BACKGROUND: On June 12, 2007, the Board awarded a contract for the development of fields surfaced and irrigation at the soccer complex to Carolina Green Corporation. A perimeter- fencing contract was approved on June 26, 2007 and was recently completed. To date, four fields at the complex have been sprigged, with the remaining two to be sprigged in the spring. Installation of the irrigation system is complete. Two wells have been completed. The second portion of the project - or Phase II, includes the restroom building, field lighting, parking, drainage, walking track and required landscaping. Plans and Specifications were developed by Corley Redfoot Zack and staff. Staff had included sustainable features as standard items, and the amenities to be part of the restroom building are: day lighting, motion lighting, and low flow fixtures. Bids were received on Tuesday, November 27, 2007 with eight bidders responding. The lowest responsible bidder that was responsive is Brooks Construction of Greensboro, North Carolina at a total cost of $1,660,933. This amount includes one alternate for a laminated wood shelter in the amount of $39,600. FINANCIAL IMPACT: The total construction budget for this project is $ 2,720,000, with $839,816 being expended for Phase I items, thereby leaving a balance of $1,880,184 for Phase 11 work. The recommended bid award amount is $1,660,993, leaving a balance of $219,251 to address any change orders that may arise during the project and to purchase needed site 2 furnishings. No additional capital funds beyond those previously allocated is projected through completion of the project. Operating costs for FY 2008-2009 are estimated at $320,000 - $325,000. RECOMMENDATION(S): The Manager recommends that the Board award a bid and approve a contract to Brooks Construction in an amount not to exceed $1,660,933 for construction of Phase II of West Ten Soccer Center; authorize the Chair to sign on behalf of the Board; and authorize the Manager or her designate to execute and report to the Board any future change orders within the project budget as may be appropriate. ~,~ga6~ ~yµx $~. Eight bids were received. Please see the attached certified Bid Tabulation. The apparent low bidder for the project is Brooks Lumber Company, Inc., dba Brooks General Contractors, of Greensboro, NC, with a Base Bid of X1,621,333 and a cost of X39,600 for Alternate #1, the laminated woad shelter. We have attached a copy of their proposal. We recommend tz'tat Orange County accept the proposal from Brooks General Contractors for a total contract of $1,660,933.00.
