DocuSign Envelope ID: B3F2DE33-B038-4BE5-825E-715B2AB5F376 [Departmental Use Only] TITLE AFTA's A&EPV Study FY FY16-18 ORANGE COUNTY CONTRACT UNDER$15,000.00 NORTH CAROLINA THIS AGREEMENT,made and entered into this 17th day of July,2015, ("Effective Date")by and between Orange County, North Carolina, a body politic and corporate organized under the laws of the State of North Carolina, (the "County"), party of the fast part; and Americans for the Arts (the "Provider"), party of the second pant; WITNESSETH: For the purpose and subject to the terms and conditions hereinafter set forth, the County hereby contracts for the services of the Provider, and the Provider agrees to provide the following services to the County in accordance with the terms of this Agreement,time being of the essence: The services and/or materials (hereinafter referred to collectively as "Services") to be furnished under this Agreement are as follows: For Arts &Economic Prosperity V (5t"national study of the economic impact of spending by nonprofit arts and culture organizations and their audiences), Americans for the Arts will provide training, technical assistance and support; arts organization and audience spending survey instruments; data entry, data cleaning, authentication, and tabulation; and state-of-the-art economic input- output analysis; a customized final report on the arts economic findings for Orange County; a 2-page summary and a 1-page flyer on findings for Orange County; national report findings (including summary report, brochures, PowerPoint presentation); sample press release; the Partner Toolkit; summary of the findings of each local community that joins the study as a local partner; and local and national visibility and advocacy - as provided in Exhibit A Scope of Services, which is attached and incorporated by reference. Payment shall be in three equal payments ($1,366.67 each) spread across three calendar years. The term of this agreement rendered shall be from July 17, 2015 to July 17,2017. Provider represents and agrees that Provider is qualified to perform and fully capable of performing and providing the services required or necessary under this Agreement in a fully competent, professional and timely manner to the satisfaction of the County. Provider shall be responsible for all errors or omissions, in the performance of the Agreement. Provider shall correct any and all errors, omissions, discrepancies, ambiguities,mistakes or conflicts at no additional cost to the County. Provider agrees that Provider shall not sub-contract any of the services to be provided in this Agreement, nor shall Provider assign any right or responsibility granted or required by this Agreement,without the prior written approval of the County. SPECIFIC TERMS 1. Payment: The County agrees to pay at the rates specified for Services satisfactorily performed in accord with this Agreement. The amount to be paid by the County shall not exceed four thousand and one hundred dollars, ($4,100). Payment shall be made within thirty (30) days of an invoice properly submitted to County. Should Provider fail to perform its duties under the terms of this Agreement, County may, without fault or penalty, withhold any payment associated with the work-to be performed until such time as said work is completed. 2. Non—waiver: Failure by County at any time to require the performance by Provider of any of the provisions hereof shall in no way waive or affect the County's right hereunder to enforce the same,nor shall any waiver by the County of any breach be held to be a waiver of any succeeding breach or a waiver of this Non-Waiver Clause. Independent Contractor: The Provider shall operate as an independent contractor and the County shall not be responsible for any of the Provider's acts or omissions. The Provider shall not be treated as an employee with respect to the Services performed hereunder for federal or state tax, unemployment or workers' compensation purposes. The Provider understands that neither federal, nor state, nor payroll tax of any kind shall be withheld or paid by the County on behalf of the Provider or the employees of the Provider. 4. Insurance: Provider shall obtain, at its sole expense, Commercial General Liability Insurance, Automobile Insurance, Workers' Compensation Insurance, and any additional insurance as may be required by Owner's Risk Manager as such insurance requirements are described in the Orange County Risk Transfer Policy and Orange County Minimum Insurance Coverage Requirements (each document is incorporated herein by reference and may be viewed at http://oran e� c� oun ne. ov/purchasing,contracts.asp). If Owner's Risk Manager determines additional insurance coverage is required such additional insurance shall consist of N/A (if no additional insurance required mark N/A as being not applicable). Provider shall not commence work until such insurance is in effect and certification thereof has been received by the Owner's Risk Manager. 