Represeitatives of the firm Peat, Marwick, Mitchell & Co. will review the County's audit for the fiscal year 1978-1979.. ✓ 5. A Resol Lion Declaring the Results of the Special Bond Referendum Held in the County of Orange on November 6, 1979 Upon the Questions of Approving $20,400,000 Bonds. 6. The Tax Supervisor recommends the tax valuation of certain real property owned by Berini Brothers Investment Corporation be reduced. 7. Mr. Mil on W. Skolaut has requested a portion of SR 1835 be placed on the list of County project eligible for participating paving. 8. The Oranjge County Rescue Squad has requested a supplementary appropriation of $5,0'0 in order to meet unanticipated expenses. v/ 9. The Manager recommends Board approval of budget amendments to: A. Gent ral Fund: a) $ 950 to acquire a planimeter for the Planning Department. b) $10,000 to record additional family planning grant allocated the !"ea.lth Department. c) is 459 to record grant funds for immunization of the elderly awarded the Health Department. Ei MEMMEMMMOMMEMMM E General Fund (continued) d) $ 600 to record a donation for the Special Olympics Program. e) $ 4,275 to transfer funds "owed" the hlentah Health Agency. f) $ 650 to transfer funds within the Public Works budget from supplies to training. B. Capital Project Ordinance: a) Professional Services $56,856 b) Construction ($38,689) C) Contingency ($15,725) J10. The Co .nt.y Attorney will propose a draft ordinance concerning cable T.V. franchising. ,/ 11. Appoint rents: A. Orange County should redesignate its appointees to the Orange County Economic Opportunity Commission (JOCCA Board). Commissioner Wil hoit will review new regulations concerning these appointments. B. Ms. Joan Holland has resigned from the Youth Services Needs Task Force. V 12. The Planning Board has requested this Board reschedule the November 26th joint p3blic hearing for December 18th. 13, The Manager recommends the Board approve Change Order 4 amending the contract with Billings and Garrett to perform sewer and water Improveaents in the Northern Fairview area. This Change Order adds $5,943,30 to the contract and can be funded within grant funds already allocated_ 14. Triangle Council of Governments has requested Orange County enact a signifying the County's intent to implement certain �eSolution 08 Water Quality Management Plans. The Planning Director will comment concerning his department 's ability to implement the plans ser out in this resolution. 115. The Town of Hillsborough has requested the County: A. Process Town water bills. B. Assume enforcement responsibility for the Town 's zoning ordinance. v/16. Whitted, presiding, and Commissioners Anne Barnes, Don Willhoit and Noonan Walker Absent: Commissioner Norman Gustaveson The Board of Commissioners received from the County Board of Elections of Orange County a certified copy of the proceedings of said Board of Elections taken on Noveinber 8, 1979, evidencing said Hoard's deterraination of the results of the canvass of the returns of the special bond referendum held in the County of Orange on November 6, 1,079 upon the auestions_of approving ,400,000 Health Care Facilities Bonds, $2,065,000 Public Building Bonds, $17, 800,000 School Bonds and $135,000 'doting Machine Bonds of said County, After said proceedings had been considered and reviewed by the Board of Commissioners, Commissioner Richard Whitted introduced the following resolution which was read: RESOLUTION DECLARING THE RESULTS OF THE SPECIAL BOND REFERENDUM HELD IN THE COUNTY OF ORANGE ON NwEMBER 6, 1979 UPON THE QUESTIONS OF APPROVING $20,400,000 BONDS BE IT RESOLVED by the Board of Commissioners for the County of Orange: Section 1. The Board of commissioners for the County of Orange., having received from the County Board of Elec- tions of Grange County a certified copy of the proceedings of said Board of Elections taken on November 8, 1979, evi- dencing said Board's determination of the results of the canvass of the returns of the special bond referendum, held in the County of Orange on November 6, 1979 upon the ques- tions of approving $400,000 Health Care Facilities Bonds, $2,065,000 Public Building Bonds, $17,600,000 School Bonds and $135,000 Voting Machine Bonds of said County, does hereby declare and certify the results of said referendum to be the results which are set forth in the following state- ment of the results of said referendum,, which statement has been prepared by said Board of Commissioners: STATEMENT OF TFE RESULTS of the SPENTAL BOMB REFFRENDUM held in the COUNTY OF ORANGE, NORITH CFROLIINA on November 6, 1979 LP0I� THE Q'JESTIONS OF APPROVING $20,400,000 BO:;Ew At a special bond referendums: held in the Coun-v of Orange on November 6, 1979,34,754 voters were registered and auaiified to vote. At said referendum 5,693 votes were cast for the order adopted on August 27, 1979, authorizing riot exceeding $400,000 Health Care Facilities Bonds of the County of Orange, North Carolina, for the purpose