PURPOSE: To amend the Orange County Classification and Pay Plan to add or revise various
classifications.
BACKGROUND: Occasionally in local government, the duties, responsibilities and other
factors that potentially affect the accurate classification of a position evolve over time. Section
5.1 of Article VI of the Orange County Personnel Ordinance provides that the Board of County
Commissioners adopts the position classification plan and approves any amendment to:
• Add or delete a class;
• Change the title of an existing class; or
• Revise the salary grade of an established class.
The County's process for addressing such situations is outlined in Article VI, Section 7 of the
Personnel Ordinance. Personnel staff, along with analytical support provided under a contract
with The MAPS Group, reviewed the duties and responsibilities of each position and compared
the duties and responsibilities to the following existing County positions.
Animal Services Director- The Department has proposed and the Personnel Department
concurs with the reclassification of the Animal Services Director from grade 24 to grade 29.
This reclassification is warranted by a variety of factors, including but not limited to:
• Alignment with other Department Head positions with comparable duties and
responsibilities;
• Increased number of staff in three locations;
Expansion of Department programs and services to the public; and
Leadership on a variety of sensitive and publicly-visible issues, and support to an
advisory board and a variety of ad hoc and technical work groups.
Shelter Operations Manager -Animal Services -The Department has proposed and the
Personnel Department concurs with the reclassification of the Shelter Operations Manager from
grade 14 to grade 16. Reclassification is warranted by:

• Direct supervision of 8 full-time permanent employees and several temporary employees;
• Responsibility for facility management;
• Expanded duties due to an increased number of shelter programs and activities;
• Assistance with research and implementation, of shelter policies and procedures due to
program changes; and
• Alignment with comparable supervisory positions in EMS and Register of Deeds.
Communications Operations Manager -EMS -The Department has recommended and the
Personnel Department concurs with the reclassification of the Training Officer/Communications
at grade 16 to a new classification of Communications Operations Manager at grade 19. This
request is warranted by:
• Direct supervision and management of 27 employees working 24/7;
• Increased emphasis on the planning, evaluation and delivery of specialized training
programs to an increased number of staff members; and an
• An increase in training mandates by the State and other regulatory agencies.
Communications Manager- Visitors Bureau -The Department has recommended, and the
Personnel Department concurs with the re-titling and reclassification of Communications
Specialist at grade 17 to Communications Manager at grade 19. This request is warranted by:
• Alignment with the position of Sales Director in the Visitors Bureau, which has
comparable responsibilities and representation roles;
• Supervision of employees and facilities management of the Visitors Center; and
• Oversight of publications and promotional materials, including the design and
maintenance of the enhanced website for area tourism programs.
In summary, Personnel staff (again working with analytical support from The MAPS Group)
recommends that the Board approve amendments to the position classification plan that will
facilitate the Personnel Department's reclassification of the following existing positions:

FINANCIAL IMPACT: Adequate funding for each of the new positions in the proposed
classifications has been included in the respective departmental appropriations in the B000-
approved budget for FY 2007-08.
RECOMMENDATION(S): The Manager recommends that the Board amend the Classification
and Pay Plan, as outlined in the table above to:
• Add one (1) new class of Communications Operations Manager;
• Reclassify the salary grade of two (2) existing job classes (Animal Services Director and
Shelter Operations Manager); and
• Re-title one (1) class (Communications Specialist to Communications Manager) and
reclassify the salary grade.

JOB SL~v]:MARY: This position is responsible for overseeing the health care and general
conditions of all shelter animals, including cleaning, feeding and medications.
MAJOR DUTIES:
o Oversees the daily operation of the County's animal shelter, including making
work and schedule assignments to Care Technicians and Health Technicians and
associated volunteers and community workers, assuring shelter operations meet
County and state standards
o Develops work plans for staff and evaluates performance; participates in hiring
and any needed discipline activities.
o Develops and implements recommended policies and procedures in areas of
animal husbandry practices, medical program, behavior program, adoption
program and shelter operations, and ensures adopted policies and procedures are
adhered to in the workplace.
o Assures cleanliness and safety of building and animal areas.
o Fills in for the Shelter Director when needed; assists with work of volunteer
services and with public and community contact.
o Oversees health examinations, spay/neuter program and emergencies.
o Oversees adoption programs including adoption counseling and training; contacts
animal placement and community groups as needed..
o Investigates complaints as needed.
o Assists in preparation and monitoring of division budget.
o Serves in an on-call responsibility for response to animal emergencies after hours.
o Coordinates and participates in the euthanasia program; oversees the ordering of
supplies and the security of controlled substances; records and secures all
controlled substances
o Ensures that kennel and cattery policies and procedures and disease management
protocols are followed.

o Coordinates transportation of animals to spay/neuter clinic, off site adoption
stations and other locations.
o Supervises animal care staff in cleaning, feeding and medicating procedures.
o Oversees general maintenance of the shelter; contacts Public Works to report
repairs needed.
o Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
o Knowledge of animal care, animal handling and animal health.
o Knowledge of disease symptomatology and medical procedures.
o Knowledge of cleaning techniques, sterilization procedures and basic sanitation
rules.
o Knowledge of animal restraint, animal temperament and behavior modification.
o Knowledge of shelter's standard operating policies and procedures.
o Knowledge of rules and regulations regarding adoptions.
o Skill in operating a computer.
o Skill in training and supervision.
o Skill in public and interpersonal relations.
o Skill in oral and written communication.
SUPERVISORY CONTROLS: The Shelter Director assigns work in terms of very
general instructions. Completed work is spot-checked for accuracy, compliance with
procedures, and the nature and propriety of the final results.
GUIDELINES: Guidelines include federal and state laws and regulations, local animal
control and health ordinances, and department policies, procedures and manuals. These
guidelines are generally clear and specific, but may require some interpretation in
application.

