Roge A, CETA Director SUBJECT: JOCCA's Request for Additional Funds DATE: October 5, 1979 I have reviewed JOCCA's proposal for a "Employment and Training Opportunities Program." I understand that JOCCA is in the process of soliciting CETA and possibly other funds from the State for the proposal. From my initial reading it appears that the project would a provide valuable community benefits as well as additional employ- went and training opportunities for unemployed and disadvantaged citizens. Since JOCCA is attempting to secure discretionary CETA funds, I do not believe the County's support of the proposal would jeapordize direct CETA funding which we are receiving or might receive. Our local CETA program has provided support for JOCCA weatherization for some time; but, as you know, we do not have funds to expand this support at this time. If the State will grant additional funds for JOCCA's proposal, State officials will have the option of contracting directly with JOCCA or con- tracting with Orange County for sub-contract to JOCCA. I will keep you informed of any new developments. Written request to County Commissioners requesting road be paved through "owner participation" paving program (Participatory Paving). Letter should include: A. Name of community contact person. B. Description of Road (part of road) to be paved. C. Copy of relevant Orange County tax map with "road to be paved" clearly marked. 2. County Commissioners officially accept request, Clerk records date of correspondence (to determine priority), Board refers request to County Manager for review and comment. Paving priority is determined by date of request to County Commissioners. 3. Six months prior to anticipated paving date, informal petition circulated by citizens„ 4. County staff reviews petition to determine eligibility for owner participation paving program. 5. Determination of assessment basis by Board of Commissioners. 6. Formal petition prepared by County Attorney, circulated by citizens, recorded in County minutes by Clerk. 7. Staff prepares preliminary assessment resolution. 8. First public hearing held. 9. Board adopts final assessment resolution directing that the project be undertaken. 10. Road paving begins as soon as DOT cars work it into paving schedule. 11. County staff determines total costs of project. Allowable costs for assessment include costs of legal services, amount of interest paid during construction, cost of right-of way, publ'shing and mailing costs. Each project participant notified of personal assessment amount. 14. Board confirms final assessment roll, authorizes Tax Collector to publish notice of assessments and levy the special assessment. 15.
