PURPOSE: To consider awarding a bid to Triad Freightliner of Greensboro, North
Carolina for a Hook Truck to be utilized by Orange County Solid Waste at the solid
waste convenience centers.
BACKGROUND: The 2007-08 budget includes plans for the replacement of a Dump
Truck with a l-look-Lift Truck. This new truck will be used to assist the present truck and
act as a backup vehicle for the current truck which services bulk roll-off containers at the
County's five solid waste convenience centers (SWCC). During FY2006-07 and the
present FY2007-08, the Sanitation Division has transitioned to a containerized system
versus the old system of non-containment for bulk materials. Materials collected
individually include appliances, clean wood, construction and demolition material,
mattresses, metal, tires and yard waste. This transition has proven to be very efficient.
Thirty-four (34) roll-off containers are presently stationed at the five SWCC's and
approximately ten are serviced each day, except Sunday. The ability to guarantee the
necessary collection of these items is the primary concern since the present truck
operates every day except Sunday. When the present truck is scheduled for service or
must be repaired, either in-house or transported to an outside vendor for repair,
containers are either not serviced and material is placed upon the ground when the
container reaches its capacity, or a private contractor is utilized at a cost of $125 per
pull per container.
Orange County's requirements were advertised and eleven vendors were solicited for
Orange County's bid number 267. Four vendors submitted bids. Pursuant to the
attached bid tabulation, Triad Freightliner of Greensboro, North Carolina submitted the
lowest responsible bid that was responsive at a delivered cost of $144,821 for a
Freightliner FLD120 SD cab & chassis with an automatic transmission and a
Swaploader SL 650 Hoist.
FINANCIAL IMPACT: The purchase price of the truck is $144,821. Sufficient funds
were allocated within the FY 2007-2008 Solid Waste budget to purchase the truck over
a three-year period. However, staff recommends that it be financed over a 59-month
period to take advantage of prevailing low interest rates and to improve the cash
position of the Landfill enterprise fund. Assuming that financing can be obtained at a 4%
interest rate, the estimated annual payments for the truck for the next five years should
be roughly $31,300.
RECOMMENDATION(S): The Manager recommends that the Board award bid
number 267 to Triad Freightliner of Greensboro, North Carolina at a delivered cost of
$144,821; and authorize the Purchasing Director to execute the necessary paperwork.
