BACKGROUND: At the BOCC meeting on June 12, 2007, the Human Services Advisory Commission Chair came before the BOCC to request approval to expand the number of at-large positions on HSAC from seven (7) to eleven (11), creating a total of 22 positions. Reasons given for the expansion included problems in obtaining nominations to fill agency specific vacancies (i.e., the Partnership for Young Children) and achieving the quorum necessary to conduct business. HSAC also wanted to increase opportunities for highly motivated yet unaffiliated members of the general public to serve. The BOCC authorized expansion of the at-large membership from seven to eleven but asked the HSAC to reexamine vacant positions and explore replacing agency specific categories with interest categories as the means for future BOCC appointments. The BOCC also decided to maintain HSAC membership overall at 18 positions. The HSAC and County staff held follow up discussions to further scrutinize its active current membership, difficult to fill positions, and the goal of introducing categories that would induce broader community interest and participation. As a result, HSAC is recommending that the BOCC consider revision to the HSAC membership composition by expanding the number of At Large positions from seven (7) to eight (8); changing Agency Specific Positions to recommended Interest Categories/Communities; and maintaining a total of 18 positions overall. The table below illustrates the new HSAC recommendation to the BOCC. RECOMMENDATION(S): The Manager recommends that the BOCC consider approving the proposed revision to representation on the Human Services Advisory Gommission.