5. Indemni : The Provider agrees to defend, indemnify, and hold harmless Orange County from all losses, liabilities, claims, demands, suits, costs, damages or expenses (including reasonable attorney's fees) arising from bodily injury, including death, to any person or persons or damage to or destruction of any property caused in whole or in part by any negligent or intentional act or omission on the part of the Provider. 6. Termination: This Agreement may be terminated at any time by mutual written agreement of the parties or by the County upon written notice to the Provider. 7. Entire Agreement and Signatures: The parties have read this Agreement and agree to be bound by all of its terms, and further agree that it constitutes the complete and exclusive statement of the Agreement between the parties unless and until modified in writing and signed by the parties. This Agreement together with any amendments or modifications may be executed electronically. All electronic signatures affixed hereto evidence the intent of the Parties to comply with Article I IA and Article 40 of North Carolina General Statute Chapter 66. 8. Priori : hi determining the basic services to be provided, should any documents be referenced in or attached to this Agreement, the terms herein shall have priority in any conflict between the terms of referenced documents and the terms of this Agreement. 9. Governing Law.aw. Both parties agree that this Agreement shall be governed by the laws of the State of North Carolina. Should either party initiate litigation to settle any dispute involving the terms of this Agreement such litigation shall be initiated in the General Court of Justice of North Carolina seated in Orange County, North Carolina. Provider shall at all times remain in compliance with all applicable local, state, and federal laws,rules, and regulations including but not limited to all anti-discrimination laws. 10. Dispute Resolution: Any and all suits or actions to enforce, interpret, or seek damages with respect to any provision of, or the performance or non-performance of, this Agreement shall be brought in the General Court of Justice of North Carolina sitting in Orange County,North Carolina. It is agreed by the parties that no other court shall have jurisdiction or venue with respect to such suits or actions. Binding arbitration may not be initiated by either Party, however, the Parties may agree to nonbinding mediation of any dispute prior to the bringing of such suit or action. 11. Non Appropriation: Provider acknowledges that County is a governmental entity, and the validity of this Agreement is based upon the availability of public funding under the authority of its statutory mandate. Please read this entire document. It includes an overview of the project,a detailed description of the responsibilities that we share, important contractual clauses, and a statement of agreement that requires your signature. Once signed by both parties,this letter of agreement will serve as a contract between Americans for the Arts and the Orange County Arts Commission for the period beginning on the date of signature and ending June 30,2017. TO CONFIRM YOUR STATUS AS AN OFFICIAL STUDY PARTNER: 1. Initial each of the SIX required tasks to be completed by the Orange County Arts Commission(listed on Pages 4-10 of this document); 2. Choose from the optional study"add-ons" offered to all study partners(listed on Page 9 of this document); 3. Sum the total contract fee for the Orange County Arts Commission, including your base study participation fee plus the separate fees for any of the"add-ons"that have been chosen(at the bottom of Page 9); 4. Choose the payment schedule for your study participation fee(on Page 10); 5. Approve the Contractual Clauses by initialing the bottom of Pages 14 and 15; 6. Sign and date the Statement of Agreement on Page 16; and 7. Return the entire completed contract to Ben Davidson at Americans for the Arts(either mail the signed hardcopy or email a scanned PDF of the signed contract). 8. Upon receipt, an Americans for the Arts representative will sign the contract, and we will return a copy to you electronically. We recommend that you keep a copy.We also recommend that you don't delay—we only guarantee participation for the first 200 local study partners that remit a signed contract. 1 DocuSign Envelope ID: B3F2DE33-B038-4BE5-825E-715B2AB5F376 INTRODUCTION TO ARTS&ECONOMIC PROSPERITY V The purpose of this national research study is to measure the economic impact of spending by the nation's nonprofit arts and culture organizations as well as the event-related spending by their audiences during fiscal year 2015. This new study will build on our four previous national economic impact efforts(which studied fiscal years 1992,2000,2005, and 2010, respectively)to document in unprecedented scope and detail the key role played by the nonprofit arts industry in strengthening local and statewide economies. Our highly-regarded research methodology has repeatedly proven to be credible and trustworthy.Legislators, business leaders, government officials, arts