BACKGROUND: In 2005, Orange County acquired 33.9 acres adjoining the new Gravelly Hill Middle School for a soccer center. Since the property was acquired as an adjunct to the school site acquisition, the acquisition and eventual master plan for the soccer center followed a schedule that mirrored the school construction, as opposed to the standard park master plan process. In this case, rather than a master plan created by a citizen committee, the West Ten Soccer Center master plan was designed by the architecture and engineering firm that was constructing the school, for economies of scale and coordination purposes. Input on the proposed Master Plan was solicited and received from the soccer community. The master plan for the soccer center was completed in July of 2004, and was considered and adopted by the Board of Commissioners on October 19, 2004. The adopted master plan features five full-size lighted soccer fields, along with a sixth practice field. A restroom/concession stand/equipment building and aperimeter- walking track are also part of the master plan. Construction of the soccer center began in late 2004 concurrent with the Gravelly Hill Middle School project. Pre-grading was completed at that time and the current phase of the project is currently underway. Four of the fields have been irrigated and sprigged, and are projected to be ready for play in September of 2008. Lighting of these fields is part of the current project. In the last several months, issues related to the tennis courts at Orange High School led staff, consultants and the Recreation and Parks Advisory Council (RPAC) to discuss potential additions to the master plan -namely tennis courts (which could be lighted, if desired) and a 2 playground. The co-location with Gravelly Hill Middle School was designed to provide for shared access to parking for the two facilities, and this is represented in the approved conditions of the middle school's special use permit (SUP). This facility sharing would be put in place via cross access easements in a Joint Use Agreement between the Orange County Schools and the County that would reflect the SUP conditions. Addition of these potential future facilities to the master plan also has the effect of expanding the scope of the West Ten Soccer Center by adding other active recreation facilities. In doing so, it may be possible to meet a need identified in the 1988 Recreation and Parks Element of the Comprehensive Plan for a Cheeks District Park. Staff has suggested that the combination of expanded active recreation facilities (allowing concurrent multi-generational use) at West Ten Soccer Center -combined with a future Seven-Mile Creek Preserve Public Access Area with low-impact recreation located nearby -would work in tandem to meet the needs of the Cheeks District Park, functioning as a split-site park. Designating the two sites as a split-site district park for the Cheeks District (which also contains the existing Efland-Cheeks Community Park) would appear to meet the needs in the Plan. Both the adopted master plan and the proposed revised master plan with the suggested additions are attached. A vicinity map showing the location of the potential split-site park is also provided. FINANCIAL IMPACT: There is no cost associated with revising the master plan. However, the eventual construction of the unbudgeted additional facilities would cost an estimated $500- 600,000 (in 2007 dollars). RECOMMEN®ATION(S): The Manager recommends that the Board review the master plan, discuss the potential additions to the master plan, and adopt the revised version, if desired. If the master plan is revised, it is also recommended that this facility operate in conjunction with planned future low-impact recreation at Seven-Mile Creek to officially meet the needs of the proposed Cheeks District Park in the Comprehensive Plan.