of providing funds, with any other available funds, for additional and improved health care facilities for said County, including. the reno- vation of an existing County building to provide a day hospital for out-patient mental health services, the cons- truction of a sheltered workshop for handicapped and retarded residents of said County to replace an existing facility and the acquisition of any necessary land, furnishings and equipment therefor, and authorizing the levy of taxes in an amount sufficient to pay the principal of and the interest on said bonds, and 6,433 votes were cast against said order, and a majority of the qualified voters of said County who voted thereon at said referendum having voted against the approval of said order, said order was thereby not approved. At said referendum4,356 votes were cast for the order adopted on August 27, 1979, authorizing not exceeding $2,065,000 Public Building Bonds of the County of Orange, North Carolina, for the purpose of providing funds, with any other available funds, for additional or improved service, administrative, court and law enforcement facilities for said County, including the reconstruction, renovation and repair of existing County buildings to provide a human services center and expanded and rehabilitated facilities for the administration of the government of said County, the renovation of court facilities, the construction_ of a new County office building and relatee parking facilities to provide additional space for various County services, the renovation of and construction of an addition to the multi- purpose center of the County, the renovation of and the construction of in addition to the existing County jail and the acquisition of any necessary land, furnishings and Equipment therefor, and authorizing the levy of taxes in an amount sufficient to pay the principal of and the interest on said bonds, and 7,588 votes were cast against said order, and a majority of the qualified voters of said County who it voted .thereon at said referendum having voted against the approval of said order, said order was thereby not approved. At said referendum 4,527_ votes were cast for the order adopted on August 27, 1979, authorizing not exceeding $17, 800,000 School Bonds df the County of Orange, North Carolina, for the purpose of providing funds, with any other available funds, for erecting additional school buildings and other school plant facilities, remodeling, enlarging and reconstructing existing school, buildings and other school ole.nt facilities, acquiring any necessary land, furnishings and equipment therefor, and developing; such land, in order to nrovi.de additional school facilities in said County to maintain the nine months' school term as required by Section 2 of Article aX of the Constitution, and authorizing the Levy of taxes in an amount sufficient to pay the principal of and the interest on said bonds, and 7,477 votes were cast against said order, and a�majority of the qualified voters of said County who voted thereon at said referendum having voted against the approval of said order, said order was thereby not approved. At said referendum 3,092 votes were cast for the order adopted on August 27, 1979, authorizing n.ot exceeding $135, 000 Voting Machine Bonds of the County of Orange, North Carolina, for the purpose of providing funds, with any other available funds, for the acquisition of a voting system for said County, including voting booths, precinct ballot counters and related equipment, and authorizing the levy of taxes in an amount sufficient to pay the principal of and the interest on said bonds, and 8,767 votes were cast against said order, and a majority of the qua'iified voters -4- of said County who voted thereon az said referendum having voted against the approval of said order, said order was there- by not approved. The Clerk to the Board of Commissioners shall file a cony of the foregoing statement of the results of said referendum in her office Section 3- This resolution shall take effect upon its passage. No new funds are required. Health items are new funds granted by the state for family plan- ning and for an immunization program. See letter attached to Local Health Director. No local funds are required. For recreation items, see attached memo from Wayne .Weston. The Community Based Alternative Funds are funds that were erron- eously credited to Orange County at year end but should have been payable to the 0-P-C Mental Health Program for the Phillips Project. The erroneous credit resulted in increased fund balance and conse- quently this amendment Proposes removing the needed amount from fund balance. The public works director is requesting $650 to be transferred from the Tire account to permit him and one other individual to attend an out-of-state training session sponsored by the American Public Works Association on preventive maintenance of vehicles. There were no training funds originally budgeted for the motor pool. Several