administrators, and the media regularly use our data to demonstrate the economic power that the arts and culture wield in their communities.During the past 25 years we have conducted nearly 500 economic impact studies on communities across all 50 states— communities ranging in geography(Alaska to Florida to Maine to Hawaii),population(1,400 to 4 million), and population density(rural to large urban). CUSTOMIZATION FOR ORANGE COUNTY As a local study partner,the Orange County Arts Commission will assist Americans for the Arts by collecting data from arts and culture organizations as well as individual arts attendees throughout Orange County. These data will enable us to measure in a reliable and affordable manner the economic impact of Orange County's nonprofit arts and culture industry in terms of four key areas of the economy: 1. Full-time-equivalent jobs supported within Orange County 2. Personal income paid to residents of Orange County 3. Revenue generated for local (city/county)governments in Orange County 4. Revenue generated for the state government There are two areas that we study: (1)the economic impact of spending by nonprofit arts and culture organizations, and(2)the economic impact of event-related spending by their audiences. 1. Measuring the Impact of Spending by Nonprofit Arts and Culture Organizations Expenditures by nonprofit arts, culture,humanities, and heritage organizations provide a significant impact on Orange County's economy. They are employers,producers, consumers, and key partners in marketing their communities and states. Spending by these organizations is far reaching: they pay their employees,purchase supplies, contract for services, and acquire assets. These actions, in turn,support jobs, create household income, and generate revenue to local and state governments. We will provide a detailed definition of which types of organizations,programs,agencies,and facilities are eligible to participate in the study. 2. Measuring the Impact of Event-Related Spending by Arts and Culture Audiences Nonprofit arts, culture,humanities,and heritage organizations—unlike most industries— leverage significant amounts of event-related spending by their audiences. Arts events that take place in Orange County generate attendance-related commerce for restaurants and bars and cafes, retail stores,hotels,parking garages, and more. Just like the dollars spent by arts and culture organizations,the event-related spending by arts audiences supports jobs, creates household income, and generates revenue to local and state governments. In addition, our methodology analyzes audience data by ZIP code to differentiate spending by local vs. nonlocal attendees. 2 DocuSign Envelope ID: B3F2DE33-B038-4BE5-825E-715B2AB5F376 IMPORTANT NOTE:For the purpose of this contract,the region to be included in the analysis is defined as the geographic region that includes Orange County. AMERICANS FOR THE ARTS' PROPRIETARY ECONOMIC ANALYSIS Input-output analysis will be used to determine the economic impact findings for Orange County. An input-output model is a system of mathematical equations that combine statistical methods and economic theory in an area of economic study called econometrics. It is based on a matrix which tracks the dollar flows between 533 finely detailed industries within your community and allows researchers to determine the economic impact of local spending on jobs,household income, and government revenue. Our economist will customize an econometric input-output model to reflect the unique economy of Orange County. In addition to your survey results,this economic model will include wage, labor, and commerce data from local, state and federal government sources. Input-output modeling is a widely-accepted methodology has been the basis for two Nobel prizes in economics. The overall Arts &Econon is Prosperity©methodology has been reviewed and approved in the past by economists from Bank of America and by the White House Council of Economic Advisors. Your customized input-output model will be designed to measure the direct, indirect, and induced economic impacts of expenditures by your cultural organizations and their audiences.More specifically,the model will calculate the economic impacts resulting from the direct expenditures made by the nonprofit arts organizations and their audiences(i.e., direct impacts), as well as the economic impact of those dollars as they are being re-spent in the region's economy(i.e., indirect and induced impacts). How can a dollar be"re-spent?"Consider this example: A nonprofit arts organization located in Orange County purchases several gallons of paint from a local hardware store for$200,and the hardware store allocates some of that money to pay its employees.But then,the hardware store re-spends some of the money to purchase goods and services from other businesses located in the community(for example, it pays the electric bill and the rent bill, and it purchases supplies to re-stock the shelves).Those businesses,in turn,spend a portion of the money