The Manager recommends the Board approve certain amendments to the budge VIC foI the Orange-Durham Office of Community Employment Training. 5. Appointments: A. Commissioner Barnes. will comment concerning membership on the CETA Advisory Council . B. One vacancy exists on the Orange County Board of Adjustment. ✓ C. , The Board may reconstitute the ABC Board, with five members, at its pleasure. D.I The Board of Directors of the Cedar Grove Fire Department has submitted names of three persons as possible nominees as Trustees - of the Cedar Grove Fire District. E. The Register of Deeds has requested the Board name David M. Ganiy to the Land Title Records Advisory Committee. F. One vacancy exists on the Health and Medical Care Advisory Council . G. The term of the Office of the Tax Supervisor (2 years) expired June 30th. The Manager recommends Mr. Laws be reappointed. 6. The Erosion Control Officer will report on an alleged violation of the County's erosion control ordinance. I AGENDA ITEM # 4 The attached CETA Amendment is for the purpose of opening the 1979-80 CETA budget categories by the Commissioners and to reflect changes due to program experience. A brief summary shows an increase of $27,259 from last years total CETA budget of $1,369,244. The changes are as follows: CETA Title I: No change to the total grant amount. Requested changes to rpbudget to reflect experience in program activity. CETA Title II: Reduced by $116,866 for that portion of the program that was completed and closed out in the 1978-79 year. CETA Title III YCCIP: No change to the total grant amount. Rebudgeting to reflect experience in program activity. CETA Title III YETP: Reduced by $23,000 to de-obligate the- program for participant salaries that will not be used by 9/30/79. CETA Title IV: To approve the summer program budget in the 1979-80 year. CETA Title VI: Reduced by $145,074 for that portion of the program that was completed and closed out in the 1978-79 year. CETA Title VI Durham County: To approve the budget for the contract for CETA workers located at the Durham County site. CETA Title VI CHHA: To approve the budget for the contract for CETA workers located at the Chapel Hill Housing Authority site. This amendment does not increase the allowable administrative nor services costs. Administrative costs include $10,000 additional indirect cost charge earned by the County for administration of the CETA program. The cost plan is currently pending approval from area office. Gattis, County Manager _— FROM: Ray Freeman, Erosion Control Office kl � N SUBJECT: C lissioners Agenda DATE: August 28, 1979 I have written to Mr. James Flowers, Jr. , Agent for Process for K.G.L.M. Propgrties, Inc. and informed him that I have requested that the Commissioners discuss an erosion control violation on their subdivision "Walley Wood" in Chapel Hill Township. The property is adjacent to t e old American Stone Quarry. K.G.L.M. was sent a certified letter which was received on July 31 , 1979 instructing them to install sediment controls within five working days of receipt of the letter. No action has been forth- coming on the Jr part. I also issued a stop work order at that time. The stop ,work order signs were removed by persons unknown about August 10, 199. Barbara S. Newton $61.08 refund of 1976 and 1977 taxes based on a valuation reduction approved when the size of the property was found to be incorrectly calculated. B. �ichard E. Grandy $209.73 A refund of 1976, 1977 and 1978 taxes based on a valuation reduction appraised when the size of the property was found to be incorrectly calculated. C. Ellen C. Stanley $40.21 pertain personal property was double listed. D. W. E. Easterling $17.06 CI rtain personal property was double listed. E. Rachel Pickard $50.90 C p property was double listed. I
