minimum and the midpoint for Salary Grade 27.
FINANCIAL IMPACT: Funding for the salary and benefits for this position are included in the
2007-08 Manager's Recommended Budget for the Elections Department.
RECOMMENDATION(S): The Manager recommends that the Board of County Commissioners
approve the Elections Director salary as recommended by the Orange County Board of
Elections.