to do the same. In addition,the hardware store uses a portion of the money to pay its employees,who then re-spend some of the money at the grocery store;the grocery store uses some to pay its cashier;the cashier spends some on rent; and so on. Thus,the initial$200 expenditure by the theater company was followed by several additional rounds of spending(by the hardware store and its employees,the grocery store and its employees, and so on). The economic impact of the theater company's initial$200 expenditure is the direct economic impact. The economic impacts of the subsequent rounds of spending that take place in Orange County are the indirect and induced impacts. The total impact is the sum of the direct impacts plus all indirect and induced impacts. Our economist's model measures the impact of the initial expenditure as well as each additional round of spending until the all of the dollars spent by the arts organizations and their audiences have leaked out of the local economy. How does money"leak"out of the local economy? To continue the example above: The hardware store spent a portion of the$200 to pay the sales clerk's salary.But another portion of the$200 was paid to the paint distributor who supplied the paint to the store. Because the distributor is located outside of the local community,that portion of the$200 has no impact on Orange County's economy—instead,that portion of the initial expenditure is considered to have"leaked"from the local economy. 3 DocuSign Envelope ID: B3F2DE33-B038-4BE5-825E-715B2AB5F376 THE REQUIREMENTS OF STUDY PARTICIPATION This research study will employ a national-state-local partnership strategy—one that we've used successfully for more than 25 years. This means that both Americans for the Arts and the Orange County Arts Commission are required to accomplish certain tasks to ensure that the project is a success.It is also the primary reason that your project fee is so affordable. There are six primary requirements of each of our Arts&Economic Prosperity V study partners. Please consider their potential impact on the Orange County Arts Commission and your local at community. This contract is not considered formalized unless ALL SIX REQUIREMENTS are fully completed and/or initialed.As you consider these requirements, it may be helpful to review the expected project timeline that can be found in Appendix A of this contract(Page 18). 41,, I- 1. Provide a comprehensive list of eligible organizations. nitial above You are required to create as complete a list as possible of all eligible nonprofit arts and culture organizations that are located within Orange County(i.e.,not just your members or grantees). Each listing should include the name of the organization or program or facility, a mailing address,the county or parish,the name of a single primary contact person, one valid e- mail address for the chosen primary contact person, and the appropriate National Taxonomy of Exempt Entities(NTEE)code(e.g., symphony, historical museum). This list must be provided to Americans for the Arts as a Microsoft Excel spreadsheet.A complete listing of the NTEE codes will be included in the Study Welcome Packet.Americans for the Arts will also provide a Microsoft Excel template to ensure delivery of the list in the required format. This list likely already exists.Most of our previous partners have used this study requirement as a method to clean and supplement their database.Additionally,most reported that they discovered a number of new eligible organizations in their community that they did not know existed previously. The Cultural Data Project may be able to provide lists to assist with this process. 4 DocuSign Envelope ID: B3F2DE33-B038-4BE5-825E-715B2AB5F376 While we focus on"nonprofit"arts and culture organizations,we know there are other types of organizations that play a substantial role in the cultural life of the community, ones whose primary purpose is to promote participation in, appreciation for, and understanding of the visual,performing, folk, and media arts. These include government-owned or government-operated cultural facilities and institutions,municipal arts agencies and councils, private community arts organizations,unincorporated arts groups, living collections (such as zoos, aquariums, and botanical gardens), university presenters, and arts programs that are embedded under the umbrella of a non- arts organization or facility(such as a community center or church). In short, if it displays the characteristics of a nonprofit arts and culture organization and has an identifiable budget/attendance and leadership, study partners are encouraged to include them. For-profit businesses and individual artists are excluded from this study. 