Orange County Combined List Map PURPOSE: To consider a resolution (Attachment 1) endorsing transportation projects within the Triangle Area Rural Planning Organization (TARPO) planning area for State scoring and ultimate consideration of inclusion in the 2018-2027 Statewide Transportation Improvement Program (STIP). BACKGROUND: Biennially, the North Carolina Board of Transportation (BOT) adopts a multi- year Statewide Transportation Improvement Program (STIP) containing funding and scheduling information for transportation projects throughout the state including those for highways, aviation facilities, public transportation, ferry travel, freight rail, and bicycle and pedestrian facilities. The STIP is the major tool the State uses for the implementation of locally and regionally adopted transportation plans, from which projects are conceived for programming consideration. In 2013 and 2014, the State, in conjunction with the metropolitan planning organizations (MPOs) and rural planning organizations (RPOs) throughout the state, completed the prioritization process for the 2016-2025 STIP, which was adopted by the North Carolina Board of Transportation in June 2015. The State is once again beginning the process of developing the 2018-2027 STIP, which is scheduled to be finalized and adopted in July 2017, and has requested that MPOs and RPOs develop transportation project priorities to be submitted for scoring for ultimate consideration in the STIP. Implicit in this process is the application of the Strategic Mobility Formula (SMF) developed as part of the Strategic Transportation Investments (STI) legislation, as well as a scoring methodology used to rank/prioritize projects. The scoring methodology is known as Strategic Planning Office of Transportation (SPOT) scoring and considers metrics related to congestion, benefit-cost, and safety, among others. The last iteration of project scoring was known as SPOT 3.0, and the next iteration of project scoring is known as SPOT 4.0. At its June 2, 2015 meeting, the BOCC adopted a resolution endorsing Orange County's transportation project priority list for projects located within the TARPO planning area. This list was combined with project lists from the other TARPO member jurisdictions to create an exhaustive list of all projects within its boundaries to consider for submitting to the State for scoring and ultimate consideration of inclusion within the STIP. For SPOT 4.0, the North Carolina Department of Transportation (NCDOT) has limited TARPO to a total of 12 "new" projects that can be submitted per mode, but is allowing all RPOs and MPOs to continue to submit any "carry-over" projects for consideration that: 1) Were previously supported by RPOs, MPOs and NCDOT divisions through the assignment of local inputs; 2) Were included in the developmental portion (years 2021-2025) of the 2016-2025 STIP; 3) Were siblings of projects funded in the 2016-2025 STIP; or 4) Had their required environmental document underway or completed. Any project that does not meet the preceding criteria is considered a "new" project. A Prioritization subcommittee was appointed by the TARPO Transportation Advisory Committee JAC) to determine which projects submitted by all member jurisdictions would be included in TARPO's allotment of "new" projects to submit for State scoring. The TARPO Prioritization subcommittee developed its recommendation and is requesting that the BOCC adopt the attached resolution (Attachment 1) endorsing the RPO's submission of up to 12 "new" projects by mode (Attachment 2). This list of 12 "new" projects by mode includes all "new" projects for the entire TARPO planning area (Lee and Moore counties and portions of Chatham and Orange counties). Projects located within Orange County on this list are underlined and italicized. A combined list of all Orange County projects, including both "carry-over" and "new" projects, is provided as Attachment 3. A map depicting the locations of all projects on the combined project list is provided as Attachment 4. The attached combined project list (Attachment 3) also lists the projects that were endorsed by the BOCC at its June 2, 2015 meeting that did not make the final cut to be submitted to the State for scoring or consideration of inclusion in the STIP. These projects were not recommended by the TARPO Prioritization subcommittee because they are categorized as bicycle infrastructure projects that would require the County to provide a 20% local match and to administer the implementation of the project. For more detailed descriptions of the listed projects, refer to Item 6-i, Attachment 4 of the June 2, 2015 BOCC meeting agenda materials, which is accessible using the following weblink: 3 hp://www.oranecount�nc. ov/15002.pdf Next Steps/Timeline Based on the State's timeline for the adoption of its final 2018-2027 STIP, new projects, project deletions from the existing database, or changes to project descriptions are to be entered into the new SPOT 4.0 database in October for scoring by the State. Once scores for each project are received in late 2015 or early 2016, the BOCC will be given the opportunity to rank the Orange County projects on the TARPO list in priority order to act as a guide for both Transportation Coordinating Committee and TAC representatives from Orange County to strategize/prioritize their assignment of local input points to projects during TARPO's internal local input process. MPO Planning Area Proiects Although this item only involves projects within the portion of Orange County in the TARPO planning area, the Durham-Chapel Hill-Carrboro (DCHC) and Burlington-Graham MPOs have similar internal processes for determining which projects throughout each planning area will be submitted to the State for scoring among those submitted by local member jurisdictions. The MPO processes do not require BOCC action to carry out their internal project scoring and submission procedures. FINANCIAL IMPACT: There is no immediate financial impact associated with this item. All Orange County projects that will be submitted for State scoring and consideration of inclusion in the STIP are highway projects that, if programmed, will be funded and administered in whole by the State. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to this agenda item: • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY The creation and preservation of infrastructure, policies, programs and funding necessary for residents to provide shelter, food, clothing and medical care for themselves and their dependents. • GOAL: CREATE A SAFE COMMUNITY The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang activity, substance abuse and domestic violence. The proposed Orange County transportation projects are intended to improve mobility for County residents to better access jobs, social services, essential goods, personal services, and healthcare and to encourage economic development within the County that would create additional economic opportunity. The proposed Orange County projects are also intended to create a safer transportation network that would reduce the frequency and severity of vehicle accidents on subject transportation facilities. RECOMMENDATION(S): The Manager recommends that the Board adopt the resolution (Attachment 1) endorsing TARPO's list of "new" projects to submit for State scoring and consideration of inclusion in the 2018-2027 STIP. RES-2015-047 4 Attachment 1: Draft Resolution ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS A RESOLUTION ENDORSING THE TARPO PROJECT LIST DEVELOPED FOR CONSIDERATION IN NCDOT PRIORITIZATION 4.0 WHEREAS, Orange County is a member of the Triangle Area Rural Planning Organization, which is responsible for regional transportation planning activities in Lee and Moore Counties and portions of Orange and Chatham Counties; and WHEREAS, the North Carolina Department of Transportation has established the Prioritization 4.0 process to identify, score, and select transportation projects for funding in the 2018-2027 Statewide Transportation Improvement Program; and WHEREAS, the North Carolina Department of Transportation has given the Triangle Area Rural Planning Organization the authority to select projects to be submitted for funding consideration; and WHEREAS, the Triangle Area Rural Planning Organization has established a Prioritization Subcommittee to develop a draft list of projects to be submitted for Prioritization 4.0; and WHEREAS, the Triangle Area Rural Planning Organization has requested endorsement of this draft project list by its local government partners in the region; and WHEREAS, the Orange County Board of Commissioners has given due consideration to the draft list of projects recommended by the Prioritization Subcommittee; NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners that the Board hereby endorses the draft Prioritization 4.0 list of new projects as developed by the Triangle Area Rural Planning Organization Prioritization Subcommittee.
