PURPOSE: To approve a revised adoption timeline for the proposed 2008-18 Capital
Investment Plan.
BACKGROUND:
The Board of County Commissioners received the proposed 2008-18 County and Schools
Capital Investment Plan (CIP) (http://www.co.orange.nc.us/budget/2008-18CIP-
ManagerRecommended.asp) on November 5, 2007 and during their November 13, 2007 work
session, Commissioners and staff had an opportunity to exchange ideas about the proposal.
The plan presented to the Board included funded capital needs for the County, Chapel Hill
Carrboro City Schools and Orange County Schools as well as unfunded needs for the County
and Chapel Hill Carrboro City Schools. Due to transitioning from the former Superintendent to
the newly hired one, the Orange County School Board had an opportunity to review and
approve that District's unfunded capital needs for the ten-year period of 2008-18 and
consequently a list of unfunded needs for the District were absent from the County's proposed
Capital Investment Plan.
On November 15, 2007, Commissioners conducted a public hearing on the proposed 2008-18
CIP where five residents addressed the Board and stated their support of specific projects and
capital needs:
additional clinic and office space for the County's Health Department
~. additional client and office space for the Department of Social Services
creation of a southwest branch of the Hyconeechee Public bibrary
~: unfunded needs identified by the Chapel Hill Carrboro City Schools
Recognizing the need for additional information, including a list of unfunded needs for Orange
County Schools, Commissioners acknowledged that they would be unable to adopt the 2008-18
capital plan on their originally targeted date of December 3, 2007.

Revised 2008-18 CIP Timeline
On August 30, 2007, Commissioners approved an aggressive CIP timeline that targeted
December 3, 2007 as the adoption date of the 2008-18 Capital Investment Plan. Given the fact
that there have been a number of outstanding CIP related items, such as identification of OCS
unfunded capital needs and possible funding plans for all unfunded needs, it is clear that the
Board and public need additional time before adoption of the plan. The Revised 2008-18 .
Capital Investment Timeline (below), offers an updated timeline for adoption of the plan. The
revised timeline below incorporates a number of new items requested by the Board including
presentation of Orange County Schools unfunded capital needs, addition of a second 2008-18
CIP related Public Hearing, and discussions during January and February 2008 regarding the
recently authorized local revenue options.

FINANCIAL IMPACT: There is no financial impact with approving the revised timeline.
RECOMMENDATION(S): The Manager recommends that the Board of County Commissioners
approve a revised adoption timeline for the proposed 2008-18 Capital Investment Plan.