3. Assist with the data collection from eligible organizations. Initial above Americans for the Arts has designed a proprietary survey instrument to capture key information from the eligible nonprofit arts and cultural organizations on your list(e.g.,revenues, expenditures, attendance, in-kind, staffing, and volunteerism).A paperless,web-based data collection process will be implemented in partnership with the Cultural Data Project(CDP),the primary organizational data collection mechanism for the AEP5 study. a. Organizations that complete a comprehensive CDP Data Profile will not be required to complete a separate survey for the purpose of the AEP5 study,thereby eliminating any duplicative data entry from these organizations.Americans for the Arts will receive from the CDP only the information that is necessary for the economic impact analysis.AFTA will notify eligible organizations that participate in the CDP that their data will be included in the AEP5 study. b. Organizations that do not complete an annual comprehensive CDP profile will receive instructions via email to complete the"AEP5 Organizational Expenditure Survey."This survey will continue to take approximately 20-30 minutes to complete and is nearly identical to our previous Arts &Economic Prosperity Organizational Expenditure Surveys. It will be implemented using the CDP's online data collection and reporting system to conduct the data collection process. IMPORTANT NOTE: This will not require the participating organization to submit the full,comprehensive CDP Data Profile. In 2016,a new and flexible version of the CDP Data Profile system will be launched; only the questions relevant to the AEP5 Organizational Expenditure Survey will be required.It will be fully branded as the Americans for the Arts survey for the AEP5 study.Using the CDP technology provides several benefits and addresses partner concerns from past AEP studies. It will enable The Orange County Arts Commission to ALWAYS have real-time access to the participation status of each eligible organization on your list(e.g., complete, incomplete, not yet started). The CDP's Support Center will be available to all participating organizations to answer questions about the survey or 5 DocuSign Envelope ID: B3F2DE33-B038-4BE5-825E-715B2AB5F376 data collection process.Additionally,the CDP and Americans for the Arts will be able to provide regular updates on the status of the data collection from organizations in Orange County. Consolidating the data collection through the CDP online system is designed to streamline the process and make it more effective and efficient for all of our study partners, including the Orange County Arts Commission. c. Once the initial phase of data collection from organizations has been completed,we will partner with the CDP to release a 10-question abbreviated version of the AEP5 Organizational Expenditure Survey to all remaining non-participants in a final effort to include them in the study analysis.This abbreviated version will require only aggregated totals for each category.Based on testing and feedback from previous AEP studies, it is estimated that the abbreviated version of the AEP5 Organizational Expenditure Survey will take no more than 5 minutes to complete. d. Detailed instructions for how to assist with this Organizational Expenditure Survey effort will be provided in the Study Welcome Packet that all study partners will receive in December 2015. Two additional actions may be required of the Orange County Arts Commission: i. A paper version of the abbreviated survey must be delivered to eligible organizations for which a valid e-mail address is not provided. It will be the responsibility of the Orange County Arts Commission to distribute and collect these paper surveys, and return them to Americans for the Arts for processing and analysis. ii. Additionally, it is likely that some of the eligible organizations will not respond to the requests to submit their information for the AEP5 Organizational Expenditure Survey via CDP or using the abbreviated version of the survey.Upon completion of the entire web-based data collection effort, it will be the responsibility of the Orange County Arts Commission to follow up with non-responding organizations to solicit their information using the paper version of the abbreviated survey or to enter the data into the CDP's AEP5 Organizational Expenditure Survey using another data source(e.g., grant applications)via authorized third- party access. Detailed instructions for following up with the non- responding organizations will be provided by Americans for the Arts. Conducting surveys of nonprofit organizations is a time intensive task. It is important that you be able to mobilize the necessary staff and/or volunteer labor to effectively complete the two requirements listed above.Each eligible organization on your list is important. We understand,however,that the full cooperation of your arts community may be unrealistic.We neither anticipate nor expect a 100 percent response rate.Economic impact is based on the number of dollars spent in your community, so we want to capture as many of those dollars as possible.For the purposes of the Arts & Economic Prosperity V study, an adequate participation rate can be characterized as having collected the required information from all of the large and mid-sized