SUBJECT: 2008-2018 Capital Investment Plan (CIP) Public Hearing

PURPOSE: To conduct a public hearing to receive public comments regarding the County
Manager's Recommended 2008-2018 Capital Investment Plan (CIP) for County and school
projects.
BACKGROUND: On August 30, 2007, Commissioners approved timelines for the County's
annual budget and ten-year capital planning processes. With regard to the County's 2008-18
long-range capital plan, the Board agreed to hold a CIP work session on November 13, 2007
followed by adoption of the plan on December 3, 2007: .Commissioners have expressed,
during past budget and CIP planning discussions, a desire to resume the practice of conducting
public hearings dedicated solely to the CIP in order to offer an opportunity for community
members to comment on School and County long range capital plans - similar to the hearings
conducted by the Board in the late 1990's and early 2000's.
During the Board's November 5, 2007 regular meeting, the County Manager announced that the
Board planned to conduct a CIP public hearing at its regular meeting on November 15, 2007.

During tonight's public hearing, staff will provide a brief presentation highlighting major
components of the ten-year plan., Following the public comment period, staff will be available to
respond to public and Commissioner comments or questions. Community members are also
invited to submit written comments and questions regarding the County's long-range capital plan

FINANCIAL IMPACT: There are no financial impacts associated with the public hearing. The
table below summarizes identified capital funding needs for the County, Chapel Hill Carrboro
City Schools and Orange County Schools.

RECOMMENDATION (S): The Manager recommends that the Board of County Commissioners

Recommended 2000-2018 Capital Investment Plan.