COMPLEXITY: The work consists of overseeing the health care and general conditions
of the animals in the shelter. Handling a variety of new crisis situations on an ongoing
basis contributes to the complexity of the work.
SCOPE AND EFFECT: The purpose of this position is to ensure that shelter animals
receives the best qualify of care. Successful performance helps ensure that animals

remain healthy which increases their chances of being adopted and removed from the
shelter.
PERSONAL CONTACTS: Contacts are typically with local veterinarians, medical
supply customer service representatives, drug company representatives, members of
rescue organizations, animal control officers, coworkers, and the general public.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information,
resolve problems and provide services.

PHYSICAL DEMANDS: The work is typically performed while sitting, standing,
walking, bending, crouching, or stooping. The employee frequently lifts light and heavy
objects; uses tools or equipment requiring a high degree of dexterity; and distinguishes
between shades of color.
WORK ENVIRONMENT: The work is typically performed in an office and
occasionally outdoors where the employee may be exposed to noise, dust, dirt,
contagious or infectious diseases or irritating chemicals, and inclement weather. Work
requires the use of protective devices such as masks, goggles or gloves.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct
supervision over Health Care Technician (2) and Animal Care Technician (6).
MINIMUM QUALIFICATIONS:
o Knowledge and level of competency commonly associated with completion of
specialized training in the field of work, in addition to basic skills typically
associated with a high school education.
o Experience sufficient to thoroughly understand the work of subordinate
.positions to be able to answer questions and resolve problems, usually
associated with one to three years animal shelter experience or service.
o Possession of or ability to readily obtain a valid driver's license issued by the
State of North Carolina for the type of vehicle or equipment operated.
JOB TITLE: Communications Operations Manager
DEPARTMENT: Emergency Management,- Orange County

JOB SUMMARY: This position is responsible for supervising the daily operations of the
Communications Division and the Telecommunicators working in that section, while overseeing the
communications training program, including initial training of new personnel and ongoing training
and quality control.
MAJOR DUTIES:
o Oversees the daily operations of the E-911, working through Communications Supervisors;
assures shift coverage with appropriately trained staff; participates in hiring and disciplinary
actions; conducts performance appraisals.
o Directs the E-911 Teaching Institution; plans, prepares and coordinates comprehensive
program for new employees and for continuing education; identifies and supervises
instructors.
o Serves as a liaison with other teaching institutions; delivers and conducts training locally
and across the state on a variety of topics.
o Coordinates the maintenance of training records for al in-house communications personnel
and students attending mandated certified training.
o Manages the training of emergency medical dispatch staff in procedures and medical
questioning required to handle emergency medical calls; recommends changes in protocols;
rewrites and recommends changes in EMT training programs and protocols
o Administers the EMD quality improvement program; monitors employees daily for
compliance with EMD patient care protocols and documentation; monitors employees for
compliance with protocols and policies; conducts quality reviews; prepares reports of
quality activities.
o Serves as the division supervisor in the absence of the EM Deputy Director; assists in
budget preparation and other division management tasks as needed.
o Responds to incidents when needed; functions within incident command structure of large-
scale incidents; coordinates communications activities and resource allocation with mutual
aid agencies.
o Works as a command-staff level manger in the County EOC during times of activation for
weather or other widespread emergencies.

O Develops and modifies standard communications operating policies and procedures to
maintain and exceed the national expected standard of care.
o Serves as TAC for the agency DCI system.
o Interprets and clarifies policy changes for department personnel.
o Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
o Extensive knowledge of E -911 systems, systems design and components
o Extensive knowledge of management principles and practices, and of budgeting cost
estimating and fiscal management.
o Knowledge of applicable federal, state, and local laws and department policies and

SUPERVISORY CONTROLS: The Deputy Emergency Management Director/Communications.

duties performed contributes to the complexity of the work.
SCOPE AND EFFECT: 'The purpose of this position is to oversee daily operations and to train
department personnel and ensure all personnel are properly certified. Successful performance
contributes to the effective operation of the department and the protection of community life and
property.
PERSONAL CONTACTS: Contacts are typically with co-workers, other county employees,
representatives of other public safety agencies,. representatives of service and support agencies, and
the general public.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve
problems, provide services, train employees in technical procedures, motivate personnel, and settle
matters.

employee occasionally lifts light objects and uses equipment requiring a high degree of dexterity.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision
over Telecommunications personnel working shifts with 24/7 coverage. .

training in the field of work, in addition to basic skills typically associated with a high
school education.
o Experience sufficient to thoroughly understand the work of subordinate positions to be able
to answer questions and resolve problems, usually associated with three to five years
experience or service. •
o Possession or ability to obtain Division of Criminal Information (DCI), Emergency
Medical Dispatch (EMD); Cardiopulmonary Resuscitation (CPR) and Incident Command
System (ICS) certifications; Accredited School Director, Telecommunicator General
Instruction and Level I EMS Instructor.
