the use of $4,500 County JJDP funds for the continued funding of a
liasion worker position at Janus House. Representatives of
/ Janus House will comment.
5. The Planning Director will review a memorandum dealing with
possible future community development activities.
6. The Manager recommends Board approve a change order adding
$2, 500 to a contract for digitizing certain land title records.
Fun ing for this additional work will come from the land title
records grant.
7. Suggested correspondence:
With the University concerning outstanding services rendered
by retiring Chancellor Ferebee Taylor. Commissioner Barnes
Zwill comment.
B. Does the Board wish to authorize the Chairman to write the appropri;
party indicating the County might have an interest in acquiring
Clear Water Lake as a County recreational facility. Commissioner
Willhoit will comment.
8. The Board should suggest possible dates for a joint meeting with the
Chapel Hill Town Council .

" 9. The County Attorney will review possible options relating to Cable
T. V. franchising open to the Board.
1/10. The Manager recommends the Board approve an hourly rate of $8.00
plus $11.00 per day travel for the person retained to provide
assistance in improving emergency medical services.
11. Appointments:
VA. The Board should name someone to serve on the Title XX Area
Planning Advisory Committee Number 6. This position is
currently filled by Commissioner Barnes.

Dear Mr. Whi ted:
At the May 3, 1979 meeting of the Orange. County Youth Ser-
vices Needs ask Force, consideration was given to proposals for
Juvenile Jus ice Delinquency Prevention Funds. Herein, are the
recommendations of the Task Force regarding those proposals.
It was unanimously recommended by the Task Force that the
County Commissioners request $7,633.00 from JJDP to fund the
Phillips' School Project for the coming year. The Task Force
also unanimously supported a motion that the Task Force recommend
to the Counter Commissioners that a portion of the remaining JJDP
funds in thelamount of $4500.00 be used to fund the liaison worker
position at anus House. The two aforementioned projects meet the
priorities set by the Task Force in regard to residential placement
and non-residential counseling for youth.
Thank you for your continuing cooperation and support of the
efforts of the Orange County Youth Services Needs Task Force in
assessing appropriate community alternatives for Orange County Youth.

MEMORANDUM

RE: Future Community Development Activities
The next application cycle for the Small Cities Community Development
Block Grant (CDBG) requires that the pre-application be submitted to the
Department of Housing and Urban Development Area Office in Greensboro (HUD)
between December 24, 1979 and January 7, 1980. The pre-application stage
is the most critical part of this grant application process. HUD gill
evaluate each pre-application and rate each using specified criteria. All
pre-applicants from the state are then ranked according to their rating
score. Invitations to submit full-applications are sent to those cities
and counties which rank the highest. Full-applications will be due in
April or May, 1980. An invitation to submit a full-application means, in
effect, that the grant has been approved and will be funded.
The planning staff is able to do the pre-application and full--application.
The amount of staff time necessary to complete this application process
depends on the type of application prepared. The staff, of course, has a
very busy work program which includes among other things, the development of
a county land use plan and the revision of the zoning ordinance. However,
considering the opportunity to bring a minimum of $500,000 and a maximum of
$1,000,000 into Orange County through the Small Cities Program,we recommend
that staff spend the necessary amount of time needed to prepare the applica-
tions.
At this time there are several policy decisions which need to be made
concerning the County's involvement in the Small Cities Community Development
Program:
1) Should the County continue its involvement in the CD Program?
(i.e. Northern Fairview).
Recommendation: The Planning Department recommends that the
County continue its involvement.

2) Which target area or areas should be selected?
Recommendation: The planning staff recommends that the County
continue the CD program in the Northern Fairview target area.
Because HUD is very familiar with this area as a result of the
current program, our chances of being funded are increased. Also,
HUD has a considerable investment in providing infrastructure
(water and sewer) to this area. HUD sees the provision of this
infrastructure as a good basis from which to expand the community
development effort into the areas of housing and neighborhood
improvement.
3) Which community development activities should be involved?
Recommendation: The activities to be included in the County's
next application are determined by the federal regulations and
guidelines that currently govern this program. After studying
these regulations and attending HUD's recent briefing, it appears
that housing rehabilitation needs-to be the essential element in
the application. Any other activities should be secondary to
housing rehabilitation and associated housing activities. The
HUD staff stressed in the briefing and guidelines that activities
such as road paving have little chance of being evaluated favorably.
The County application could perhaps, contain a. limited amount of
activities such as neighborhood cleanup, surface drainage improve-
ment, community revitalization, and development of a small park.
one of the other possible activity areas new this year is economic
development. Since this is a new area for EUD they are recommend-
ing that communities interested in developing projects in this
area contact them to discuss their proposals. In summary, the
planning staff recommends that the primary activity be housing
rehabilitation, with other activities added, if feasible.
4) What type of application should be prepared?.
Recommendation: Basically, there are two types of applications that
Orange County could submit: Single-Purpose (grant limit $500,000)
and One-year Comprehensive (grant limit $1,000,000).. The planning
staff recommends postponing this decision until we have an opportunity
to analyze the regulations more thoroughly, and the CD Task Force has
a chance to meet. It appears that our chances of receiving a Single-
Purpose grant are somewhat greater than those of receiving a
Comprehensive grant. In any case, the base information which will
need to be assembled is generally the same for each type of
application.
We have been informed by HUD that the grant expenditure threshold
requirement is 75% at the date we submit a new application. This means
that we must have spent 75% of our presen $500,000 grant,aor $375,000
by the time we finally submit our application.

spent $308,000.
The attached figures and maps contained are a report outlining the
total need of the County in developing cost figures that lead to our
conclusions.

SUBJECT: Needed Revision of Landmark Contract For The
Digitizing of Parcels in Orange County
TO: S. M. Gattis, County Manager
Bill Laws, Patti Smith, Don Holloway, and I met with Landmark this
morning. Our present contract with Landmark calls for the preparation of a
paper overlay for verifying parcel identifier numbers which have been assigned
to parcels in the county, and failed to specify that Landmark was responsible
for entering the PIN's on our tax maps.

to assign PIN's. We have had to provide, therefore, our original mylar tax

identification and the work of the mapping office. Landmark has stated
they would be willing to:
1. Erase and redo incorrect coordinates on existing tax maps;
2. Provide grid-lines on maps for parcel prefix locations
(individual parcels will only have last four (4) digits on
them;) and,
3. Enter last four digits of PIN's on each parcel of tax maps.
They are willing to do this for $2,500.00 or about $.08 per parcel.
This price has been recommended by our State Consultants as extremel
reasonable, "A bargain." It is estimated that it would cost us $6,000 -
$8,000 to do this ourselves.
Our budget for digitizing th parcels is $32,500.00. The Landmark
contract is or $17,500.00. The 2,500.00 addition would bring the contract
amount to $20,000.00 and leave a balance of $12,500.00.
We seek your permission to revise the contract on both points and to
authorize the $2,500.00 addition.

EMERGENCY MEDICAL SERVICES
I ha a discussed with Ms. Garrett the possibility of her
temporarily working with the County to improve emergency medical
services. Neither of us can project how much time this task might
consume. a agreed upon compensation based upon an hourly rate of
$8.00 with an additional $11.00 per work day for travel . A work
