AGREEMENT
ORANGE COUNTY, NC)
THIS AGREEMENT is made and entered into this twenty-seventh day of July, 2015,
by and between The University of North Carolina at Chapel Hill, hereinafter referred to as
"the University, " for its Master of Public Administration Program, School of Government,
and ORANGE COUNTY SOLID WASTE, hereinafter referred to as "the Agency. "
W I T N E S S E T H:
WHEREAS, the parties desire to enter into a joint training program for
Master in Public Administration degree candidate in which the MPA student will have full-
time professional supervised assignments within the Agency; and
NOW, THEREFORE, The University and the Agency have entered into this
Agreement and agree as follows:
1. MUTUAL RESPONSIBILITIES OF THE UNIVERSITY AND AGENCY
a. Both parties will jointly: Establish the educational objectives for
a professional training program, devise methods for their implementation, and evaluate the
effectiveness of the training experience.
b. Agree that there shall be no unlawful discrimination in the Program
based upon race, color, national origin, religion, sex, age, disability, veteran status,
or sexual orientation.
c. Inform each other of changes in curriculum, Program and staff which
may affect the training experience.

2. AGENCY RESPONSIBILITIES
That the Agency will:
a. Provide to the University the sum of $10, 000. 00 to be paid upon
execution of the contract.
b. Provide a supervised, professional work experience which will
substantially contribute both to the achievement of Agency objectives and to the
educational objectives of the trainee.
c. Appoint a designated Agency representative to coordinate the training
Program and to work with the University's instructors and the trainee to facilitate a
meaningful learning experience.
d. Provide the University with any appropriate written orientation
materials to assist the trainee and faculty members.
e. Discuss the trainee's performance with him/her on a regular basis,
advise the University of the trainee's performance, and work with faculty and the trainee
to overcome any deficiencies.
f. Work with the MPA Program faculty in helping the trainee integrate
classroom learning with professional work assignments.
g. Request removal from the training program by the University of any
student failing to observe the Agency's policies and procedures.
3. UNIVERSITY RESPONSIBILITIES
a. Designate as trainee for the Program, with the concurrence of the
Agency representative, a student enrolled in the MPA Program.
b. Insure that the trainee continues to make normal progress in the MPA
Program, and that the trainee is advised as to all applicable rules and regulations
through regular contact with the faculty of the University.
c. Inform the student of any special requirements of the Agency as
communicated to the University.
d. Provide professional development seminars and academic counseling to
enhance the trainee's performance of Agency assignments.
e. Counsel the trainee if and when the trainee's performance is not
acceptable to the Agency.

f. Give assistance (as requested) to the Agency in designing work
experiences for the trainee.
g. Disburse the stipend to the trainee on a monthly basis as provided
in Attachment A (Budget) .
4. TERMINATION
The term of this Agreement is for a period of thirty-nine weeks,
commencing on the eighteenth day of August, 2015 and terminating on the thirtyth day of
April, 2016 . Any renewal of this agreement shall be affected by written agreement signed
by the official representatives of the parties. Either party may terminate this Agreement
upon the giving of thirty (30) days notice. In the event of early termination, any
unexpended stipend funds will be refunded to the Agency.
5. MODIFICATIONS
The parties agree to the full and complete performance of the mutual
covenants contained herein and that this Agreement constitutes the sole, full and complete
agreement by and between the parties; and no amendments, changes, additions, deletions or
modifications to or of this Agreement shall be valid unless reduced to writing, signed by
the parties and attached hereto.
6 . GOVERNING LAW
This Agreement shall be governed by the laws of the State of North
Carolina.
7. NOTICES
Any written communication or notice pursuant to the Agreement shall be
made to the following representatives or the respective parties at the following address:
For the University: William C. Rivenbark, Director, MPA Program, School
of Government, CB# 3330, Knapp-Sanders Bldg. , The University of North Carolina at Chapel
Hill, Chapel Hill, North Carolina, 27599-3330.
For the Agency: Blair Pollock, Solid Waste Planner, Orange County Solid
Waste Management Department, P.O. Box 17177, Chapel Hill, NC 27516 .
IN WITNESS WHEREOF, the parties acting through their duly authorized