organizations on your list of eligible organizations (based on operating budget and/or total attendance),as 6 DocuSign Envelope ID: B3F2DE33-B038-4BE5-825E-715B2AB5F376 well as a sampling of the smaller organizations. (Partners that provide an inadequate response could be disqualified from the project.Fortunately, we've completed nearly 500 studies and we've never had to do this!) ESTIMATE OF THE TIME REQUIREMENT FOR THIS TASK: We estimate that the Orange County Arts Commission will spend 10 minutes per organization completing this task during calendar year 2016. That estimate includes compiling and cleaning the list of eligible organizations in Orange County, and following up with the organizations that do not participate in the web-based data collection effort.As an example, if there are 500 eligible organizations in Orange County,we estimate that the Orange County Arts Commission's staff and volunteers will spend a combined total of approximately 80 hours on this task during all of calendar year 2016. 4. Collect at least 800 audience-intercept surveys. Initial above Americans for the Arts will provide a proprietary survey instrument that is designed to measure the dollars spent by audience members as a direct result of their attendance to arts and cultural events that take place in Orange County. The Orange County At Commission is responsible for collecting a minimum of 800 audience-intercept surveys at events that take place in Orange County during calendar year 2016.These surveys will be collected quarterly and returned to Americans for the Arts for processing. The surveys are required to be audience-intercept surveys(i.e.,they must be collected on-site either during the event or upon the conclusion of the event). That is, surveys may not be distributed to attendees for completion at home and returned later or emailed to attendees of previously completed events. The audience-intercept data collection will be completed using both paper surveys and electronic surveys.Up to half of the total sample of surveys may be collected electronically; at least one half must be collected using traditional paper surveys. a. The Orange County Arts Commission is required to collect a minimum of 400 surveys using traditional paper surveys(i.e., one half of the total mandatory quota of 800). If preferred, study partners may collect their entire quota of 800 using paper surveys. b. The Orange County Arts Commission may collect as many as 400 audience-intercept surveys using an electronic data collection method(i.e., one half of the total mandatory quota of 800). Electronic surveys will be collected using a web-based audience- intercept survey. The Orange County Arts Commission will be required to provide the hardware(e.g., iPads or other tablet computers), and the tablet will need to have Internet access (i.e.,a data plan or WiFi at the facility where the surveys are being collected).Americans for the Arts will provide a link to a web-based survey that has been customized for the Orange County Arts Commission's AEP5 study. Americans for the Arts will not be responsible for issues with Internet connectivity. A comprehensive data collection protocol will be included in the Study Welcome Packet to help the Orange County Arts Commission select an appropriately broad range of events at which to survey and to provide instructions on how to collect the audience-intercept surveys as efficiently and effectively as possible.In short,we expect audience surveys to be collected at a broad range of events(e.g., symphony performance, free outdoor arts festival, and a children's theater matinee). ESTIMATE OF THE TIME REQUIREMENT FOR THIS TASK: We estimate that the Orange County Arts Commission will spend two minutes per completed audience-intercept survey during calendar year 2016. Order a separate customized analysis for a cultural district ($2,000) Cultural districts are defined as well-recognized, labeled areas within a local community in which a high concentration of cultural facilities and programs serve as the main anchor of attraction. They help strengthen local economies,create an enhanced sense of place, and deepen local cultural capacity. For an additional fee of$2,000,Americans for the Arts will deliver to the Orange County Arts Commission a separate customized final report on the economic impact of a cultural district located in Orange County(if applicable).This analysis will be based on the organizational and audience data that are collected from organizations and events that are located within the defined perimeter of the cultural district. Order an economic impact calculator for your website ($850) Our Arts &Economic Prosperity V final report for Orange County will include a"Calculator" chapter that provides step-by-step instructions for calculating the economic impact of any individual organization or group of organizations. For an additional fee of$850,Americans for the Arts will deliver to the Orange County Arts Commission a customized online economic impact calculator based on the study