times after the work program was approved in January, the Commissioners asked that I return with a request for a budget transfer. Soon after this I became aware that through the Land Records Management Program the County might purchase a digitizer, which would have included all the capabilities of a Planimeter and and made acquisition of a planimeter unnecessary. Mr. Gattis and I then decided to wait for the decision about a digitizer before going back to the Board of County Commissioners for our planimeter. As I now understand, the County has not yet decided whether to purchase a digitizer. Regardless, this Department needs a Planimeter now to complete the work program given us by the Board of County Commissioners. We need this instrument now and we need it located in the Planning Department Offices. The Department has examined two electronic planimeters. We analyzed these against each other and a purely mechnaical model, and for cost, effi- ciency, accuracy, convenience, and effectiveness. After analyzing these models, we recommended the purchase of the Los Angeles Scientific Instrument Company, Model 50 for approximately $950 to Mr. Sam Gattis, County Manager. Head, Communicable Disease Control Branch SUBJECT letter of Understanding A Public Health Service influenza grant has awarded funds which may be re- imbursed to local health departments to offset expenses 'incurred by health department personnel in administering influenza vaccine to high H sP patients at locations outside the local health de artment, e.g. in homes of high risk patients,- rest homes, nursing homes, senior citizen clubs or group meetings, etc. Because there is always the possibility of an audit, you should maintain some type of record which details the activity performed how many flu shots were given, when, and in what location (a particular rest homes etc,) This offer is retroactive to September 21, 1979, the flu grant's effective date. Payment will be made directly to your health department upon ieceipt of a DHS Form 2500 (copy attached), signed by the county health officer. A separate reimbursement statement (copy attached) must be enclosed with each influenza Vaccine Monthly Report (DHS Form 2795). To simplify bookkeeping, we would litre to combine each monthly total of flu shots given and return one payment to you in January, 1980. Payment will not be made for shots given by physicians to their patients or for shots given in nursing or rest homes, unless the flu vaccine is administered by health department personnel. Based upon the estimated 1971 population of people 654 years of age in your, county, we have set aside a maximum of ' W for reimbursement at the rate of $2.59 per inoculation given (federally supplied influenza vaccine only) beginning September 21, 1979, and ending December 31, 1979; shots must be administered by local health department personnel. This is a one time offer --- we have no idea whether funds or flu vaccine will be available next year. AGEIiDA 14 RESOLUTION 7 A RESOLUTION ACKNOWLEDGING THE RECOMMENDATIONS CONTAINED IN THE TRIANGLE J COUNCIL OF GOVERNMENTS' 208 WATER QUALITY MANAGEMENT PLAN RELATED TO ORANGE COUNTY A14D INDICATING COUNTY INTENT TO PROCEED WITH THE IMPLEMENTATION OF THESE RECOMMENDATIONS. WHEREAS, pursuant to Section 208 of the Federal Water Pollution Control Act, as amended (hereinafter called "the Act"), the Administrator of the United States Environmental Protection Agency has designated the Triangle J Council of Governments as the planning agency responsible for accomplishing water quality management planning within Region J; and WHEREAS, Orange County is an active member of the Triangle J council of Governments and has been identified pursuant to Section 208 of the Act as an agency to be designated by the Governor of the State of North Carolina to implement certain activities vital to accomplishing the goals and objectives of the planning program; 'and WHEREAS, regulations and guidelines published by the United States Environmental Protection Agency require that the affected general purpose units of government Indicate their awareness of the assigned responsibilities as management agencies through formally adopted resolutions; and WHEREAS, Orange County has reviewed the recommended responsibilities as summarized in the attached document entitled "Triangle J Council of Governments' 208 Plan Recommendations Relating to Orange County", dated November 1, 1979 and WHEREAS, Orange County understands that financial grant assistance from the United States Environmental Protection Agency will be available only to those designated management agencies, and only for those projects or activities which are identified in the 'Triangle J Council of Governments' 208 Water Quality Management Plan; and WHEREAS, Orange County understands that failure to accept or perform these responsibilities may result in the transferral of all or any portion of the designated responsibilities to other management agencies.
