McKe row, chairman of the board of Council On Aging opened each me tz.ng by ,introducing members of the Senior Center study CI mmittee and a summary of the proposal, for a Senior Center �'n Chapel. Hill was presented by ter. Jerry Passmore Executive� . Director of Council can Aging. The summary included Ma statement of the problem, (2) possible Locations, and (3) recommendations. The following deas 5 were expressed by citizens of Chapel Hill and Carrboro at Public Hearing Meetings. (1) It wags recommended that the Senior Center a new building rather than a renovated existing building. . . (2) Senior Citizens from the Multi-purpose pose Center in Chapel Hill fel� that their building should be the Senior Center rather than a satelite center. (6) Ab ' ctioans were made to renovation of an alder house due to 'nadequate parking space and inaccessibility for older adults. (7) Objections were made to locations on Franklin street due to traffic problems. (8) A m er of the Board of Aldermen indicated that governmental u .its needed more specific plans as to needed space and funci.on of the Senior Center. (9) It was suggested that input from older adults was essential. L planning a Senior Center. There was concern expressed abou the number of low income minority who were on the board of the Council on Aging. (10) One gentleman wanted assurance that increased Populations of older adults in Chapel Hill were included in long range planning. Thereupon, upon motion of Commissioner Barne's seconded by Commissioner Gustaveson and carried, the order i.nitroduced and passed on first reading on August 6 , x-979 entitledi: "ORDER AUTHORIZING $1353,000 VOTING MACHINE BONDS" was read a second time and placed upon Its final passage. Thereupon Commissioner Willhoit - introduced the following resolution which was read: RESOLUTION CALLING A SPECIAL BOND REFERENDUM November 6, 1979, at which there shah be submitted to the qualified vgters of Orange County the questions stated in the notice of special bond referendum set forth in Section 3 of this resc�l.ut.ion. Section 2. For said referendum, (i) the regular regis- tration book for elections in Orange County shall be used and the registration books, process or records shall be open for the regiitra.tion of qualified persons and for public in- spection in the manner, under the conditions and at tkie times and pl ces as provided in said not I ice set forth in Section 3 of this resolution, (ii ) the registrars, judges I and other officers of elections appointed by the County Board of Eleclt ions of Orange County for the several pxe­ cincts and voin lace g places in said County shall be the d:iec- tion officers for such precincts and voting places, arid (iii.. ) the precincts and voting places shall be those fixed by said Count Board of Elections as provided in said notice set .forth in Jection 3 of this resolution , subject to change as provided by 1ayr, The County Board of Elections of Orange County is hereby requested to conduct said referendum and to take a1 necessary steps to that end in accordance with the provisions of this section. Each of the questions hereinabove set forth contains a statement of he purpose for which the bonds are authorized by the order referred to in such I question. If said bonds are issued taxes in an amount sufficient to pay the principal and interest thereof will be levied upon all taxable property in the County of Orange. I' register by mail at any time prior to said referendum in the manner prov ded in Article 21 of Chapter 153 of the General Statutes of North Carolina and in person at any time, in- eluding the day of said referendum. Those residents of the County who are presently re- gistered under orange County' s permanent registrati.bn System and ho have not changed residence from one precinct to another since their registration will be permitted to vote in the pecial bond referendum. The last day for new registration of those not now registered uder Grange County' s permanent registration system is Mo day, October 8, 1979. The .las day on which registered voters who have changed res.i ence from one precinct to another may transfer registration is Monday, October 8, 1979. Any qualified voter of the County who is qualified to vote by absentee ballot in said special, bond and referendum may apply to the County Board of Elections for an absentee ballot . Any qualified voter who is qualified to vote by Military absentee ballot pursuant to Section & 1 3 245 of the General, Statutes of North Carolina may also apply for an absentee ballot as provided by Section 163-247 of the General, Statut s of North Carolina. Persons who are not certain whether they are registered to vote or qualified to vote by absentee ballot should con- tact the County Board of County during the normal business hours of the County Board Of Election on the days when the office of said Boari is open prior 10 the close of the registration books , and such days are chIllenge days . The registrars, . Judges and other officers of elections designated b the County Board of Elections will serve as the election officers for said referendum. Mr. Robert Earl , Bingham Township Advisory Council , expressed his 11• concern th t extension of the zoning ordinance was being rushed through. Z2. The epresentative of' American Stone asked whether American Stone 13. would receive notice of whether or not it was non--conforming before 14- the issue olf extension of the zoning ordinance comes to public hearing. 15. Olive suggested contacting a State geologist and researching :L6. geology publications which could identify where all minerals were located 1�• within the County. 1B• Mrs. Alice Durham expressed her concern about receiving better 19. 1 of these processes so that citizens could have an opportunity 20° to give more input. 21• Mr. B. B. Olive asked whether the University of North Carolina 22. owned property relating to extractive uses and whether special consideration 23. of University property would be made. He asked whether University property would 24- be subject to the ordinance. 25. Mr. Ben Lloyd asked about quarries not currently in operation. 26.