findings for Orange County. The calculator will be hosted on an Americans for the Arts web server.A link will be provided to the Orange County Arts Commission that can be placed on any website or in any electronic or printed materials. It will be branded with the logo for the Orange County Arts Commission, and may also incorporate the color scheme of the Orange County Arts Commission's existing website. The calculator will be based on the input-output model that our project economist will customize for Orange County, allowing any individual organization and group of organizations located in Orange County to generate an accurate estimate of their economic impact within the local community. It will also include overlays of key demographic data. This report can be used as a resource to use when malting decisions about where and how to allocated cultural tourism marketing dollars. E. Order the suite of 2015 & 2017 Creative Industries reports ($1,000) Americans for the Arts' Creative Industries study provides a research-based approach to understanding the scope and importance of the arts to the nation's economy. The Creative Industries are composed of arts-centric businesses that range from nonprofit museums, symphonies, and theaters to for-profit film, architecture, and advertising companies. To define the Creative Industries,Americans for the Arts carefully selected a total of 644 8-digit Standard Industrial Classification(SIC) codes that identify both for-profit and nonprofit businesses that are involved in the creation and/or distribution of the arts in the United States (out of a total of more than 18,500 SIC codes representing all industries). Nationally, 702,771 businesses are involved in the creation or distribution of the arts, and they employ 2.9 million people. This represents 3.9 percent of all U.S. businesses and 1.9 percent of all U.S. employees---demonstrating statistically that the arts are a formidable business presence and broadly distributed across our communities. (These data are current as of January 2015.)Using"geo-economic analysis,"Americans for the Arts can detail and plot on a map the creative industries by any political or geographic area in the country(e.g., city, county, state,or Congressional District). For an additional fee of$1,000,Americans for the Arts will deliver to the Orange County Arts Commission the complete suite of Creative Industries map reports for both 2015 and 2017 (currently,we do not plan to update the Creative Industries database in 2016). This will include a state report, as well a repors for all Congressional Districts, all state legislative districts, and all counties that are located in the state. F. Join VoterVOICE for calendar year 2017 ($1,500) Seventy-two percent of Americans engage in political activity online, but harnessing that activity at the local level is challenging. Though Americans for the Arts' partnership with VoterVOICE, our AEP5 study partners can have access to the latest in grassroots advocacy technology. Building an online action center is easy, and within minutes your organization can send out targest messages to local elected officials and the media. This is the next evolution in leveraging your economic impact study into increased public funding for the arts and arts-friendly policy decisions. For an additional fee of$1,500,the Orange County Arts Commission can become a VoterVOICE standard member from January 1 through December 31,2017. The VoterVOICE software allows local groups to quickly, easily, and effectively mobilize grassroots support to communicate with key decisions makers. Specifically,AEP5 study partners who choose this option will receive: • Access to a customized Local Action Center targeting mayors, city and county council members, and other local officials • A customized action center webpage matching the look and feel of your website • Introductory training • Monthly training webinars on trending advocacy topics • Access to Americans for the Arts' contacts who live in Orange County • Additional features including unlimited email and newsletter templates, survey functionality,petitions, a fundraising tool, scorecard building, and integration with social media platforms (A more comprehensive VoterVOICE silver package is available that also includes VIP platform setup coordinated by Americans for the Arts' staff, customized one-on-one introductory training, and advocacy campaign consulting. This package increases the fee for this optional study add-on from$1,500 to $4,000.) AEP5 study partners that add VoterVOICE membership to their study contract will use the platform to communicate with key decision makers throughout Orange County once the study findings are released in June 2017. Americans for the Arts can customize the web-based version of the AEP5 audience-intercept survey to voluntarily capture the email addresses of respondents. These respondents will then be added to our national database,and the Orange County Arts Commission will have access to these contacts during calendar year 2017.
