BACKGROUND: The Orange County Arts Commission awards grants for art programs to local artists, schools and nonprofit organizations from funds received from the state and Orange County government for this purpose. These funds are distributed for arts projects in all arts disciplines. Each grant recipient must match the granted amount at least dollar for dollar in order to receive funding. FINANCIAL IMPACT: The $30,878 in state Grassroots Program funds awarded to the Arts Commission in FY2015-16 — for Arts Commission purposes and for granting to outside nonprofit agencies sponsoring arts projects — represents a pass through of state funds. As always, grants to individual artists are paid from County funds allocated by the BOCC for local arts grants during FY2015-16. In this cycle, $300 in County funds was awarded to an individual artist. Any additional state Grassroots Program funds awarded to the Arts Commission in FY2015-16 will be used to help support local arts programming and Arts Commission programs. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to this agenda item: GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND INEQUITY The fair treatment and meaningful involvement of all people regardless of race or color; religious or philosophical beliefs; sex; gender or sexual orientation; national origin or ethnic background; age; military service; disability; and familial, residential or economic status. 2 The impact for traditionally under-served populations and geographic location is a part of the grant evaluation criteria across all of the Commission's grant categories. RECOMMENDATION(S): The Manager recommends that the Board acknowledge the local recipients of these awards during the September 15, 2015 meeting with the presentation of checks by the Board Chair.
